About this file

This is a Government Responses document providing official answers to 121 industry questions submitted regarding Request for Proposal (RFP) 1332KP26R0041 for Fairbanks Command and Data Acquisition Station (FCDAS) Operations and Maintenance Services.

The Government confirmed the proposal due date as November 9, 2026, at 2:00 PM EDT following a two-week extension granted in Amendment 2. This small business set-aside solicitation requires offerors to hold an active SECRET Facility Clearance by the closing date. Key Personnel positions (Facilities Manager, Operations Manager, Project Manager, and Safety Manager) must be identified with resumes and commitment letters. The contract structure includes a Firm-Fixed-Price base period with optional support CLINs (CLINs x002–x008) and a separate Time and Materials CLIN (x007) for Other Direct Costs totaling $300,000 per period. Performance Work Statement requirements span 24/7/365 operations and maintenance of ground systems, facilities, security, environmental/safety/health functions, and equipment at the Fairbanks station, including antenna systems with 99.5% annual availability requirements. The Government confirmed that operational overtime is incorporated into the FFP overhead while Government-directed overtime (requiring written COR authorization) is chargeable to CLIN x008. Mandatory fringe benefits and wage rates are governed by applicable Collective Bargaining Agreements (CBAs) with Teamsters and FJCC unions, with successor CBA changes incorporated under FAR 52.222-43. The oral presentation will be conducted electronically via Google Meet only, with a participant list submitted separately. All proposal volumes must be submitted in searchable PDF format with OCR enabled (except Volume III slides in PowerPoint and Volume V pricing in Excel with active formulas), and the Government clarified that cover pages, commitment letters, and financial statements are excluded from applicable page limits.

(e.g. L.2 page 44)Question / CommentGovernment's Response
1Draft+Sol_1332KP26R0041Page 1, Paragraph 7Due to the complexity of the solicitation and the need to engage with multiple vendors, we respectfully request a minimum 2 week extension to the due date for a proposal. The Government has extended the due date for proposal in Amendment 2 to the RFP.
2Section LSection L.5, Format Instructions, page 46Font Size Request: Section L.5 requires all narrative text in written proposal volumes to use Times New Roman 12-point font but does not specify a minimum font size for text contained within tables, figures, charts, or graphics. May Offerors use a smaller font for tables, figures, charts, and graphics in the written proposal volumes? If so, please identify the minimum permitted font size.Yes, a smaller font size is permitted for text contained strictly within tables, figures, charts, and graphics. The minimum permitted font size for these elements is 10-point.
3RFP, J-2Attachment J-2; RFP L.6.9, RFP 52-53We have identified apparent formula /reference issues within the Transition Period, Indirect Buildup, Risk Mitigation Options, and Summary calculations. Because offerors are prohibited from changing the Government-provided staffing, hours, and labor mix, please confirm whether offerors may correct formula errors or whether NOAA will issue a revised J-2.Offerors shall notify the Government immediately upon discovery of an error in Attachment J-2. The Government will not accept identification of errors after November 5, 2026 at 2:00 PM.
4J-6 Teamsters CBA 4.03; J-214, Base & Option tabJ2 uses a different rate than the Teamsters CBA night-shift: The Teamsters CBA provides a $4.00/hour night-shift differential for hours worked between 7:00 PM and 7:00 AM, while certain J-2 rates appear to use a different differential. Please confirm the correct night-shift differential and revise J-2 and affected overtime calculations as necessary.A revised Attachment J-2 is provided in Amendment 3 to correct any verified discrepancies and adjust the affected calculations accordingly.
5PWS 5.1, J-24, Base & Option tabKey Personnel: PWS 5.1 identifies six Key Personnel, including the IT Manager and Armed Contract Security Officer Lead, while certain related management positions appear within optional Risk Mitigation staffing in J-2. Please identify the mandatory Base Period Key Personnel positions and reconcile the PWS requirements with the fixed staffing profile in J-2The Government confirms that the mandatory Key Personnel for this contract are the four positions listed in CAR 1352.237-75 in the RFP: Facilities Manager, Operations Manager, Project Manager (or Program Manager), and Safety Manager (or ESH Manager).

A revised PWS and Separately attached Description of Changes are provided with Amendment 3.

6 J-5 5.16; J-6 5.19; RFP L.6.9 26; 36; 53; J-2 Base & Options Guard Coverage: PWS 5.8.3 requires 24x7x365 guard coverage, gate screening during specified hours, and recurring patrols. Please confirm whether gate screening and patrol requirements may be performed concurrently by the same Guard or whether separate simultaneous posts are required. If separate posts are required, please confirm that the Government-provided staffing and hours in J-2 are sufficient. Gate screening and recurring patrol requirements may be performed concurrently by a single guard only during after-hours coverage as specified in table 1 of the PWS. During normal station hours, gate screening and patrols must be separate simultaneous posts. The 5 guards provided in the fixed staffing profile (Attachment J-2) in the base and option sheet should be sufficient. If the risk mitigation option is exercised, separate simultaneous posts shall be required during both after-hours and normal station hours.

7J-5 4.01 / Appendix A; J-210; 28; J-2 Base & OptionsThe current CBAs expire May 31, 2029, while contract performance extends beyond that date. Please clarify whether the post-May 2029 rates contained in J-2 are Government assumptions for evaluation purposes or mandated minimum rates, and explain how subsequent CBA changes will be incorporated and adjusted under FAR 52.222-43The post-May 2029 rates contained in Attachment J-2 are both minimum rates established by the Government strictly for baseline evaluation purposes and are Government assumptions. As stated in Section L.6.9(v), the Offeror must clearly demonstrate in their price narrative the methodology and formulas for how the fringe adjustment will be calculated if CBAs are negotiated and revised. During contract performance, any subsequent CBA changes will be incorporated and adjusted in accordance with FAR 52.222-43.
8Attachment J-3; RFP L.6.9(iv)Sheet B; 53The FJCC CBA establishes total wage-and-benefit packages and states that individual unions provide allocation letters identifying the distribution between wages and fringe. Please provide the current allocation letters, or identify the wage/fringe allocation NOAA used to establish the direct labor and mandatory fringe amounts in J-2.The Government does not currently possess the most recent union allocation letters. In the absence of these letters, the direct labor and mandatory fringe amounts provided in Attachment J-2 were established using a historical proportional allocation. Historically, the total package rate has been distributed at approximately 52.22% to the Direct Wage Rate and 47.78% to Fringe. Offerors must utilize the fixed staffing profile, labor mix, and specific rates exactly as provided in the Attachment J-2 pricing template for baseline evaluation purposes, in accordance with RFP Section L.6.9(v), which is reflected in Attachment J-2.
9PWS 5.1; J-2/J-3; CLIN 00084; J-2 Base & Option tabJ-3 requests fully burdened overtime rates for broad functional categories that may contain employees with different base rates and overtime entitlements. Please identify the specific labor category/rate offerors should use for each J-3 overtime category or confirm whether NOAA intends use of a weighted average, highest applicable rate, or another methodology. For the purposes of pricing the Attachment J-3 overtime categories, offerors shall utilize the rates associated with the following specific labor categories for each functional area:

Facilities: Powerhouse Operating Engineer. Please note that this is a risk mitigation option. Historically, there is no premium in the pricing template for overtime.

Satellite Operations: Shift Float - OT rate.

Temp Guard Services: Guard I.

As stated in RFP Section L.6.9(iv), the proposed fully burdened overtime rate based on these crosswalked individuals will be the prevailing rate regardless of who actually performs the work attributed to this rate 10 Attachment J-10; RFP L.6.8 1; 52 J-2 includes overtime within the fixed staffing profile, while CLIN 0008 provides a separate T&M mechanism for Government-Directed Overtime. Please distinguish overtime included in the FFP baseline from overtime chargeable to the Government-Directed Overtime CLIN and clarify the circumstances under which each applies. PWS 5.1 states Government-directed overtime requires written COR authorization. Operational overtime is already incorporated into the Firm-Fixed-Price (FFP) overhead and labor mix, which includes all maximum reimbursable hours based on the Government's interpretation of the CBA. Routine and urgent repairs performed by Contractor staff remain under the standard FFP structure unless the Government specifically directs a schedule that triggers Time and Materials (T&M).

To illustrate the distinction, consider an off-hours repair scenario:

Covered under FFP: If a sprinkler breaks outside normal business hours (0700–1600) and a Contractor employee performs a temporary repair to secure the area, both the temporary fix and the subsequent scheduled permanent repair are treated as standard service requests under the FFP.

Triggers Government-Directed Overtime (T&M): If the Government mandates an immediate permanent repair outside of regular business hours—rather than accepting a temporary fix to secure the area—this falls outside the standard FFP Performance Work Statement (PWS) scope and triggers Government-Directed Overtime.

11 RFP L.6.2 47 Attachment J-10 directs references to submit PPQs by October 19, 2026, while RFP L.6.8 states questionnaires must be received by the proposal closing date. Please confirm the controlling PPQ submission deadline and issue a corrected J-10 if appropriate. The PPQ has been updated with Amendment 3 to the RFP

12 PWS 3.2; Appendix F 3; 50-51; The PWS establishes several transition activities and deadlines, including equipment inspections, CMMS review/training, PM schedule updates, and development of the Initial Deficiency List. Please provide the definitive transition deliverable schedule, including dates for the Transition Plan, joint inspections, deficiency identification, and final Initial Deficiency List. A revised PWS and Separately attached Description of Changes are provided with Amendment 3.

13PWS 5.5, 5.7, 5.7.3;9, 19; 23-24; 50; 3The requirement includes both FFP O&M responsibilities and a T&M Other Direct Cost CLIN. Please clarify which routine maintenance consumables, replacement parts, repair materials, tools, calibration/repair services, and other supplies must be included in the FFP price versus purchased using the T&M ODC CLIN. CLIN 0007 is identified as the Base Period Other Direct Cost T&M CLIN.Other than Contractor PPE all other ODC's fall under the T&M CLINS
14Attachment J-2, Risk Mitigation Options, Row 40; PWS 5.7.3.Risk Mitigation Options tab row 40Attachment J-2 identifies the ODC category as “Purchases < SAP,” while PWS §5.7.3 refers to purchases up to the Simplified Acquisition Threshold (SAT). Please confirm that “Purchases < SAP” in Attachment J-2 is intended to mean “Purchases < SAT.” If our assumption is wrong, please clarify.See response to question 4
15Solicitation §L.6.851Please confirm whether the limit is three contracts total across the entire team or three per eligible entity. Must every subcontractor meeting the 25% threshold be represented, and how should references be allocated if multiple subcontractors meet that threshold? The limit of three (3) recent and relevant past performance contracts applies to the entire team (Prime and Subcontractors combined), not per entity. While it is not strictly required that every subcontractor meeting the 25% threshold submits a reference, the submitted references must be representative of the entities performing the work. Offerors may allocate the three references as they see fit to best demonstrate the team's combined capability.
16Solicitation §L.6.851–52Please define the denominator and period used to calculate the 25% major-subcontractor threshold, including whether optional support CLINs and the six-month extension are included. The denominator and period used to calculate the 25% major subcontractor threshold is the total contract value of all options excluding the 52.217-8 option.
17Solicitation §L.6.851If a customer does not return a PPQ despite documented reasonable efforts, how will NOAA evaluate that reference? May NOAA use CPARS or other available performance information, and must the offeror provide evidence of its follow-up efforts? Please refer to "M.2 Evaluation Criteria.: which states "... the Government will evaluate the quality of the Offeror's performance (via CPARS, PPQs, and other sources)." and also states "is the Offeror's responsibility to ensure that completed questionnaires are in the Contracting Officer's possession ON OR BEFORE THE REQUIRED PROPOSAL DUE DATE AND TIME. Any questionnaire received after the proposal due date/time may not be considered in the Offeror’s past performance evaluation.
18Solicitation §L.5; Table L.146; 43–44Please confirm whether cover pages and presentation title slides count toward the applicable page or slide limits.Cover pages and presentation title slides do not count toward the page or slide limits specified in Table L.1.
19Solicitation §L.546, 44, 50–51Where should the oral presentation participant list be included, and does it count toward the 10-slide limit, the five-page plan limit, or a separate allowance? In accordance with L.5. of the RFP "Volume III shall contain a list of no more than five (5) Oral Presentation participants, who must be identified by their full names, .email addresses, employer(s), relationship(s) to the Offeror, job title(s), proposed role(s) in performance (if any) and citizenship status." This is a separate allowance
20Solicitation §L.5; Table L.146, 44Please confirm whether commitment letters are excluded from the two-page resume limit and whether they have a separate page limit.Commitment letters are excluded from the two -page resume limit.
21Solicitation §L.2; Table L.143-44, 54Table L.1 identifies OCI as Volume VI and refers to L.9. Section L.10 is titled Volume VI, but its body requests a “Volume VII attachment.” There is no §L.9. Please confirm whether Table L.1 should instead refer to §L.10 (Volume VI: Organizational Conflict of Interest). Please confirm that the offeror shall include an OCI Mitigation Plan as a separate Volume VII.Table L.1 VI OCI Mitigation Plan is revised to reference Section L.10. Section L.10. body is revised to "Volume VI" to match Table L.1. The Government confirms that the OCI Mitigation Plan shall be submitted as a separate Volume VI.
22PWS §5.5.2; Appendices D, E and F§5.5.2: ; Appendix F: 50;Section 5.5.2 requires the inspection within 30 days of commencement and the initial deficiency list within 90 days after award. Appendix D uses 30 days of initial POP commencement; Appendix F requires submission during transition. Please reconcile the inspection and initial deficiency-list deadlines and identify the controlling deadline used for acceptance and determination of pre-existing deficiencies.See response to question 12
23PWS §5.2.4, Table 2; Appendix D6–7; Appendix DAntenna availability is computed annually under §5.2.4, but monthly under Appendix D. Table 2 specifies 99.5% for the JPSS 4-meter antenna; Appendix D summarizes acceptable availability as 96–98%. Please reconcile the annual/monthly assessment periods and the JPSS availability threshold, and identify the controlling standard for performance evaluation. For the purposes of monitoring and enforcing the requirements summary table and assessing acceptable quality levels, availability is computed annually by averaging the monthly metrics. Monthly calculations are necessary for ongoing reporting and tracking
24PWS Table 27Table 2 gives the Datron 5-meter C and Orbital 2.4-meter antenna locations as “TBD.”. Please identify the locations, operational status, and anticipated in-service dates of these antennas, including any remote support, travel, installation, or relocation obligations. These antennas in Barrow are being decommissioned and will not return to service at the Fairbanks CDA Station. They are listed solely for administrative carryover (e.g., property turn-ins).
25PWS §§5.1 and 5.15; Solicitation §L.6.7(G)4, 32; Solicitation: 50The IT Manager is required onsite key personnel under §5.1, but is included in optional support under §5.15.. If the optional IT support CLIN is not exercised, please confirm that an onsite IT Manager is not required and that this position need not be designated as Key Personnel or included in the initial proposal with a resume and commitment letter. Please see the response to question 5.
26PWS §5.2.3.26Commercial calibration must be coordinated if USAF support lapses or is unavailable.. Please provide the current calibration agreement’s scope and term and clarify responsibility and payment for commercial calibration, shipping, and associated services if USAF support is unavailable. In the event USAF support becomes unavailable, the Contractor shall coordinate the required commercial calibration. The cost of commercial calibration services, shipping, and associated fees will be funded through the Time and Materials Other Direct Cost CLIN (CLIN 0007), subject to prior COR approval.
27Attachments J-5 and J-6; J-8 wage determinationJ-8: 1; CBA pages: VerifyAttachments J-5, J-6 and J-8 identify NetCentric Technology, LLC as the employer under the existing CBAs.. Please confirm that naming NetCentric identifies the existing CBA employer and does not require teaming or subcontracting with NetCentric. Please identify covered labor categories and expectations for successor labor arrangements.Naming NetCentric in the attachments simply identifies the employer on the current CBAs and does not require teaming or subcontracting with NetCentric. Under the Service Contract Act, the successor contractor is bound by the wage rates and fringe benefits of the predecessor's CBA.
28Attachment J-2, Base & Option F10/C10; Instructions; Solicitation §L.6.9Workbook: N/A; Solicitation: 53Base & Option F10 calculates SUM(C10:E10), excluding the government wage in B10. Column C is labeled “Proposed Rate/CBA Premium.” The solicitation requests a separate premium column. Please confirm whether Column C requires the full proposed wage or only the premium and issue consistent instructions/formulas showing how the government wage and any premium enter the calculation.Offerors shall enter the full rate they are proposing in Column C. Column B (the Government-provided CBA rate) is included for reference only. The Government requires the full proposed rate in Column C for comparison purposes to easily determine whether an offeror is proposing the CBA-stipulated minimums or a premium. Because Column C captures the total proposed wage, the formula SUM(C10:E10) correctly calculates the fully burdened rate without double-counting Column B.

Offerors shall reference Amendment 3 for revisions to RFP Paragraph L.6.9.

29Attachment J-2, Transition Period I25:L25N/A—Excel cellsTransition subtotals I25:L25 stop at row 23 although the group includes the Powerhouse Operating Engineer Lead in row 24.. Please correct the subtotals to include row 24 and verify that the corrected amounts flow through all transition totals.See response to question 4.
30Attachment J-2, Summary M11N/A—Excel cellsSummary M11 references Risk Mitigation Options K218, the profit subtotal, instead of L218, the total-cost subtotal. Please confirm and correct the Option Year 4 Operations summary reference and verify the corresponding summary and evaluated-price calculations.See response to question 4.
31Attachment J-2, Transition Period A15; Solicitation §L.6.9N/A—Excel cell; Solicitation: 53Transition Period A15 references an external workbook: ='[1]Teamsters Template'!A14, despite instructions requiring a self-contained workbook. Please remove the external dependency, confirm the intended labor-category label, and provide a workbook without external links.See response to question 4.
32Attachment J-2, Base & Option wage formulas; J-6 term and wage scheduleWorkbook: N/A; CBA wage schedule: 39The template projects annual 4% increases in reviewed Teamsters wage rows beyond the current CBA term. Please confirm the basis for escalation beyond the current CBA term and explain how assumed increases will be reconciled against successor-CBA requirements without duplicate adjustment or unrecovered costs.See response to question 7.
33Attachment J-3; Solicitation §L.6.9(iv)Workbook: N/A; Solicitation: 53J-3 provides broad overtime categories; L.6.9 states the rate applies regardless of the individual performing the work. Please provide the overtime employee/category crosswalk and required blending assumptions. How should offerors account for leads, night work, special premiums, and the distinction between overtime already in FFP hours and additional government-directed overtime? Please see response to question 9.
34Solicitation §L.6.9; Section M, Price53, 59Non-incumbents price transition; incumbents leave transition pricing blank. The evaluation description adds base and option prices and half of Option Year 4 for the extension. Please state explicitly whether transition and all optional support CLINs enter the evaluated price and identify exactly which Option Year 4 amounts are included in the six-month extension calculation. The Total Evaluated Price (TEP) will include the Base Period, all Option Periods (including optional support CLINs and T&M not-to-exceed amounts), the 1-month Transition Phase and the 6-month extension. The 6-month extension calculation under FAR 52.217-8 will be calculated as exactly 50% of the total proposed price for Option Year 4, including the optional support CLINs.
35PWS 5.2.1; Attachment J-6, Teamsters CBA 4.08(d);4,Please clarify the Government’s minimum required staffing for each operational shift. Does the requirement mean (a) 1 O&M Shift Lead plus 3 O&M Technicians, for a minimum of 4 personnel per shift, or (b) a minimum of 3 total qualified O&M personnel per shift, with the Shift Lead permitted to count as 1 of the 3?Each Operations Shift must have a Lead Shift position. Full Shift support must not fall below three personnel (one of whom must be a Lead, or capable of assuming Lead responsibilities), including planned and unplanned absences.
36PWS 5.14.2, Contract Security Requirements; PWS 5.2.1, Ground Systems Operation; Attachment J-2, Price Proposal Template.29; J-2 Base & OptionsPWS 5.14.2 identifies 8 O&M Shift Leads and 1 Operations Day Shift Lead as requiring SECRET/COMSEC access. Attachment J-1. PWS - FCDAS OM_FINAL. Please clarify whether these quantities represent required staffing/ headcount positions or only the number of personnel who must be qualified and cleared to perform these functions. If the Government requires eight O&M Shift Leads plus one Operations Day Shift Lead, please clarify how Offerors should reconcile these nine positions with the Government-provided fixed staffing profile and labor hours in Attachment J-2. Specifically, should Offerors staff 8 rotating O&M Shift Leads and 1 separate Operations Day Shift Lead, or should 5.14.2 be interpreted solely as a clearance/qualification requirement applied to personnel within the J-2 staffing profile?Section 5.14.2 specifies clearance and qualification requirements from a headcount perspective and assumes that any of the shift or shift-float personnel can obtain the required clearance for the 9 O&M Technicians.

A revised PWS and Separately attached Description of Changes are provided with Amendment 3.

37 SAM.gov and First Page of the Solicitation The Government has indicated that the solicitation remains in draft form pending final review and approval, with the current question and proposal deadlines expected to remain unchanged. Industry’s review has identified provisions that would benefit from clarification to establish a consistent understanding of the technical, staffing, security, and pricing requirements.

Resolving these items before the submission deadlines would support the Government’s receipt of complete, technically sound, and competitively priced proposals developed against a common baseline. Given the mission-critical nature of FCDAS operations, this would also strengthen the Government’s ability to compare proposed approaches, assess performance risk, and conduct an efficient evaluation.

Will the Government consider revising the acquisition schedule to provide a question submission period following release of the final, approved solicitation, followed by at least three weeks for proposal preparation after issuance of the final solicitation and responses addressing substantive industry questions, whichever occurs later, with oral presentations adjusted accordingly?

This sequencing would help ensure that proposals reflect the Government’s final requirements, reduce differing interpretations and qualifications, and minimize the need for subsequent clarification or proposal revisions during evaluation.

See response to question 1.
38PWS 5.5.8
Atch J-2, SummaryPage 17Para states “The Contractor shall advise the Government regarding the type(s) and quantities of spill kits required, but the cost of purchasing spill kits is not included in the firm-fixed price CLINS”. Are contractors to assume that the cost of the spills kits is considered in CLIN X007 Other Direct Costs, pre-populated at $300K per period?See response to question 13.
39Paragraph L.6.9 Volume V – Factor 4, Price (ii)(c).Page 52If the Offeror does not have a FPRA or negotiated rates, what does the Government require for financial information, e.g., P&L, balance sheet? As stated in Section L.6.9, offerors without negotiated rates must explain their indirect buildup and provide supporting financial statements. Acceptable supporting financial statements include a recent Profit & Loss (P&L) statement, balance sheet, or other standard accounting system exports that validate the proposed indirect rate pools and bases.
40J-2 Price Proposal TemplateAttachment+J-2.+Price+Proposal_ Template_ FCDAS+ OM has embedded links when it cannot connect to. Can the Government provide an updated pricing sheet that does not have these links?See response to question 4.
41RFPG.2 page 19Can the Government confirm that the vacancy invoicing shall only apply to T&M CLINs?No. Section G.2, "Position Vacancy and Invoicing," applies to all positions designated under the contract, including Firm-Fixed-Price (FFP) labor lines.
42RFPL.6.3 page 47Please confirm that the Oral Presentation will be electronic/virtual only with no in-person or a hybrid option?Confirmed. The Oral Presentation will be conducted electronically/virtually only via Google Meet. There is no in-person or hybrid option. Access instructions and testing details will be provided upon confirmation of time slots.
43RFPL.6.7 (A) page 49The RFP states "Offerors are required to hold this active FCL at the Secret level by the closing date of this
solicitation." Please confirm that the "closing date of this solicitation" is November 9, 2026.Please see response to question 1 and the Government confirms that the RFP requires an active FCL by closing date of the RFP.
44RFPL.6.8 page 51The RFP states "and any Subcontractor proposed to expend at least 25 percent of the cost of contract performance". Please confirm that Subcontractors must have >25 percent workshare to include Past Performance. Recommend that the Prime MUST have at least 2 citations. As indicated in the RFP "Major Subcontractor means any Subcontractor performing at least 25% of the proposed cost.". Please see response to question 15.
45RFPM.1 page 57Section M.1 indicates that the CO will assess the financial resources of only the apparent successful Offeror as part of the pre-award responsibility determination. Given the importance of adequate financial resources to successful contract performance, would the Government consider revising the solicitation to evaluate offerors’ financial capacity as part of the proposal evaluation as a pass/fail requirement, rather than limiting the assessment to the apparent successful Offeror? The Government declines the recommendation. In accordance with FAR/RFO Subpart 9.1, financial capability is evaluated as a matter of contractor responsibility prior to award rather than a technical evaluation factor. The Contracting Officer will perform a pre-award responsibility determination on the apparent successful offeror.

RFPPWS 5.1 Staffing, page 4
RFP: CAR 1352.237-75 Key personnel. (APR 2010) page 26The key personnel are listed in PWS 5.1 as "Program Manager; Operations Manager; Facilities Manager; Information Technology (IT) Manager; Environmental, Safety, and Health Manager; and Armed Contract Security Officer Lead" however, the RFP lists "Facilities Manager, Operations Manager, Project Manager, Safety Manager". Can the Government please confirm that the PWS 5.1 reference is the correct list of Key Personnel, and these positions should be included in the Price Proposal J-2 and J-3?See response to question 5.
47RFPL.6.7 (A) page 49Would the Government consider requistite documentation for an active FCL to be exluded from page count and included in the Written Management Volume? This would allow for a certified proof of facility clearance without compromising the original document.Proof of active Facility Clearance (FCL) (e.g., CAGE code verification, DD Form 254, or DSS/DCSA documentation) is evaluated on a pass/fail basis under Factor 2. FCL documentation may be submitted as an attachment to Volume I (Business Proposal) or Volume III and will be excluded from all narrative page limits.
48RFPM.2 Factor 2 page 58Can the Government confirm that subsections within the 3 evaluated Factors are also evaluated in decending order of importance (e.g. for Management: (A) Facility Clearance > (B) Ability to Recruit > (C) Staffing Plan etc.)?No. The sub-elements listed within Factor 1, Factor 2, and Factor 3 are evaluated holistically as aspects of each factor and are not individually weighted or ranked in descending order of importance, except for requirement (A) Facility Clearance under Factor 2, which is evaluated strictly on a Pass/Fail basis.
49RFPM.2 Factor 2 page 58The Evaluation Criteria states "The slide deck will be evaluated for its content to ensure it aligns with the delivered Oral Presentation." Can the Government confirm that both the Slide Deck and the Oral Presentation are being evaluated for content?Confirmed. The SSEB will evaluate both the submitted slide deck and the verbal presentation/discussion during the oral briefing for content, completeness, feasibility, and alignment under Factor 2 (Management Approach).

See Amendment 3 for revision.

52RFPL.5 page 46Will the Government allow a smaller, but readable, font size for headers and footers?Yes. Font sizes down to 10-point Times New Roman are permitted for page headers and footers
53RFPL.5 page 46Please confirm that Government documents (e.g., SF30s, SF33s, or RFP document fill-ins (such as Reps and Certs)) should not be altered except to fill in required information.Confirmed. Standard Government forms and RFP attachments must not be altered, modified, or reformatted, other than populating the designated offeror fill-in fields.
54RFPL.5 page 46Please confirm that Government documents (e.g., SF30s, SF33s, or RFP document fill-ins (such as Reps and Certs)) be provided in their original file format (i.e., PDF)?Confirmed. Government documents shall be provided in their original form.
55RFPL.5 page 46Can official company documents, policies, and signed letters from the offeror that are included in the proposal be provided in their original format, (i.e., original fonts and sizes, margins) and file format (i.e., PDF)?The Government is unsure of what Official corporate documents are been discussed. If the question is referring to the Commitment Letters, Financial Statement, Indirect Rate Agreements or VPAT, then yes the Offeror may use their original format. All other required submitted documents must adhere to the RFP formatting requirement.
56RFPL.5 page 46Please confirm the requirement for Optical Character Recognition (OCR) allows bidders to submit proposals in Adobe PDF.Confirmed. Text-based proposal volumes (Volumes I, II, IV, VI) shall be submitted in searchable Adobe PDF format generated with Optical Character Recognition (OCR) enabled. Volume III slides must be provided in MS PowerPoint format, and Volume V pricing templates must be provided in MS Excel format with active formulas.
57RFPL.6.7 (G) page 50Will the Government confirm that commitment letters are excluded from the resume page limitations?Confirmed. Key Personnel commitment letters are excluded from the 2-page per resume limit under Factor 2.
58RFPL.6.8 Past Performance Relevancy Survey page 52Will the Government confirm that Offerors may provide one file for Volume IV Factor 3, Past Performance consisting of each reference's Relevancy Survey and a Cover Page?Confirmed. Offerors may combine all Past Performance Relevancy Surveys (Attachment J-11) and a cover page into a single searchable PDF file for Volume IV.
59RFPL.6.8 Past Performance Relevancy Survey page 52In order to include J-12 Attachments into one Volume for Past Performance, can the Government confirm that Offerors may make formatting changes to the attachment (i.e., font, spacing, header/footer) to align with the format requirements, provided the Offeror includes all the required information in the form? No, Attachment J-11 format shall remain unchanged.
60RFPL.5 page 46The RFP states "Each volume shall contain a Table of Contents referencing various pages and sections, a List of Tables and Figures, a List of Attachments (if applicable), and a List of Acronyms and Terms." Can the Government confirm that this requirement is not applicable to the Orals Presentation Slide Deck? No, this requirement is applicable to Volume III.

Table of contents and List of Acronyms are not included in the page count.

61RFPL.5 page 46The RFP states "Volume III shall contain a list of no more than five (5) Oral Presentation participants, who must be identified by their full names, email addresses, employer(s), relationship(s) to the Offeror, job title(s), proposed role(s) in performance (if any) and citizenship status." Can the Government confirm where this information needs to be provided (Slide Deck or Written?)See response to question 19.
62J-3Overtime Labor Hour Breakout WorksheetAttachment J-3 is titled “Overtime Labor Hours Breakout”; however, the instructions state that Offerors shall input proposed fully burdened overtime rates in Column C. Please clarify whether offerors are required to provide proposed overtime hours in the Attachment.No. Offerors are not required to input overtime hours in Attachment J-3.

Risk Mitigations Options tabThere are 3 labor categories listed in the Risk Mitigation Options worksheet, however these positions are not listed in the Transition or Base & Options worksheets (Antenna Tech, Security Guard Manager, Powerhouse Operating Engineer and IT Manager). Is it the Governments intent to not price these positions in the Transition or Base & Option worksheets?Confirmed Optional Support Positions shall only be priced in the "Risk Mitigation Options" Tab in Attachment J-2. and the 30-Day Risk Mitigation section in the "Transition Period Tab"
64J-2Base & Options tabThe hours for each year are identical with the exception of the Logisitics labor category. The hours proivded for the Base differ from the hours in Options 1-4. Is the Governments expectation to increase the hours for this labor category in the option periods? The total number of hours across the contract (combining the Base and Risk Mitigation) remains identical year by year; however, the breakout of hours between the Base ("Base & Option" tab) and Risk Mitigation ("Risk Mitigation Options" tab) differs between the Base Year and Option Periods 1 through 4.

The level of effort for Logistics priced in the Base Year Risk Mitigation Options tab rolls directly into the core baseline Base & Option tab starting in Option Period 1.

65J-2Base & Options tabCell A68 (Logistics - Option Period 1) is highlighted in Green. Is there a rationale for this shading?Yes. The green shading in cell A68 (Logistics) for Option Period 1 was deliberately applied to visually highlight that the level of effort for this labor category increases starting in Option Period 1. As noted in the response to the previous question.

J-2L.6.9.ii.(C),

L.6.9.iii., L.6.9.v.

J-2, Instructions RFP states "Rate Justification: Support the basis of estimate with any existing negotiated indirect rate agreements or approved forward pricing rate agreements (FPRAs). Offerors without rates negotiated by a cognizant auditor must explain their indirect buildup and provide supporting financial statements.

For Offerors without negotiated indirect rate agreements or approved FPRAs, please confirm that providing provisional billing rates submitted to or approved by DCAA, which are based on our most current budget at the time of submission, together with supporting indirect rate documentation and completed orange-highlighted Indirect Rate Buildup, Fringe Breakdown, Overhead Breakdown, and G&A Breakdown tabs, satisfies the requirement to explain and substantiate the proposed indirect rates?

If the information above does not satisfy the RFP requirement, can the government specify an example of what financial statements would satisfy this requirement?See response to question 39.
67RFPL.6.9.ii.(C),

L.6.9.iii., L.6.9.v.

J-2, Instructions The supporting indirect rate documentation required under Section L.6.4(ii)(C) to be submitted is marked as Controlled Unclassified Information (CUI).

Can the Government confirm whether this documentation may be submitted as a separate PDF file and appendix to the Price Volume and clarify the authorized submission method (email, secure file transfer, or designated proposal portal)?Confirmed. Supporting financial documentation and CUI indirect rate substantiation may be submitted as a separate PDF appendix to Volume V (Price Proposal). Submissions shall be delivered via email to the Contracting Officer and Contract Specialist as designated in Section L.6.2. If file size exceeds email limits (22MB), offerors may request a secure upload link (Kiteworks).
68RFPL.6.9.ii.(C),

L.6.9.iii., L.6.9.v.

J-2, Instructions The instructions tab, along with the RFP instructions state to provide a detailed break-out isolating: (1) voluntary fringe, (2) mandatory fringe, (3) company-specific fringe, and (4) fringe required by FAR 52.222-43. The "green" shaded worksheets provide 2 columns (Mandatory Fringe (Adjusted IAW FAR 52.222-43) and Voluntary Fringe (Or Company Fringe ...).

Can the Government clarify the difference between (2) mandatory fringe and (4) fringe required by FAR 52.222-43?

Does column E of the "green" shaded worksheets for Voluntary Fringe (Or Company Fringe ..) need to be broken out into 2 separate columns to support the detailed breakout instructions? In the context of the solicitation and pricing template, items (2) and (4) represent the same category: fringe benefits contractually or legally mandated by the applicable Collective Bargaining Agreement (CBA) or Service Contract Act Wage Determination that are eligible for price adjustment under FAR 52.222-43. "Voluntary / Company Fringe" encompasses company-specific, discretionary benefits provided by the employer beyond the CBA/WD baseline. Offerors do not need to insert additional columns; entering mandatory fringe in Column D and voluntary/company fringe in Column E—supported by the "Fringe Breakdown" tab—fully satisfies the requirement.

The Government's clear expectation is that this format segregates fringe adjustments for future contract administration. Column D establishes the baseline for allowable future adjustments resulting from successor CBAs under FAR 52.222-43. Any future cost increases, adjustments, or policy changes to voluntary or company-specific fringe benefits (Column E) that are not mandated by a CBA and are strictly not subject to price adjustment under FAR 52.222-43, remaining the sole cost responsibility and risk of the Contractor.

See Amendment 3 for revision to paragraph L.6.9.

69 J-2 Risk Mitigation Options tab There appears to be formula discrepancies affecting the Risk Mitigation Options pricing totals. Cell L38 (Base Period Operations Total) references L32 (Guard I) rather than the Operations amounts in L36:L37. In the “Summary” tab, cell M11 (Option Period 4 Operations) references K218 rather than the Operations total in L218.

Will the Government please correct these formulas and issue a revised Attachment J-2?See response to question 4.
70J-2Risk Mitigation Options tabThere is a line item for Administrative Assistant with hours. The columns for Proposed Rate and Fringe are not highlighted in Green. Please confirm that Offeror's should complete these cells.See response to question 4.
71J-2Risk Mitigation Options tabThere is a line item for Powerhouse Electrician and Logistics for the Base Year, is not listed in the option periods. Will the Government clarify why this line item is excluded from the Option Periods? The level of effort for POWERHOUSE ELECTRICIAN (2,128 hours) and Logistics (2,216 hours) are moved from the "Risk Mitigation": Tab to the "Base & Options" Tab beginning in Option period 1 as those positions will no longer be considered Optional support.
72J-2Risk Mitigation Options tabColumn B: CBA Required Wage Rates are not reflecting escalation in the option periods. Can the Government update Attachment J-2 to reflect the escalated wage rates within the CBA?See response to question 4.
73J-2Base & Options tabColumn B: CBA Required Wage Rates; The wage rates for the Shift Height is being calculated off the Shift Night rate. Please confirm that the Shift Height premium should be added to the Shift Night and Shift Day rate?See response to question 4.

Attachment 5Misc. Trade specialist is not listed in the price table under base or risk mitigation table.
However, 4.07 of the FJCC CBA states "4.07 PAY FOR WORK IN HIGHER RATED OCCUPATIONAL CLASSIFICATIONS: When an employee is assigned by a manager to work in a different occupational classification than they are normally assigned (i.e. trades specialist), the rate of which is higher than the rate of the employee's regular occupational classification, the employee will be paid at the rate of the higher occupational classification for the period during which the employee works in the higher occupational classification. The Company will not avoid payments as described above by assigning the work of the higher rated occupational classification to more than one (1) employee for the particular job on any one shift."The Government confirms that the "Misc. Trade Specialist" is not listed in the pricing template because there is no historical record of this position being staffed or priced on the contract. The language in Section 4.07 of the FJCC CBA establishes general rules for temporary assignments across classifications, but it does not mandate the inclusion of a dedicated, unstaffed labor category in the pricing template. Offerors must price strictly the labor categories and fixed staffing profile provided in Attachment J-2. Any temporary assignments to higher-rated classifications during performance are an operational management responsibility managed within the proposed Firm-Fixed-Price structure.

RFO 52.216-1 Type of Contract. (APR 1984) (Deviation JUL 2026) page 54 The requirements of Section “G.2 Position Vacancy and Invoicing” contradicts the fundamentals of FAR 16.202-1, which establishes that a FFP type contract is not subject to adjustment based on the contractors cost experience (in either favor of the contractor or the Government). Upon review, our recommendation is to update the Solicitation to remove this requirement. The Government respectfully declines the recommendation to remove Section G.2.

While FAR 16.202-1 outlines the general fundamentals of a Firm-Fixed-Price (FFP) contract, the financial architecture of this specific requirement is heavily driven by FAR 52.222-43 (Fair Labor Standards Act and Service Contract Labor Standards - Price Adjustment). Because the overwhelming majority of the labor on this contract is governed by prevailing wage determinations and CBAs, the Government ultimately bears the direct cost burden and risk for these positions.

76RFPSection K page 41 L.6.5 page 48Please clarify only the Representations and Certifications listed in Section K should be completed and inserted into Volume I?To fulfill the Representations and Certifications only the listed Representations and Certifications in Section K should be completed for Volume I. All Volume I requirements remain unchanged.

RFP G.1 Page 19 Please confirm whether the Risk Option CLINs will be exercised at the time of base contract award. Based on the labor hours prescribed in Attachment J-2, the base CLINs alone do not appear sufficient to support the full PWS requirement. If the Risk Option CLINs are not exercised at award, we recommend the Government modify the PWS to reduce or otherwise reconcile the scope with the labor hours funded under the base CLINs. The decision to exercise optional support CLINs (CLINs x002 through x008) resides with the Government based on operational requirements and funding availability. The PWS scope remains unchanged.

79PWS5.6.1 page 22Please identify the professional certifications acceptable for the ESH Manager position. Is experience a suitable substitute?Acceptable professional certifications for the ESH (Safety) Manager include, but are not limited to, Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), or an OSHA 30-Hour General Industry Certification. Equivalent relevant experience (e.g., 5+ years directly managing complex ESH programs at an industrial or critical infrastructure facility) may be accepted as a suitable substitute subject to Government review.
80PWS5.5.6.18 page 16The PWS states "The Contractor shall maintain the BAS systems using qualified and trained employees. Technicians must be certified to maintain the software." Will the Government provide the certification standards required? The Government clarifies that technicians maintaining the Building Automation System (BAS) must hold current OEM-level (Original Equipment Manufacturer) or equivalent industry-recognized training/certifications specific to the facility control hardware and software platform installed at the Fairbanks CDAS facility. Refer to the facility equipment lists in the Bidders Library for the specific make, model, and software versions currently in operation.

J-2L.6.9(iii)(v) page 53
J-2, instructionsRegarding the statement "Profit Risk Considerations: When proposing Profit, Offerors shall bear in mind that the majority of this contract's labor is subject to RFO 52.222-43 and the Government assumes the cost risk for all nonproductive hours. Consequently, there is minimal cost risk to the Contractor for the majority of this contract. The Price Narrative should reflect the Offeror's understanding of this low-risk posture."
The nature of a FFP contract is in delivery of required deliverables and metrics as opposed to delivery of staff and personnel for reimbursement. Historically this shifts risk to the contractor. Upon review, our recommendation is to update the Solicitation and remove this statement. The Government declines the recommendation to remove this statement. The Government acknowledges that this is a performance-based contract requiring the delivery of specific deliverables and metrics under the PWS, rather than a traditional level-of-effort reimbursement contract. However, the unique financial architecture of this solicitation structurally eliminates the vast majority of the cost risk typically associated with a Firm-Fixed-Price (FFP) contract.
82J-2Risk Mitigation Options tabThe G&A column is not adding including the Total Wage and Fringe column in the formula. Will the Government correct this formula and provide an updated Attachment J-2?See response to question 4.
83Attachment J-2Base & Option tab, column F (e.g., cell F10); Transition and Risk Mitigation Options tabs, column FColumn F 'Total Wage and Fringe Per Hour' is =SUM(C:E). Column B (CBA Required Wage Rate) is not included. Section L.6.9(v) and the J-2 Instructions describe Column C as the premium above the CBA minimum.
QUESTION: Please confirm whether Column C is intended to hold (a) the full proposed hourly wage (≥ Column B) or (b) only the premium above Column B. If (b), please amend Column F to =SUM(B:E) on every pricing tab so the CBA minimum wage is included in the price.See response to question 28
84Attachment J-2 / Attachment J-6J-2 Base & Option rows 11, 16, 21 (night rows) and corresponding OT rows; J-6 Art. 4.03J-6 Article 4.03 provides a night-shift differential of $4.00 per hour for hours worked 1900–0700. J-2 night rates are $3.50 above the corresponding day rates (e.g., Shift Lead Night $79.76 vs. Day $76.26; Shift Night $73.00 vs. Day $69.50).
QUESTION: Please confirm the night differential the Government intends offerors to use and, if $4.00 per J-6 Art. 4.03, amend the night and night-OT rates in J-2 for all periods.See response to question 4.
85Attachment J-2 / Attachment J-5J-2 Base & Option rows 30–33 (FJCC); J-5 Art. 4.01 and Appendix AJ-5 Appendix A states a single total wage-and-benefit package rate per classification (e.g., Electrician $91.47 effective June 2027). Art. 4.01 says each local's allocation letter sets the wage/fringe split. J-2 enters $47.765 as the wage, which equals $91.47 ÷ 1.915.
