About this file
This is Amendment 0001 to a federal solicitation (W911N226RA009) issued by the U.S. Army on January 21, 2026, rescheduling a site visit and extending visitor request submissions. The amendment modifies Section L of the solicitation to reschedule the site visit from Monday, January 26, 2026, to Wednesday, January 28, 2026, at 1:00 p.m. Eastern Time at Letterkenny Army Depot in Chambersburg, Pennsylvania. Visitor request submissions are extended to 5:00 p.m. Eastern Time on Thursday, January 22, 2026. Attendees must submit no more than three names and the "Visitor Request 2025" form to Lisa Rine at lisa.a.rine.civ@army.mil. All attendees are required to obtain visitor passes from the Badge Office, Building 2 South, and must provide current picture identification (Real ID driver's license required), vehicle registration, and proof of insurance. Site visit attendance is urged but not mandatory. The amendment emphasizes that participants must wear steel-toed shoes, hearing protection, and safety glasses during the site visit.
The underlying solicitation is for commercial and institutional building construction services on a multiple award contract with two initial task orders to be awarded at contract award. The solicitation is set-aside for 8(a) participants and requires a bid guarantee of 20 percent of the total bid price for the two projects combined. Proposals must include five volumes: bonding ability documentation (entry gate criteria requiring minimum $15 million aggregate bonding capacity), technical proposal (50 pages maximum), past performance (25 pages plus five per major subcontractor), cost/price (unlimited pages), and solicitation/award documents and certifications. Technical evaluation covers management approach, company experience, task timelines, and design/approach for two specific projects with a March 1, 2026, start date. The Government intends to award without discussions, and certified cost or pricing data are not required. Offerors must acknowledge receipt of the amendment and comply with all submission requirements to avoid proposal rejection.

Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 35 calendar days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103 Protests to the agency. If you want to file a protest under the HQ AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below.

These project task orders will be awarded at the time of contract award or shortly thereafter. These two projects may be awarded to two Contractors or both awarded to one Contractor based on the evaluation of the following Technical Subfactors and Price, with Technical subfactors being more important than Price.
Sub-factor 2.1 - Task/Project Timeline: The Offeror shall prepare and submit separate project timelines with start and finish dates with clear and realistic planned milestones required with dates to accomplish the work for the duration of each project. This timeline shall be prepared following the Offeror's standard practice. The timelines shall also indicate critical paths and critical milestones.
