About this opportunity
The DHS Office of Procurement Operations is soliciting quotes on behalf of the Federal Protective Service (FPS) for a firm fixed price Indefinite Delivery/Indefinite Quantity contract for corrective and preventive maintenance, repair, replacement, and lifecycle upgrades of electronic security systems at the Ronald Reagan Building, with quotes due November 13, 2026 at 1:00 PM ET. The procurement is a total Woman-Owned Small Business set-aside.
Work is performed at the Ronald Reagan Building in Washington, DC (DC0459). Scope includes routine and preventive maintenance, repairs, service calls, replacement and removal of outdated systems, and upgrades and installations to meet assessed security vulnerabilities and gaps. Covered equipment includes interior and exterior fixed IP cameras, controllers, monitors, NVR recorders, power supplies, and associated ancillary equipment and infrastructure across the Ronald Reagan Building Complex. The period of performance is a one-year base ordering period with four one-year optional ordering periods, running October 1, 2026 through September 30, 2031. Task orders will be firm fixed price.
The acquisition is conducted under FAR Part 12 for commercial products and services, with NAICS 561621 (Security Systems Services, except Locksmiths; $25 million size standard) and PSC J063. The applicable Service Contract Act Wage Determination is WD No. 2015-4281, Revision 38. Contractors must be registered in SAM to be eligible. A mandatory site visit was scheduled for August 17, 2026 at 10:00 AM ET, and attendance required consent to DHS Form 11000-6, the Non-Disclosure Agreement, before receiving Attachment #2. The question deadline of August 21, 2026 has passed, and industry questions and answers are forthcoming.
Source selection is best value trade-off, and technical non-price factors combined are more important than price. Submission requirements and evaluation criteria are defined in the solicitation.
Amendment 0005, effective October 27, 2026, extends the close date to November 13, 2026 at 1:00 PM ET and states that all other terms remain unchanged. Offerors must acknowledge receipt of the amendment before the extended deadline or risk rejection of their offer. The point of contact is Christopher Kelly, 267-737-8959, Christopher.Kelly@fps.dhs.gov.
