About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal is soliciting proposals for facilities alteration, repair, maintenance, and minor construction services at Letterkenny Army Depot in Chambersburg, Pennsylvania. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform work including demolition, utility systems upgrades, grounds improvements, and equipment installation in accordance with Unified Facilities Guide Specifications (UFGS), excluding Military Construction (MILCON) appropriations. The solicitation is for a firm-fixed-price, indefinite delivery/indefinite quantity (IDIQ) multiple award task order contract (MATOC) with a five-year ordering period (February 16, 2026 through February 15, 2031) and a cumulative ceiling of $75 million across all awards. Evaluation will be based on technical merit (management approach, company experience, project timelines, and design approach), past performance, and pricing, with technical and past performance factors weighted more heavily than price. The final proposal deadline is March 23, 2026 at 11:59 PM Eastern Time, with a mandatory site visit that was held on January 28, 2026 at Letterkenny Army Depot.

This is a 100 percent 8(a) small business set-aside with the Government intending to award between three and five contracts to qualified participants, each with a minimum guarantee of $1,000. No current incumbents are identified in the solicitation notice. The two initial seed projects for pricing and evaluation include an electrical service construction project with an estimated range of $100,000 to $250,000 and a roof repair project with an estimated range of $250,000 to $500,000, which may be awarded at contract execution. Contractors must demonstrate bonding capacity of $15 million in aggregate per contract year ($5 million per task order and $15 million for concurrent task orders) and submit proposals in five volumes addressing bonding ability, technical approach (50 pages maximum), past performance (25 pages plus 5 pages per major subcontractor), cost/price (unlimited pages), and certifications. The work will take place at Letterkenny Army Depot in Chambersburg, Pennsylvania, with the contractor required to maintain at least one full-time superintendent and quality control manager on-site for all active orders, and all work must comply with applicable Davis-Bacon Act wage determinations for Franklin County and Pennsylvania heavy/highway construction.
