This sources sought notice for market research purposes covers preventive and predictive maintenance, routine and emergency repairs, condition-based recommendations, and support for energy-efficient facility operations across four geographic regions (East, Central, West, and Pacific). Contractors must maintain an operational readiness rate of 98% or higher for all systems and components, with specific performance requirements including maintaining frozen food storage at -10 to 0°F, bulk meat storage at 28 to 32°F, and compliance with comprehensive safety, environmental, and security protocols. The evaluation will focus on the contractor's ability to provide certified technicians, maintain detailed documentation in the Equipment Maintenance Information System (EMIS) within 7 business days, and adhere to strict quality assurance standards with acceptable quality levels of 97-98% for preventive maintenance tasks. Responses to this pre-solicitation notice are due by August 27, 2025.

The agency is considering awarding a centralized call center contract separate from maintenance services, along with four new regional maintenance and repair contracts to replace the current fragmented approach. The scope encompasses maintenance of diverse systems including building structures, conveying systems, fire protection, electrical systems, refrigeration equipment, commissary equipment-in-place (CEIP), and physical security systems across facilities ranging from 2,896 square feet at Camp Merrill to over 200,000 square feet at larger installations like MacDill AFB and Guam CDC. Historical materials cost data indicates quarterly expenditures ranging from approximately $23,000 to $67,000 for items such as lighting components, plumbing supplies, paint, and electrical components across the commissary network.
