The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA is issuing amendment #3 to Request for Proposal (RFP) N68936-16-R-0029 Engineering Support Services (ESS)-VI. This amendment provides revises the Government response to Industry Question #38 in Amendment 01 of the RFP, and revises Section L-1, Part B, Volume 3, paragraph 3.3 to instruct all offerors to propose in accordance with the level of effort in Section L-1, Part B, Volume 3, paragraph 3.7.1 as if all work is to be conducted on-site at China Lake, CA. In addition, the Government is preparing an Industry Site Visit for potential SDVOSB offerors.

Section L of the Request for Proposal incorporates by reference FAR Clause 52.237-1 Site Visit. NAWCWD Contracts has received a request for site visit of workspaces at China Lake, CA and Point Mugu, CA. The Government is competitively after exclusion of sources and will be procured as a total Service-Disabled Veteran-Owned small business (SDVOSB) set-aside. The contract will be a Cost-Plus Fixed-Fee (CPFF) Level of Effort (LOE) and Cost type, Indefinite-Delivery Indefinite-Quantity (IDIQ) with an ordering period of five years.

A synopsis of the Government's intent to release the RFP herein was posted on FedBizOps on February 28, 2017 under the same solicitation number.


This requirement is a follow-on to a competitively awarded, non-performance based, non-personal services, Engineering Services Support contract N68936-15-D-0004 (NAICS 541330), which is currently being performed by Engility Corporation. This contract's ordering period is due to expire 30 December 2017. Information on this contract is available at http://foia.navair.navy.mil.


The proposed contract will provide weapons systems effectiveness analysis, design adequacy studies and evaluations, test and evaluation support, general engineering and related documentation for all fleet support, weapons, and weapons related projects supported at NAWCWD China Lake and Point Mugu, California, attached activities, and other locations set forth in individual task orders as set forth within the Statement of Work.

The purpose of this synopsis modification is to inform potential offerors of an impending change to the Labor Classifications previously listed in NAWCWD's Engineering Support Services (ESS) DRAFT Request for Proposal (RFP) issued 19 DEC 2016.

The labor categories used in the DRAFT RFP were based upon the NAVAIR Standard Labor Categories. These labor categories will be replaced by the Bureau of Labor Statistics (BLS) Standard Occupational Classifications (SOCs).


The BLS provides an alphabetical list of common labor titles that includes functional descriptions and other illustrative examples. The alphabetical list of all BLS recognized SOC codes and their definitions can be found at: http://www.bls.gov/soc/2010/soc_alph.htm.


The Government is currently cross-walking the level of effort with labor categories, experience levels, and education used by the NAVAIR Standard Labor Categories to the BLS SOCs. An attachment has been provided as an example of labor categories that may be found in the forthcoming RFP. An updated Level of Effort broken out using the BLS SOCs will be provided at RFP.

Industry Day is currently scheduled for Wednesday August 31, 2016 from 8:00AM-3:00PM. It will be held in NAWCWD facilities at McLean Laboratory and may accommodate various site visits. The purpose of the Industry Day will be
1. To increase SDVOSB understanding of the Government's pending ESS requirement.
2. Afford industry an opportunity to provide feedback & to ask questions regarding the Government's contemplated contract.
3. Provide basic contractual information including the cognizant Contracts personnel, the types of support services being contemplated, and an estimated timeline should solicitation be released and a contract awarded.
4. Increase competition and teaming/subcontracting opportunities amongst capable and/or interested service providers.

A Sources Sought was posted to FedBizOps on March 29, 2016 under Solicitation number N6893616R0029 requesting interested businesses to submit a brief capabilities statement. Five large businesses and seven small businesses responded.


Each interested party's capability statement was evaluated for Capability to perform SOW tasking, Personnel Management, History of Successful Past Performance, Capability to provide personnel for services required outside of the continental United States, and Organizational Reach Back for subject matter experts. These capabilities were evaluated to determine whether there were any small business concerns which may be technically capable of performing the required capabilities. The Government has determined at least two SDVOSBs capable of performing the Engineering Support Services requirements, and in accordance with FAR SubPart 19.5 "Set-Asides for Small Business" the contracting officer has made a unilateral determination that this procurement be set-aside for SDVOSB.

This requirement is a follow-on to a competitively awarded, non-performance based, non-personal services, Engineering Services Support contract N68936-15-D-0004 (NAICS 541330), which is currently being performed by Engility Corporation. The existing contract is a term type, hybrid contract consisting of Cost Plus Fixed-Fee (CPFF) for labor and COST contract line items (CLINs) for material and travel. The level of effort for this contract is currently 907,200 level-of-effort (LOE) hours across 54 active task orders. This contract is due to expire 30 December 2017.
