About this file

This document is a Questions and Answers (Q&A) file for solicitation W911N226RA009, a Multiple Award Task Order Contract (MATOC) issued by the Department of the Army at Letterkenny Army Ammunition Plant for building roof repair and electrical service construction projects.

The solicitation covers two seed projects: a roof repair project with an estimated cost range of $250,000–$500,000 and an electrical service construction project with an estimated cost range of $100,000–$250,000. Both projects are design-build in nature with a mandatory start date of March 1, 2026. Offerors must submit pricing for both seed projects as part of the proposal; the combined total price is used for MATOC evaluation purposes, though individual task orders will be priced separately. The solicitation requires submission of technical proposals in Volume II, past performance information in Volume III (with no minimum or maximum number of projects specified), and pricing in Volume IV. Past Performance Questionnaires may be submitted in lieu of CPARS evaluations if sufficiently detailed. Major subcontractors performing 20 percent or more of the proposed effort for each project must provide past performance information and letters of commitment only if their past performance is being submitted. Design-build proposals must include design approach narratives and one-line design drawings at minimum, with final complete designs required for each project. The contract requires key personnel including a Program Manager, Lead Project Manager/Alternate, Quality Control Manager, and Safety Manager; the term superintendent is synonymous with Project Manager. Bonding requirements allow a single bid bond covering both seed projects unless otherwise amended. Pricing submission follows Sections L and M instructions without a specific required form; an example pricing sheet is provided for reference only. The solicitation emphasizes contractor responsibility for safety, hazardous materials assessment, temporary weather protection, and compliance with DoD building codes and UFC/UFGS standards.

Q21

Is there a minimum or maximum number of Past Performance Questionnaires (PPQs) the Government expects Offerors to submit, or will the Government evaluate past performance based on the totality of information available?

The solicitation does not specify a minimum or maximum number of Past Performance Questionnaires (PPQs) to be submitted. Offerors are required to submit a PPQ for each contract identified in Section 1, Contract Descriptions, of the Past Performance Volume. The Government will evaluate past performance based on the totality of information available, including PPQs, CPARS, and other sources, and is not compelled to rely on all information available.

Q22

May multiple Past Performance Questionnaires be submitted for a single past performance reference (e.g., COR and CO), or does the

Government prefer one PPQ per referenced project?

The Government prefers one PPQ per referenced project, but multiple PPQs may be submitted for a single project if different individuals (e.g., COR and CO) can provide relevant information.

Q23

Can the Government clarify whether initial task order(s) or seed projects will be issued concurrently with MATOC award or at a later date?

The initial seed projects will be issued concurrently with the MATOC award, as stated in the solicitation.

Q24

Can the Government confirm that pricing is not required as part of the MATOC proposal submission and will only be requested at the task order level following the award?

Pricing is required for the two projects as part of this solicitation.

No other pricing is required for the establishment of this contract. All future projects will be priced based on competitive solicitations.

Q25 May ongoing contracts be submitted as past performance references, provided sufficient performance history is available?

Yes, ongoing contracts may be submitted as past performance references provided sufficient performance history is available and the effort is relevant to the requirements of this solicitation

Q26

The RFP states, “Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the last six years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation.” Providing “all” relevant government projects performed in the last 6 years would generate many entries under this section, but the volume is limited to 25 pages.

Pease set a maximum number of projects that can be included for the Prime and key subcontractors.

The word "all" has been removed from the requirement to submit past performance information. Offerors are encouraged to select the most relevant projects to demonstrate capability within the allotted page limits.

Q27

Bonding requirements shall be provided in accordance with the solicitation. A single bid bond covering the bid submission is acceptable unless otherwise amended by the Government.

Q29

The bid form has one lump sum (seen in the Solicitation, Section B), yet the two SOWs mention alternates. Can you provide a bid form to match the requested pricing.

Please refer to Section L Volume IV - Price.

Q30

The RFP and SOW do not list the required design stage submissions. Can you provide information on the various requirements for design stages and submissions?

These projects are design-build, all proposal’s shall provide the offerors most complete and final designs for each project.

Q31 Solicitation Section C.3 does not call out a

Superintendent. Can you confirm there are no specific qualifications for the Superintendent.

The term superintendent is synonymous with Project Manager, C.3.2.3.1 is revised.

Q32

Solicitation Section C.3.2.2.3 – Since the projects are listed as “alterations, repairs, and minor construction”, can the Superintendent, QC, and Safety Manager be triple hatted if they meet the required qualifications?

Each Key Personnel position shall not be responsible for more than one role unless otherwise stated or authorized by the Government. As stated in C.3.2.2.3. "The Quality Control

Manager may also be designated as the Safety Manager if the number of active projects does not warrant the workload of two separate positions, however the person must meet the qualifications of both positions." SOW Paragraph C.3.2.2. has been revised.

Q33

Solicitation Section C.6.1 states the orders will be FFP with the objective to be cost effective.

This is a conflict of abilities. Providing a FFP without a design is not cost effective and actually increases costs since contractors are force to price assumptions and unknowns.

Design-build requirements require the company to develop the design based the information provided in the solicitation. The Government will evaluate the design as stated in Technical

Sub-Factor 2.2.

Q34 C.6.5.2 – Regarding the schedule, can this be in MS Project and can you confirm, there are no cost loading requirements?

MS Project is one software application and there are many that can produce schedules. The requirements for the schedule are found in the Statement of Work, particularly Section C.6.12.1.

There is no requirement for cost loading.

Q35

C.6.5.4 says to provide insurance. Can you provide more information of what insurance is required. For example, can you confirm Builder’s Risk insurance is not required?

Section C SOW has been updated adding C.8 Insurance.

Q36

Solicitation Section M, mentions the price will be evaluated for reasonableness. If multiple bids are determined to have reasonable prices, how will the seed projects be awarded?

See Section M Basis for Award.

Q37 Will both seed projects be awarded together, to the same contractor, under one contract? See Section M Basis for Award.

Q38

With two seed bids and multiple options, how will the final price be determined. Will this involve both seed projects combined and be based on the total reasonable combination of base prices, or will the optional prices be a factor as well.

See Section M Basis for Award and Section M. B. Evaluation Approach 4. Price Factor.

Q39 Does one or both Seed projects have approved funding?

The Government makes no representation regarding funding beyond the minimum guarantee. Currently the Government has the intention on funding the two projects.

Q40 When is the anticipated start and finish date for the seed opportunities?

The two seed projects will start promptly after the contract and orders are awarded. The 01 March date is only to provide for consistent proposal evaluations for Technical Sub-factor 2.1

Task/Project Timeline. Section L Volume III Sub-factor 2.1 has been revised. The Government is not determining or directing the duration of the projects.

Q41 Can you provide an estimated budgets for the seed opportunities?

The Government cannot provide the Government Estimate for each project. However, the estimated ranges are now provided in Section L Solicitation Notes #15.

as possible. The Roof is expected to be standard colors white or standard Army Tan.

Q50

Roof Project SOW 3.3.A - indicates to replace affected lightning protection areas as required.

It’s not cost effective to price something deemed ‘as required’. Can you be more specific on what needs to be replaced?

Section 3.3 of the SOW outlines what LPS needs to be replaced.

Q51 Roof Project SOW 4.4 – Can you identify the areas that are to receive new fall protection?

The work area shown in the concept drawings will require fall protection per option 4.3.

Q52

Roof Project SOW 4.4 – is there a preferred fall protection system? For example, is ballasted rails acceptable, or do you prefer a system that is permanent, such as being welded to the building steel structure?

Q55 Roof Project Can this work be performed all in one phase?

This is for the Contractor to determine minimizing impact on Government operations.

Q56 For the roofing project, where can dumpsters be located? See the concept drawings and photographs provided.

Q57 Are there any liquidated damages for this project? If so, how much?

See clause 52.211-12 Liquidated Damages-Construction and C.6.12.2. of the contracts SOW. The time (period of performance) specified for each project/order will be based on the project timeline provided by the contractor.

Q58

Electrical Project The SOW document, Section 2.4, mentions a conceptual design or design approached narrative “may” be required to be submitted with the bid. Can you provide a more definitive request of what is required with this specific bid submission. Keep in mind that the short bid duration for this opportunity does not allow a A/E firm to create and develop a conceptual design.

Offerors shall submit proposals in accordance with the solicitation requirements. Please review the solicitation SOW C.2.1. one-line design definition; C.6.3; and C.6.5.along with

Sections L & M.
