4The instructions for Phase II do not mention that the offeror should price the constructiuon tasks within these appendicies; however there are two inferences within each to the process of cost estimates. Please confirm that FEMA is providing this informnation as a reference for the Oral Presentation and that FEMA is not asking that these construction scenarios be priced on a TOPP form.Appendix 2,3&4FEMA is providing this information as reference only for the oral presentation.
5During the last round of question and the Phase II instructions state "the offereor should submit the PPQs" yet the instructions at the top of the form indicates that the person filling out the form should send it directly to fema.loghouse.ctadmin@fema.dhs.gov. Out of an abundance of caution, please clarify whether the propsal offeror or the person filling out the form should submit; or both.PPQThe Government will accept questionnaires submitted from the offeror and those submitted directly to fema-loghouse-ctadmin@fema.dhs.gov.
6Clean and Make Ready for Re-Use- Attachment 2 of Section C.5.16 states" Remove all bedding…..and replace mattresses and box springs…" There are several different sizes of mattresses and box springs which makes it difficult to give a price inclusive of the repla cement of these items. Double mattresses, double box springs, single mattress, single box springs, queen size mattress for both travel trailers and MHU, single travel trailer bunk mattresses to name a few. Will FEMA allow the CMMR price that will include all aspects of Attachment 2 except the mattress and box spring replacement? Those items can be inclcuded on a TOPP when the contractor has a better understanding of the items needed to complete each particular CMMR.CLIN 2007AASee section C.5.16 of the PWS, and CLIN 0006AB added to pricing table.

The government will allow contractors to propose additional labor categories to be included in task order (TO) management. However, design managers are typically only included in construction projects, which will have separate proposals either as a TO or task order price proposal (TOPP).

5. Deactivation/ Uninstalling and Removal of Manufactured Homes and Travel Trailers.

4. Maintenance of Manufactured Homes and Travel Trailers.

6. Staging Site Design and Construction, Commercial Park Expansion Construction, and Emergency Group Site Feasibility & Construction which includes determining site feasibility, designing the expansion and construction of the expansion.

7. Group Site Maintenance which is providing maintenance and repair for the infrastructure beyond the individual site improvements.

Technical Oral Presentation RequirementsThe Offeror’s oral presentation shall provide the Government an understanding of the Offeror’s proposed technical approach to meet the requirements of the LogHOUSE II PWS. The oral presentation shall address the approach, plans, and resources necessary to satisfy PWS requirements using the Task Order Proposal Request (TOPR) furnished during Phase II. The Offeror shall provide, in the oral presentation, the technical approach with sufficient information to substantiate the Offeror’s proposed approaches, plans, and resources for satisfying the scope of the requirement addressing all of the seven (7) areas.

34On the first page of Appendix 1 of Attachment 12, the first bullet states: "The Task Order (TO) is a three (3) month management and 125 base which starts at the award date. While we realize this is a mock scenario, we would like to respond to the TOPR holistically. Can we please adjust the location of two of the three sites so they are adjacent or nearby but not on the same parcel?Attachment 12, Pages 28, 32, and 36Please respond based on the location provided. This scenario will be the same for all offerors.
43How many pads are to be designed and constructed for the Group Site? 44The RFP states that:"

- Offerors shall submit a maximum of 21 slides using Microsoft PowerPoint or equivalent slides that will be utilized for oral presentations.

- The slides are not part of the Offeror’s formal submission but are required to enable the Government Evaluators to follow along.

- Offerors shall submit the PowerPoint slides for the Oral Presentation by the date and time stated in the Advisory Notification.

The above statements could be interpreted as conflicting with one another, and no clear date and time for submitting the Oral Presentation slides is stated in the Advisory Notification.

Please confirm that the Factor II Oral Presentation slides are not considered part of an Offeror's formal submission and therefore do NOT need to be included with the Phase II Proposal Submission (April 29). If Offerors are required to submit the PowerPoint slides, we recommend the Government collect the presentations 1 day prior to the Offeror's assigned Oral Presentation date to allow for changes to the Oral Presentations that may occur between the Phase II Proposal Submission due date and the Oral Presentation. RFP, Amendment 0002, L.14 Factor 2: Oral Presentation – Technical Approach, page 69 The proposal submissions for Factor Two (2) Oral Presentation, Factor Three (3) Past Performance, Factor Four (4) Price, and Other Phase II Business Proposal Submittals are due by April 29, 2025 2:00 pm ET to fema-loghouse-ctadmin@fema.dhs.gov.

Failure to present the Oral Presentation, and timely submit the information required for Factor Two (2) Oral Presentation, Factor Three (3) Past Performance, Factor Four (4) Price, and Other Phase II Business Proposal Submittals, precludes an offeror from further consideration for award.
