Questions and Answers (Q&A) for FPS IDS PA0515 Project
1. What level of integration is required between the ACS and IDS described in the PWS and on line 18 of the Excel pricing file? Is it only that the door contact must be DPTD or is there a requirement that a valid card reader shunts the IDS system and always entry when the IDS is armed, or other?
Answer:
See SOW section B.2.1 Whoever wins this contract MUST contract with the VA ACS provider to perform the integration of the door contacts and ACS on doors that are required to have integration. This is because the VA has ownership of the ACS and their provider must be who works on their ACS under the VA contract for such.
The door will need to be shunted so that the alarm is not activated. You must contact the ACS provider to perform the integration.
1. Can the government confirm that the system will be connected to the FPS Mega Center via the POTS line and that the requested radio backup will be provided as a part only, with no cellular service included in the RFQ pricing?
Answer:
Yes, this is confirmed.
1. What level of warranty service needs to be included in pricing? 1, 2 or 3 years of warranty?
Answer:
See SOW section E.5.1.
The warranty terms shall be a complete one-year warranty, including all parts, labor, travel, parking, materials, tools, etc. and service shall be provided the next business day, with a resolution to the problem within one business day after onsite visit. No additional monies shall be paid by the Government to achieve this level of service.
1. What does the hours column on the Excel sheet refer to? Does that refer to the hours that the issues need to be resolved in? Or are labor hours associated with the hardware? This is not clear.
Answer:
This refers to the estimated hours associated with the hardware.
1. Will the installation only be regulated to be done at night? If so, can it also be done on weekends?
Answer:
See SOW section G.6.4 Regular working hours shall be from 8:00 a.m. – 4:30 p.m. unless otherwise noted and approved. Planned work outside of normal working hours shall be noted in the required project plan and work schedule.
G.6.5 Unplanned work outside of normal working hours will require forty-eight-hour (two business days) notice. Notice shall be submitted in writing and shall include specific dates, hours, and justification for change to the COR/FPS PM for approval. The Contractor shall be responsible for additional costs incurred (e.g. escorts) for work outside of the normal working hours.
1. The vendor needs to be insulated from liability on keeping the existing system up and running with current providers, if a mishap happens during integration? Is this possible?
Answer:
C.1.3 The existing IDS systems shall remain fully functional and operational to the extent possible during the installation of the new systems. The contractor shall cut over from the existing systems to the new systems in stages in order to minimize the number and duration of outages. The Contractor shall submit a system cutover plan in accordance with Section F Deliverables. The cutover plan shall be reviewed and approved in writing by the FPS COR/TPOC.
C.1.7 In the event any operational system or utility (e.g. fire, IDS, HVAC) is required to be disabled or turned off, forty-eight (48) hour notice shall be required and approved by the GSA Building Manager, FPS Inspector, and/or FPS COR/TPOC prior to deactivation.
0. The Contractor, prior to departing for the day, shall ensure all system(s) previously disabled or turned off are functioning properly. A basic functional test shall be required to determine proper functionality of the system(s) and should be reported to the FPS COR/TPOC.
0. In the event a system is non-functional once enabled or turned on, it shall be the responsibility of the Contractor, at no additional cost to the Government, to restore the system(s) prior to departure from the site.
0. If the Contractor fails to restore all system(s) before departing, they shall be liable for all costs incurred by the Government to restore system(s) functionality.
1. Would it be possible to arrange a visit and consider an extension to allow sufficient time to prepare a comprehensive proposal?
Answer:
Due to time constraints, we are not able to arrange a visit.
See amendment for extension information.
1. I don't see a site visit for the project, are we able to view the system?
Answer:
Due to time constraints, we are not able to arrange a visit.
Also, what is the order of magnitude for the project with accordance to the FAR?
($100K - $250K, $250K - $500K etc)
The magnitude of the project in accordance with the FAR is over $100K.
1. Can you advise if there will be another walk though for this requirement?
Due to time constraints, we are not able to arrange a visit.
10 What is time frame for issuance of payment from the US Department of Homeland Security? 30 days?
Answer:
Usually within 30 days of invoice receipt (unless the invoice is rejected).
11 Can willing vendor request 1/2 deposit up front for equipment that can be included in terms?
