About this opportunity
The Department of Homeland Security's Federal Protective Service (FPS) is procuring a comprehensive removal and replacement of an existing Intrusion Detection System (IDS) at the Department of Veterans Affairs facility located at 5000 Wissahickon Avenue in Philadelphia, PA. The procurement involves removing three distinct outdated IDS systems and installing a completely new integrated wireless system that includes glass break detectors, door contacts, and mandatory integration with the VA's Access Control System for specific perimeter doors. The contractor must work directly with the VA's ACS provider for system integration since the VA maintains ownership of their access control system. The project requires compliance with H.R. 5515 Act restrictions on telecommunications equipment from certain China-owned companies and adherence to various federal security standards. The solicitation deadline has been extended twice, with quotes now due September 5, 2025 at 4:00 PM EST, and the estimated award date is September 16, 2025.
This procurement is set aside for small businesses under NAICS code 561621 with a size standard of $25 million, and while no specific award value is disclosed, the contract value exceeds $100,000. The performance period spans from September 16, 2025 to September 15, 2026, with the contractor required to complete installation and final testing within 60 business days of receiving the notice to proceed. Key deliverables include a project plan, system cutover plan, as-built drawings, operations and maintenance manuals, and performance verification test results. The contractor must provide a comprehensive one-year warranty covering parts, labor, and next-business-day service at no additional cost to the government. Installation work must be performed during non-standard working hours (outside 8:00 AM to 4:30 PM) at the Philadelphia VA facility, with payment expected within 30 days of approved invoice receipt.

Update #1 ·
This procurement is for the removal of the existing FPS responsible IDS, purchase, install/upgrade of a completely new IDS system. This will consist of one IDS system, with integration of the VA access control system for all perimeter doors that are determined to be doors that require integration. Whoever wins this contract MUST contract with the VA Access Control System (ACS) provider to perform the integration of the door contacts and ACS on doors that are required to have integration. This is because the VA has ownership of the ACS and their provider must be who works on their ACS under the VA contract for such.
The IDS system is outdated and in need of replacement. There are three distinctly different IDS systems in place, and during this removal and replacement/upgrade, this concept of separate systems will continue to be the case. The alarm system for the perimeter is substantially a wireless system.
