| Are any H1B individuals either with or without security clearances from other agencies allowed to work on this contract? |
| In general contractors can perform on multiple contracts at the same time or can move from one contract to another. However, approval to work on one contract does not provide approval to work on another (or even the same one after they've left it), even if the contract is within the same agency. Candidates nominated to work on a contract must be submitted to the personnel security office for approval, for each contract and for each period of performance. |

| For qualified personnel, will the government provide any means of expedited EOD process for contractor employees? |
| The personnel security office can expedite the processing of some contractors. In general, a directorate can communicate its priorities (for the entire directorate) to the Personnel Security Division (PSD) and the PSD can prioritize that directorate's submissions accordingly. These discussions should include the means by which PSD can recognize related submissions as priority; for example if FLASH contractors are identified as a priority then DHS Form 1100.25 contractor screening request forms related to a FLASH contract should be marked FLASH. Also, if there are unique considerations that may warrant making certain contracts or individuals a high priority within the agency (and not just the directorate) that should be communicated to PSD as well (to assist PSD in prioritizing all of the priorities throughout the agency). |

| Is there a citizenship requirement for contractor personnel? |
| Personnel Security Division does not determine citizenship requirements for contractors. However, If the contractor will require a background investigation, they generally must have lived in the U.S. for at least 3 of the last 5 years. Whenever residency is less than 5 years, there is the possibility that sufficient coverage cannot be obtained to complete a background investigation. DHS also has citizenship requirements related to IT access and work on IT systems. |
