This is a Statement of Work for an Electrical Service Project at Letterkenny Army Depot (LEAD), performed under the Directorate of Public Works Facilities Engineering Program (FEP-863) as a design-build task order under a Multiple Award Task Order Contract (MATOC) with contract number to be determined upon award.

The project requires upgrading the electrical service of a building at LEAD, with work performed in accordance with DoD building codes (MIL-STD-3007), Unified Facilities Criteria, IEEE standards, OSHA requirements, and LEAD/West Penn Power standards. Base scope includes: (1) demolition and removal of abandoned electrical items and tenant property; (2) installation of a 200A, 208/120V, 3-phase, 54-space Power Panel 2 (PP-2) in the Compressor Room as a sub-feed panel; (3) replacement of a surge suppression unit in the High Voltage panel; (4) removal and replacement of main service ground with connections to water, steel, piping, and communications systems; (5) installation of two 20A, 120V grounded duplex receptacles in the Compressor Room; (6) copper wiring in conduit meeting specified standards; (7) comprehensive labeling of disconnects, panels, and devices; and (8) short-circuit and arc-flash risk assessment studies per IEEE 1584 and NFPA 70E with detailed arc-flash labels. Four options are available: Metering & Data Recording (Schneider Electric PowerLogic PM5500 meter with Niagara BACnet integration); Manual Transfer Switch (800A, 480V exterior installation); Panel LV Door; and Compressor Room Ventilation (with thermostat control maintaining space temperature within 10 degrees Fahrenheit of outdoor temperature). Contractor must submit design documents, product data, arc-flash study reports, panel schedules, and as-built drawings in AutoCAD 2018 format with proper CAD layering. Work requires coordination with LEAD supervisors, West Penn Power, Letterkenny Industrial Development Authority, and compliance with PA One Call for utility locating. All work is classified as construction with scheduling accommodating tenant production and potential shutdowns outside normal business hours.
