About this opportunity
The Naval Research Laboratory (NRL) is seeking proposals for the Focused Radio Frequency Optimized Signal Transference (FROST) contract, which supports advanced applied research and development in radio frequency (RF) engineering. The solicitation aims to develop systems for transmitting energy across the RF spectrum to space-based objects, with research capabilities spanning frequencies from VLF (3-30 kHz) through EHF (30-300 GHz) and power levels up to 1,000,000 kW. Contractors must possess Top Secret/SCI security clearances and demonstrate expertise in RF engineering, hardware/software development, electronics design, and network administration. The evaluation will likely focus on technical capabilities, past performance, key personnel qualifications, and small business participation commitments. Proposals are due by 5:00 PM EST on March 27, 2025, with an anticipated contract start date of July 1, 2025.
This is a total small business set-aside contract with Assurance Technology Corp as the incumbent contractor under the previous contract N0017320C2011. The contract is structured as a cost-plus-fixed-fee (CPFF) indefinite-delivery, indefinite-quantity (IDIQ) vehicle with a five-year ordering period, with a minimum contract value of $1M and a maximum of $244M. Individual task orders will range from $10K to $244M, with the primary place of performance at NRL in Washington, DC, though extensive travel to remote locations is required. The initial task order (Task Order 001) involves 328,230 labor hours over 36 months, with $31.5 million allocated for materials and travel. The contract explicitly excludes satellite command and control or satellite communications (SATCOM) services and will support the Navy's mission through advanced RF research and development capabilities.

FOCUSED RADIO FREQUENCY OPTIMIZED SIGNAL TRANSFERENCE (FROST)
The Naval Research Laboratory (NRL) has a requirement to support applied R&D programs. The associated Statement of Work (SOW) provides for the execution of specific Radio Frequency (RF) engineering, analytical, and technical efforts to support evolving aerospace technology where the results of such efforts will ultimately support the Navy’s mission.
This acquisition is focused on space to ground research for transmitting energy across the RF spectrum to various objects in space. This energy will be processed by the object and the results of that processing will be collected for analysis by other antennas at various locations around the world. R&D will also include integration and upgrade activities with already established systems at remote locations. Extensive travel to these locations will be required.
The research under this SOW is NOT satellite command and control or satellite communications (SATCOM).
