Industry Day Frequently Asked Questions
1. Does the Government intend for this requirement to be a small business set-aside?
Response: The FLASH solicitation will be issued as a small business set-aside. The applicable NAICS code is 541519.
2. Can Offerors propose with teaming partners?
Response: The Offerors can propose with teaming partners
(subcontractors). However, the company or team of companies
(subcontractors) that win a FLASH contract must be a part of the task order
(TO) solution and provide the unique capability, methodology and/or approach that won them the contract. The core capabilities and expertise that the company or team represented in their proposal that was selected and resulted in the award of a FLASH contract must be represented in each of the TOs issued under the contract. Also, see question 5 for additional information pertaining to teaming partners (subcontractors).
3. Can Primes use team member’s Past Performance?
Response: The Prime and each team member (subcontractor) will be required to submit past performance information. The past performance for the Prime and team member (subcontractor) must have been within the last 3 years. The projects must have begun within the last 3 years. The government will accept relevant past performance information for either commercial or federal projects. Please note that neither a favorable nor unfavorable rating will be given for past performance if the Offeror does not have relevant past performance or if past performance information is not available.
4. Do Primes have to team?
Response: The Government does not require teaming or subcontracting.
5. Can Primes propose independently at the IDIQ and still team at the task order level?
Response: The Prime can add additional teaming partners at the task order level. However, the core capabilities and expertise that the Prime represented in their proposal that was selected and resulted in the award of a
FLASH contract must be represented in each of the TOs issued under the contract.
6. Will teaming be allowed post award?
Response: See Government’s response to Question 5.
