About this file

This is a Questions and Answers document for Federal Acquisition Regulation (FAR) contract FA466126Q0095 concerning 317 AMXS Fire Extinguisher Services at Dyess Air Force Base, issued September 9, 2026.

The document addresses contractor operational flexibility regarding fire extinguisher inspection and maintenance services. Key clarifications include: monthly inspections are the responsibility of AMXS personnel and are not contractor obligations; contractors may perform annual inspections and maintenance on-site at Dyess AFB while transporting units requiring hydrostatic testing to qualified off-site facilities; processing extinguishers in scheduled batches throughout the performance period is permitted to stagger due dates and prevent simultaneous expiration; and mobile hydrostatic testing and Halon/Novec recovery operations are preferred by the Government. The Government will provide facilities for servicing activities and maintains Halon storage containers on-site near the fire extinguishers, though no transfer method is currently available for extracting Halon from storage. These answers establish that contractors have discretion to develop efficient processes combining on-site and off-site work to accomplish the required 12-year hydrostatic testing, internal examination, agent recovery, recharge, and certification activities.

Questions and Answers

Question Answer

1. Will monthly inspections be required in addition to annual inspections and the 12 year hydrostatic testing?

1. No. The monthly inspections are dedicated as an AMXS function.

2. Would the Government permit the contractor to perform annual inspection and maintenance activities on-site at Dyess AFB while transporting units requiring hydrostatic testing to the contractor’s qualified facility for completion of hydrostatic testing, internal examination, agent recovery, recharge, and certification?

2. Yes. If required to make this process easier, the contractor can transport units to the qualified facility for testing, agent recovery, recharge, and certification.

3. If off-site hydrostatic testing is permitted, would the Government allow the contractor to process the extinguishers in scheduled batches throughout the Period of Performance (for example, weekly batches) to ensure all required units are completed within the required timeframe?

3. Yes. Scheduled batches would be the ideal philosophy to accomplish this task. This would allow a staggering of due dates preventing everything from expiring at the same time.

4. If the Government requires all hydrostatic testing activities to be performed at the Dyess AFB work location, could the Government please confirm whether mobile hydrostatic testing and Halon/Novec recover operations are expected, or whether there are any Government-provided facilities/ equipment available to support these activities?

4. The Government has Halon storage containers but does not have any transfer method available for extracting Halon from the storage container. The Halon storage container is near the fire extinguishers that are to be serviced. Facilities to accomplish servicing will be provided. Mobile hydrostatic testing and Halon/Novec recover operations would be preferred.
