The Indefinite Delivery/Requirements contract will have a one-year base period with four additional one-year option periods, focusing on providing local transportation between designated hotels and the MMAC facility. The solicitation will use a Lowest-Price Technically Acceptable (LPTA) evaluation method, with contractors required to operate multiple daily routes using vehicles with minimum 38-passenger capacity and provide on-demand transport services within 45 minutes. Technical proposals must address vehicle requirements, response times, reporting capabilities, and phase-in/phase-out plans. The contract has no specific small business set-aside designation and will be awarded under NAICS code 485113 with a $32.5 million size standard. The transportation services will cover approximately 250 operational days per year, with day routes running from 0700-1530 and evening routes from 1530-2400, servicing multiple hotels in the Oklahoma City area including Sonesta Simply Suites, SpringHill Suites, Residence Inn, and others. While no incumbent contractor is mentioned, the solicitation requires detailed specifications including vehicle age limitations (not exceeding 7 years), professional signage, driver background checks, and comprehensive ridership tracking. The pricing structure includes fixed rates for daily routes, on-demand services, and supplemental organizational transport, with contractors expected to provide vehicles, drivers, maintenance, and comprehensive reporting. The contract will include a 30-day phase-in period and requires electronic logging of passenger information for weekly submission to the FAA Contracting Officer's Representative.
