About this file
This is Amendment 0003 to a federal solicitation (1332KP26R0041) issued by SIAD-WHITE (NOAA/NESDIS) with an effective date of October 29, 2026. The amendment covers the period of performance from June 1, 2027, to May 31, 2028, and modifies the Performance Work Statement (PWS), pricing proposal template, and evaluation criteria for operations and maintenance (O&M) services at the NOAA Facility for Communications and Data Archival System (FCDAS).
Key PWS changes include: (1) removal of IT Manager and Armed Contract Security Officer Lead from staffing to align with designated Key Personnel; (2) revision of Communications Security requirements mandating at least one staff member cleared to Final SECRET with COMSEC access present 24/7/365; (3) enhanced Ground Systems Performance Metrics requiring monthly and annual antenna system operational availability reporting (96-98%), monthly latency performance reporting by spacecraft, and daily/weekly/monthly contact success tracking with quarterly analysis of negative trends; (4) expanded IT administration duties including quarterly reporting of desktop/laptop configuration control, bi-annual network documentation updates, and quarterly user access list reporting; (5) addition of ten new workspace safety subparagraphs covering pandemic planning, personal protective equipment, fall protection, lockout/tagout, confined spaces, asbestos management, hazardous materials, labeling/signage, storage tank management, and used oil handling; (6) monthly fuel usage reporting and monthly vehicle maintenance/mileage/fuel reports for both GSA and NOAA-owned vehicles; (7) monthly equipment condition assessment reporting; and (8) revised security clearance table requiring one Operations Manager and nine O&M Technicians with SECRET/COMSEC access. RFP changes include: (1) clarification that the oral presentation request deadline closed October 28, 2026, with no further requests accepted; (2) revised Organizational Conflicts of Interest table reference from L.1 to L.10; (3) expanded pricing guidance requiring detailed fringe breakout isolating mandatory CBA-mandated benefits from voluntary company-specific benefits, with explicit demonstration of reconciliation to corporate fringe rate and examples of fringe adjustments during performance; (4) requirement that offerors show total proposed direct labor rates (whether CBA minimum or premium rates) rather than only premium differences, with completely formula-based pricing in provided spreadsheets; and (5) requirement that slide decks align with oral presentations, with inconsistencies potentially reducing Government confidence. Appendix E (Deliverables Schedule) and Appendix F (Transition Phases) were replaced in their entirety, with specified deficiency inspection and final payment withholding requirements removed from transition phase requirements.

RFP Description of changes
i. Pg. 44: Table L.1 the RFP referenced for VI Organizational Conflicts of Interest is revised to L.10.
ii. Pg. 52: Paragraph L.6.9 (ii)(C), Volume V – Factor 4, Price, third bullet is replaced in its entirety as follows:
Fringe Breakout and Reconciliation: Provide a detailed breakout isolating (1) Mandatory Fringe (benefits contractually mandated by the applicable CBA or Wage Determination and subject to FAR 52.222-43) and (2) Voluntary / Company Fringe (discretionary, company-specific benefits provided by the employer beyond the mandated baseline). The narrative must explicitly demonstrate how these components reconcile and tie back to the company's negotiated corporate fringe rate. Clarify whether your voluntary fringe represents strictly the excess amount above the mandatory baseline or if it encompasses the total company benefit package. To support your methodology, provide examples of how fringe will be adjusted during contract performance. For example: if a CBA stipulates 10 vacation days and the company provides 15 days, explicitly state if that is considered an excess of 5 days. Furthermore, clarify that if a renegotiation or successor CBA increases the mandated days from 10 to 15, and the company's overall benefit remains at 15 days, there is no price adjustment under FAR 52.222-43 because the increase is already absorbed by the existing voluntary benefit.
iii. Pg. 53: Paragraph L.6.9(v), Volume V – Factor 4, Price. The following paragraph is revised (change is bolded and highlighted):
Fixed Staffing Profile and Labor Mix: Several labor categories are subject to existing CBAs. The Government has pre-populated the Attachment J-2 Price Proposal Spreadsheet with the mandated direct labor rates based on the executed CBA agreements.
All compensable hours (productive and non-productive) are included in the Government's calculation based on historical precedent. Note: If an Offeror identifies an error in the Government’s interpretation of the CBA within the pricing template, the Offeror shall submit a question during the Q&A period. If a revision is necessary, the Government will amend the template to ensure equity among all Offerors.
Offerors must assume the Government-provided fixed staffing and labor mix for the 12-month base period, the four option periods, and the options increased labor and any extensions (e.g., FAR 52.217-8). The provided hours include both productive and non-productive time (total compensable hours) and align with the shifts specified in the PWS and applicable CBAs. Offerors shall not alter the number of FTEs or hours. Offerors may propose direct labor rates that are higher than the CBA-stipulated minimum rates;
however, if doing so, the Offeror explicitly show the total proposed direct labor rate (whether it is exactly the CBA minimum or a premium rate above the minimum), rather than just the premium difference. All pricing must be completely formula-based within the provided spreadsheet, without pulling data or linking from outside sheets. The spreadsheet must clearly show the full burdening buildup, particularly for the fringe rate.
The Offeror must clearly demonstrate the methodology and formulas for how the fringe adjustment will be calculated if CBAs are negotiated and revised in accordance with FAR 52.222-43. Additionally, the Offeror must show the relationship to the company’s negotiated corporate fringe rate, providing a clear breakout of these components within the sheet and how this results in the total price to the Government.
iv. Page 59: Paragraph M.2 Evaluation Criteria, Non-Price Factor 2 – Management Approach. The following paragraph is revised (change is bolded and highlighted):
The slide deck will be evaluated for its content and to ensure it aligns with the delivered Oral Presentation. Inconsistencies between the slides and Oral Presentation may reduce the Government’s confidence for the factor.
