The purpose of this notice is to provide information regarding the Department of Homeland Security (DHS) May 26, 2017, decision to take corrective action on protests received pertaining to the awards made on March 7, 2017, under the Request for Proposal (RFP) Number HSHQDC-16-R-00118 for the Flexible Agile Support for the Homeland (FLASH) requirement. DHS has made the decision to cancel the FLASH solicitation, HSHQDC-16-R-00118, and Terminate for Convenience of the Government the eleven associated awards. After a review of the protests filed and a thorough assessment of the source selection documentation and mission requirements, DHS determined that it should take corrective action in the form of cancelling the solicitation. In making its decision to take corrective action, DHS considered several factors, including:
• While the planning, solicitation, and source evaluation approaches used were innovative, DHS did not properly align associated business processes and documentation requirements.
• Significant changes in agency requirements that evolved during the award and protest periods would result in the need for significant amendments.
• Key evaluation team members are no longer with the agency, thereby limiting the agency's ability to fairly reevaluate the technical challenges.
While disappointed with the outcome of the protests, the DHS Acting Under Secretary for Management is proud of the creativity, flexibility, and willingness of the FLASH acquisition team and industry participants to experiment. According to the Chief Procurement Officer, "Our goal in the Procurement Innovation Lab is to always encourage and enable the process of innovation regardless of the outcome." DHS recognizes that innovation emanates as much from failure as it does from success. The Department is committed to using this opportunity to obtain feedback from industry and all members of the acquisition team so that we can apply the lessons learned to all future procurement actions.

The purpose of this notice is to provide an update regarding the Department of Homeland Security (DHS) decision to take corrective action on General Accountability Office protests received following the initial awards (13 IDIQs awardees) issued on November 28, 2016, under the Request for Proposal (RFP) Number HSHQDC-16-R-00118 for the Flexible Agile Support for the Homeland (FLASH) requirement. As a result of the corrective action, two awardees are no longer eligible for an award and no additional new awards were made. As such the following FLASH IDIQ contract awardees are as follows:

The purpose of this notice is to provide updated information regarding the Department of Homeland Security (DHS) Request for Proposal (RFP) Number HSHQDC-16-R-00118 for the Flexible Agile Support for the Homeland (FLASH) requirement.
In response to protests, DHS decided to take corrective actions. DHS currently anticipates providing the results of our corrective action on or about February 28, 2017. Please submit any further questions regarding this requirement via AGILE@hq.dhs.gov.
We appreciate your interest and patience as DHS ensures due diligence during this evaluation process.

Added: Nov 04, 2016 8:38 am The Department of Homeland Security Office of the Chief Procurement Officer and the Office of the Chief Information Officer are providing this update regarding the status of the Flexible Agile Support for the Homeland (FLASH) solicitation. Evaluations are still ongoing. We now anticipate the announcement of awards to occur on or about November 23, 2016.

The Department of Homeland Security Office of the Chief Procurement Officer (OCPO) and the Office of the Chief Information Officer (OCIO) wanted to express our appreciation to industry for the outstanding response to the DHS Flexible Agile Support for the Homeland (FLASH) solicitation that is being conducted under the auspices of the DHS Procurement Innovation Lab (PIL). In response to the FLASH solicitation, DHS received 114 proposals. We anticipate announcing awards mid to late October 2016.

This Amendment includes the following documents: (1) FLASH Request for Proposals (RFP) HSHQDC-16-R-00118, (2) Attachment 2A Initial Task Order Letter to Offerors, (3) Attachment 2B - Initial Task Order Performance Work Statement, and (4) Attachment 4 , Pricing Template. The Government response to Industry Security questions is also attached. The Government has highlighted some of the areas in the IDIQ RFP that have changed. Offerors are to review the Amended documents in their entirety. Proposals are due no later than 11:59 PM Eastern Time on August 16, 2016 to Agile@hq.dhs.gov.

1. Does a small business have to team? If so, can it team with a large business?
Response: A small business does not have to team. However, if a small business makes a business decision to team, it can team with a large business and not be penalized.
Small Businesses may team with large businesses without penalty.

Flexible Agile Support for the Homeland (FLASH) Industry Day - Save-the-Date Announcement:
The Department of Homeland Security Office of the Chief Information Officer (OCIO) plans to hold an Industry Day to discuss a potential Agile Design and Development support acquisition.
This is a courtesy advance notice to reserve the date for the DHS Flexible Agile Support Industry Day planned for Wednesday, June 29, 2016 in the Washington, DC Metropolitan area.
A formal announcement is forthcoming and will be posted on the Federal Business Opportunities (FedBizOpps) website. Specifics on the Industry Day event and registration will be provided at the time of posting. The Government anticipates the formal Industry Day announcement will be released on Monday, June 20, 2016.

The Department of Homeland Security (DHS) is seeking highly-qualified Agile teams skilled in deploying IT capabilities quickly & securely while also yielding a system with a better user-experience. If your company is able accomplish this, DHS is very interested in obtaining additional information and ideas from your industry. We welcome companies that are new to doing business with the Government (non-traditional), traditional Government contractors or a combination of the two.
DHS has set a date of June 7, 2106 for comments. However, there will be other opportunities to provide comments and feedback as DHS in partnership with Industry collaborates to develop a new and innovative approach to Agile for DHS.
DHS has draft documents, Attachments A-D, that we would greatly appreciate feedback on. These documents include our high level scope, proposed evaluation approach, feedback video, and pricing method.
A. OBJECTIVES OF THE REQUEST FOR INFORMATION (RFI)
The DHS Office of the Chief Procurement Officer (OCPO) and the Office of the Chief Information Officer (OCIO) are looking for innovative methods and industry best practices to acquire Agile design and development support services. DHS is seeking to establish an agency-wide contract vehicle to provide DHS Headquarters and its Components with Agile design and development support services. The scope of this anticipated agency-wide vehicle will include concepts from the U.S. Digital Services Playbook (https://playbook.cio.gov) such as user-centered design, dev-ops, automated testing, and Agile. This acquisition will be conducted under the auspices of the DHS Procurement Innovation Lab (PIL). The PIL is a virtual lab that experiments with innovative techniques for increasing efficiencies in the procurement process and institutionalizing best practices. There is nothing you need to do differently for this requirement. After an award(s), the PIL project team may reach out to successful and unsuccessful offerors to assess effectiveness of the procurement process and the innovative techniques applied. This RFI is part of DHS' continuing market research efforts. This RFI contains several draft documents for the purpose of informing industry and requesting industry feedback.
B. REQUESTED INFORMATION
DHS is planning an industry day in June of 2016 in which there will be a networking session with potential primes, subcontractors and non-traditional companies potentially interested in entering the federal marketplace. Please submit any questions your company may require for this potential industry day to be meaningful with your submission. The Government intends to publish the industry day attendee list for purposes of subcontracting opportunities, teaming, etc. There will also be an "Add me to Interested Vendors" tab in FedBizOpps.
The Government also requests comments and recommendations on the following documents: (a) Attachment A: DHS Agile Design & Development Support (Scope); (b) Attachment B: Proposed Technical Evaluation - Instructions & Criteria; (c) Attachment C: Government Feedback Video Instructions; and (d) Attachment D: Proposed Agile Pricing Methodology.
DHS seeks responses from industry which address the following areas:
1. In reviewing the draft documents, what additional information does your company need to make a business decision to support this potential contract vehicle to provide agile services to DHS?
2. Does your company currently have any contracts that would meet this requirement, if so what are they? What is your business size (small business, other than small, etc.)? Are you a non-traditional?
3. The Government is considering a pricing methodology utilizing Fixed Price Teams for an increment of time with a proposed Fixed Ceiling Price. What is industry's perspective (like or dislike) on the anticipated pricing methodology? What pricing methodology would you propose? Please reference Attachment D, Pricing Methodology.
The government prefers responses not exceed three (3) pages. All responses are due by 5:00 p.m. EST on June 7, 2016. All responses and inquiries to this RFI must be emailed to: Agile@hq.dhs.gov. The government may have follow-up sessions with your company to further explore their comments or recommendations.
Please note that DHS may publish answers to questions and comments received in response to the RFI. Note: The questions and comments published WILL NOT identify the source.
THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATION AND PLANNING PURPOSES ONLY. This does not constitute a Request for Proposal (RFP) or Request for Quotation (RFQ).
