The procurement seeks to design, install, and integrate a fully functional AV system that will replace obsolete components and augment existing equipment to support live streaming and broadcasting of chapel services to patient rooms via VA cable channels, prerecorded content replay, external streaming services integration, and on-demand content options. Key requirements include the design of a comprehensive system utilizing existing infrastructure where compatible, evaluation of speaker adequacy, provision of three wireless handheld and at least one cordless lapel/headset microphone, establishment of an isolated Chapel network, reprogramming of the existing Crestron control system and Apple iPad touch panel interface, and delivery of as-built drawings, equipment manuals, programming codes, operational training, and comprehensive training for designated chaplain operators within 90 days of the agreed-upon start date. The solicitation is issued as a Request for Quotation (RFQ) under FAR subpart 12.6 for commercial items, and the government expects this announcement to result in a firm-fixed price single-award contract evaluated on technical merit and vendor capability. Requests for Information were due March 20, 2026, and quotations are due April 3, 2026, at 3:00 PM Central Time, with the technical site visit having been conducted on March 16, 2026, from 2:00 PM to 3:00 PM Central Time.
This solicitation is designated as a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, requiring all potential contractors to be actively registered in the System for Award Management (SAM) with verified SDVOSB certification status, and vendor quotes may be rejected if the Contracting Officer cannot verify such registration and certification. No incumbent contractor or award value is identified in the solicitation documents. The work must be completed within 90 days of the agreed-upon start date, with all labor performed during normal business hours from 8:00 AM to 5:00 PM, Monday through Friday, excluding federal holidays, and with the Contracting Officer or authorized representative monitoring on-site. The Chapel AV system includes existing equipment such as five Samsung LCD displays ranging from 65" to 75", wireless microphones, a PTZ camera, Epiphan Pearl mini video recording capability, a BiAmp TesiraFORTE audio DSP, network switching infrastructure, and Crown amplification systems distributed across the Chapel, credenza rack locations, and lectern areas.
