About this opportunity

FEMA's Logistics Management Directorate anticipates a cloud-based Software-as-a-Service requirement to transition, operate, modernize, and support its Supply Chain Management System (SCMS) and is conducting market research through this Request for Information, with responses due January 4, 2027 at 3:00 PM Eastern Time. Questions are due November 16, 2026 at 9:00 AM Eastern Time. No set-aside is used. This RFI is not a solicitation or commitment, and no contract will be awarded from it. Most work is performed at the contractor's facility, with intermittent on-site requirements at FEMA Headquarters in Washington, D.C., distribution centers, or other federal facilities. The anticipated period of performance is one 12-month base period with four 12-month option periods. FEMA's current objective supports up to 400 concurrent users and 5,000 aggregate shipment-dispatch and receipt transactions per 24-hour period, with feedback sought on surge capacity for 1,000 concurrent users. The scope covers disaster logistics operations, including order and inventory management, warehouse and transportation operations, in-transit visibility, point-of-distribution support, procurement and ERP interfaces, and financial reconciliation. Security requirements include FedRAMP authorization maintenance, background investigations, insider threat and IT security awareness training, and compliance with DHS Policy Directive 4300A. The draft SOW specifies 97% system availability. FEMA requests input on contract type (Firm-Fixed-Price, Fixed-Price Incentive, Fixed-Price with Economic Price Adjustment, or alternatives), surge pricing, small business set-aside viability, and organizational conflicts of interest. The preliminary NAICS code is 518210, and the PSC is DA10. Respondents submit the Vendor Streamlined Profile Matrix and Targeted Market Research Questionnaire in Excel, a narrative of no more than four pages, and optional Appendix A comments by email to jillita.bulluck@fema.dhs.gov, emely.winnert@fema.dhs.gov, and gene.garrett@fema.dhs.gov. Classified information, controlled unclassified information, and sensitive operational data are prohibited in responses.
