About this opportunity

The Department of the Air Force Global Strike Command seeks comprehensive maintenance, inspection, and certification services for 218 fire extinguishers at Dyess Air Force Base, Texas, with quotations due September 11, 2026 at 2:00 p.m. CDT. This procurement is 100% set-aside for small businesses.

Place of performance is Abilene, Texas (Dyess AFB, adjacent to building 4216), with work conducted Monday through Friday, 0730–1630. The contractor must service up to 50 Amerex model 600 wheeled 150-pound Halon extinguishers, up to 158 Amerex model B355T hand-portable 5-pound Halon extinguishers, and up to 10 Amerex model 775 wheeled 150-pound Novec extinguishers. All work must comply with NFPA Standard 10, Technical Orders 13F4-4-121 and 13F4-4-131, and original equipment manufacturer service manuals. The contractor must possess appropriate licenses to inspect, maintain, and service the specified extinguishers and furnish all personnel, equipment, tools, replacement parts (up to 75 per item annually), a closed-loop recovery system for halogenated agents, and disposal services.

The contract runs five years: base year (FY26) plus four option years (FY27–FY30). Base year includes annual maintenance for all extinguishers plus hydrostatic testing of 158 five-pound Halon units. Option Year 1 (FY27) adds hydrostatic testing of 50 150-pound Halon and 10 150-pound Novec units; subsequent option years include annual maintenance only. NAICS code is 811310; PSC is J042.

Quotations must include three volumes: pricing schedule (Attachment 5), technical approach limited to five pages, and past performance information limited to five pages total (three to five references from similar contracts within the last three years). Questions are due September 8, 2026 at 2:00 p.m. CDT. Award will be firm-fixed-price on best-value basis, weighing price, technical acceptability (Acceptable or Unacceptable), and past performance (Substantial Confidence through No Confidence). All offerors must be registered in SAM.gov at quotation submission, and quotations must remain valid for 90 days. Amendment 2, posted September 9, adds Attachment 9 (Questions and Answers), which clarifies that contractors may perform on-site annual maintenance and transport units requiring hydrostatic testing to off-site facilities, and may batch processing throughout the performance period.
