About this file

This document is a Preventative Maintenance Guidelines Form for the Defense Commissary Agency (DeCA) that provides comprehensive maintenance instructions for various facility systems and equipment. The guidelines cover multiple components including doors (fabric roll-up, emergency egress, overhead), roofs (low and steep sloped), boilers, fire suppression systems (wet pipe, dry pipe, deluge), fire pumps, diesel generators, fire alarm systems, emergency lighting, backflow preventers, exhaust hood systems, security systems (CCTV, intrusion detection, duress alarms), and other critical infrastructure elements.

Each system has a detailed maintenance checklist with specific tasks to be performed at different frequencies - monthly (M), semi-annually (S), annually (A), and at multi-year intervals (2yr, 5yr, 10yr). The checklists include tasks such as visual inspections, operational tests, cleaning, lubrication, checking electrical and mechanical components, testing backup systems, and reporting discrepancies through the government service order management system. The guidelines are designed to ensure proper functioning, safety, and longevity of facility systems, with technicians required to coordinate with store management, notify relevant personnel, and document all maintenance activities.

For locations not maintained by Installation

Visually inspect all alarm equipment for obstructions or physical damage, clean dirt and dust from interior and exterior of panel/pull boxes, tighten loose connections. Inspect antenna/lightning arrestor, coaxial assemble. Make sure all mountings are secure and connections are tight. Look for battery leakage, vandalism, water damage, frayed wires, corrosion, electric storm damage, and burned, discolored or missing components. Note in log for estimate to repair.

X

2 Notify cognizant personnel prior to testing. X

Conduct operational test of initiating and signal transmitting devices in populated buildings by building zone/area; for those circuits which do not operate properly, check detectors, control units, and annunciators for dust on defective components; make minor adjustments as required.

X

Conduct and operational test, remove AC power and allow to operate on back up batteries. Confirm that system functions as designed and that an AC fail message with transceiver number is received at the central receiving system. See Appendix 4 for more guidance.

X

5 Check battery voltages where installed; X

Conduct operational test of 10% of total number of spot type heat detectors and all smoke detectors; for those circuits which do not operate properly, check to determine if problem relates to circuit, device, or control unit, make minor adjustments as required; if detector is defective but no replacement is immediately available, remove detector, re‐ establish Initiating circuit and tag location until a replacement detector is installed. Notify store immediately of deficit and for immediate repair.
