About this opportunity
NOAA's SIAD-WHITE contracting office seeks proposals for operations and maintenance services at the Fairbanks Command and Data Acquisition Station (FCDAS) for the National Environmental Satellite, Data, and Information Services (NESDIS) under a Total Small Business set-aside, with proposals due November 19, 2026 at 2:00 PM EDT. Amendment 2 moved the proposal deadline from November 9, and Amendment 3 (October 29, 2026) changed the Performance Work Statement (PWS), pricing template, and Sections L and M without altering that date. Solicitation 1332KP26R0041 is a FAR Part 12 combined synopsis/solicitation for a hybrid firm-fixed-price and time-and-materials contract. The base period runs June 1, 2027 through May 31, 2028, with four option periods through May 31, 2032. Non-incumbent offerors must also price a one-month transition phase (May 1–31, 2027).
Place of performance is Fairbanks, Alaska. The facility is a National Critical Asset operating 24/7/365 and handling approximately 135 polar-orbiting satellite contacts daily. Offerors must hold an active Secret-level Facility Clearance by the closing date. One Operations Manager and nine O&M Technicians require SECRET/COMSEC access, and at least one staff member cleared to Final SECRET must be present with COMSEC access 24/7/365. Minimum staffing is three O&M technicians on shift at all times. Key Personnel are the Facilities Manager, Operations Manager, Project Manager, and Safety Manager, who require resumes and commitment letters. Amendment 3 removed the IT Manager and Armed Contract Security Officer Lead from staffing to align with Key Personnel. Scope includes satellite ground systems O&M, facilities across 16 buildings, IT administration, armed security, and property management of approximately $93.9 million in government-furnished property.
Labor is governed by collective bargaining agreements between NetCentric Technology, LLC and Teamsters Local 959 and the Fairbanks Joint Crafts Council, both effective June 1, 2026 through May 31, 2029. Direct labor rates must meet CBA minimums, and Amendment 3 requires offerors to show total proposed rates rather than premium differences alone.
The original price template states a total procurement value of $1,525,000 across all periods, or $305,000 per period. It lists other direct costs of $300,000 per period and $5,000 for government-directed overtime. Amendment 3 revised that template.
Evaluation is best value. Technical Approach, Management Approach, and Past Performance are rated in descending order of importance. Non-price factors are approximately equal in weight to price. Management Approach requires an oral presentation, held December 1–4 and December 7, 2026, 11:00 AM–1:00 PM EST, via Google Meet only. Slot requests closed October 28, 2026. Offerors submit up to three recent and relevant references, with Past Performance Questionnaires due by the proposal deadline to Andrea Chiodi (Contract Specialist) and Jame Chang (Contracting Officer) at Andrea.Chiodi@noaa.gov and Jame.Chang@noaa.gov.
