(b) FAR Clause 52.232-20, "Limitation of Cost" applies to fully funded orders and FAR Clause 52.232-22, "Limitation of Funds" applies to incrementally funded orders. Nothing in this clause amends the rights or responsibilities of the parties hereto under either of those two clauses. In addition, the notifications required by this clause are separate and distinct from any specified in either FAR Clause 52.232-20 or FAR Clause 52.232-22.
(c) In the event that less than one hundred (100%) percent of the established level of effort of the contract/order is actually expended by the end of the performance period, the Government shall have the option of:
(1) Requiring the Contractor to continue performance, subject to the provisions of the FAR Clause 52.232-20 or 52.232-22, as applicable, until the effort expended equals 100% of the established Level of Effort; or
(2) Effecting a reduction in the fixed fee by the percentage by which the total expended man-hours is less than one hundred (100%) percent of the established Level of Effort.
(d) The contractor agrees that effort performed in fulfillment of level of effort obligations under this contract shall include only verifiable effort in direct support of the work specified. It shall not include efforts such as work performed in transit to or from an employee's usual workplace, work during lunchtime activities, or effort performed at other non-work locations.
(e) In performing the contract/order, the contractor may use any reasonable combination of hours for the labor categories in support of section C of this contract/order.

Section C - Descriptions and Specifications

STATEMENT OF WORK

Statement of Work For Engineering Support Services (ESS) – VI

1.0 SCOPE

1.1 BACKGROUND

The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, California is the Department of the Navy’s Center of Excellence for Weapons and Armament. The mission of NAWCWD is to provide the Armed Forces with effective and affordable integrated warfare systems and life-cycle support to ensure battle space dominance. NAWCWD operates the Navy’s largest Western Land and Sea Range Test and Evaluation Complex which is used to verify and validate proof of concepts to operationally fielded capabilities by applying new technologies and performing Research, Development, Test and Evaluation (RDT&E), including logistics and in-service support for guided missiles, free-fall weapons, targets, crew systems, and electronic warfare systems.

Meeting the mission of RDT&E and operational readiness for today’s Navy requires the need for engineering support services to provide concurrent engineering and subject matter expertise across many different weapons systems. ESS offers the Government an infrastructure that fosters a unified collaborative approach for integrating engineering and management specialists across traditionally segregated phases of the acquisition life cycle – starting with concept refinement, encompassing new technologies in current or existing systems, development, demonstration, production, fielded deployment, and sustainment of weapons systems. The work, directed by individual task orders under the Indefinite Delivery Indefinite Quantity (IDIQ) contract supports major projects not limited to the Airborne Threat Simulation Organization (ATSO), AIM-9X, Sidewinder, Sea Sparrow, Tomahawk, Anti-Radiation Missile (ARM), High Speed Anti-Radiation Missile (HARM), Advanced Medium-Range Air-to-Air Missile (AMRAAM), Cruise Missile, Standard Missile (SM-6), Rolling Airframe Missile (RAM), Long Range Anti-Surface Missile (LRASM), Joint Standoff Weapon (JSOW), Joint Strike Fighter (F-35), Aegis Combat System, Dual Band Radar, Next Generation Jammers and Systems Integration, Radar Reflectivity Laboratory, TACAIR Early Warning Support, Miniature Munitions, Gun Systems, Parachute Systems, Bomb Rack Systems, Full Scale Aerial Target Systems, Fleet Target Support, and Propulsion Systems.

1.2 OBJECTIVE

The contractor shall provide technical services in the following general areas:

1.2.1 System Engineering

The contractor shall provide System Engineering for design studies, evaluations associated with RDT&E, production, operations including effectiveness, design adequacy, performance, reliability, maintainability, user interface design, and cost estimating.

1.2.2 Test Engineering

The contractor shall provide Test Engineering services for planning, preparing for, performing, analyzing and documenting results for systems and systems of systems (SoS) undergoing tests.

1.2.3 Transition Engineering

The contractor shall provide services to include production, installation, interim operation, transition training to support prototypes, and Low Rate Initial Production (LRIP) items for transfer of new technology from concept to fleet support.

1.2.4 Management Analysis

The contractor shall provide Management Analysis for project management and technical activities.

1.2.5 Training Services

The contractor shall provide Training Services on overviews of general engineering related topics and overview of Systems, Systems Engineering Process, and Project Management Practices.

1.3 PERFORMANCE

1.3.1 Place of Performance

Work shall principally be performed at NAWCWD China Lake, California; NAWCWD Point Mugu, California; and NAVAIR Patuxent River, Maryland with additional locations supporting known requirements outside the United States in British Columbia, Canada, and Edinburgh, Australia.

Approximately 70% of the work performed will be conducted in an integrated work environment where Government team members and contractors work together within Government spaces (approximately 40% at China Lake, CA; 27% at Point Mugu, CA; and 3% at Patuxent River, MD);

Approximately 15% of the work will be performed off-site at the contractor’s facility located within the Indian Wells Valley commuting area; and

Approximately 15% of the work will be performed off-site in support of requirements at Point Mugu, California and Patuxent River, Maryland at and British Columbia, Canada.

1.3.2 Local Facilities

1.3.2.1 Radius

The contractor shall establish a facility located within ten (10) miles of the NAWCWD main gate at China Lake and Point Mugu, California.

1.3.2.2 Contractor Workspaces

The contractor shall provide workspaces within its facility for the contractor’s administrative staff.

1.3.2.3 Government Workspaces

NAWCWD will provide workspaces for the contractor’s technical workforce. Government provided workspaces will include desk units, phones, and the computing equipment necessary for performance.

1.4 SECURITY & CLASSIFIED DATA

1.4.1 Personnel Security

1.4.1.1 Personnel Security Clearances

The contractor shall provide personnel with the appropriate security clearance levels for the work to be performed, and maintain sufficiently cleared personnel to perform the tasks required by this SOW IAW the DD Form 254, and the contract. All Contractor personnel shall possess a clearance and need-to-know commensurate with the requirements of their positions.

Access to TOP SECRET information is required in the performance of this contract and shall be in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) and applicable DoD Personnel Security regulations. The contractor will require access to non -substantial Sensitive Compartmented Information (SCI) at the task order level. Access to SCI requires a final U.S. Government Top Secret Clearance and SCI indoctrination. Non-substantial SCI security requirements will be addressed at the task order level.

1.4.1.2 Trusted Agent and Verification access to NAWCWD

1.4.1.2.1 Initial Common Access Card (CAC) Issuance

Contractor personnel assigned to perform work under this contract may require access to Navy IT resources (e.g., computers, laptops, personal electronic devices/personal digital assistants (PEDs/PDAs), NMCI, RDT&E networks, websites such as MyNAVAIR, and Navy Web servers) requiring CAC PKI. Contractor personnel (prime, subcontractor, consultants, and temporary employees) requiring access to Navy IT resources (including those personnel who previously signed SAAR DD Form 2875) shall electronically submit a completed System Authorization Access Request Navy (SAAR-N), OPNAV 5239/14 (Rev 9/2011) form or latest version thereof, and have initiated the requisite background investigation (or provide proof of a current background investigation) prior to accessing any Navy IT resources.

1.4.1.2.2 Annual CAC Renewal

In order to maintain access to Navy IT resources, the contractor shall ensure completion of initial and annual DOD Cyber Awareness Challenge V1. The contractor shall ensure completion of a Cyber Awareness Training Certificate or the latest version thereof, monitor expiration of requisite background investigations, and initiate re-investigations as required.

If requested, the contractor shall provide to the COR/ACOR or designated SAAR-N Government Sponsor documentation sufficient to prove that it is monitoring/tracking the SAAR-N requirements for its employees who are accessing Navy IT resources. For those contractor personnel not in compliance with the requirements of this clause, access to Navy IT resources will be denied/revoked.

1.4.2 Facility Security

The contractor shall meet the security requirements as outlined in the DD Form 254.

1.4.3 Information Security

Direct Support contractor personnel working under the purview of a DoN Commanding Officer/Commander shall comply with the local security provisions and the requirements of SECNAV M-5510.36 (series). The contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information in accordance with DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM), and SECNAV M-5510.36.

1.4.4 For Official Use Only (FOUO) Information

For Official Use Only information generated and/or provided under this contract shall be marked and safeguarded as specified in DoDM5200.01 (DoD Information Security Program: Controlled Unclassified Information (CUI)) Vol. 4 (enclosure 3 pages 11-18) available as http://www.dtic.mil/whs/directives/corres/pdf/520001_vol4.pdf and DoD 5400.7-R, Freedom of Information Program Chapter 3 (pages 31-42) available at http://www.dtic.mil/whs/directives/corres/pdf/540007r.pdf

2.0 APPLICABLE DOCUMENTS

The Government will provide all necessary reference documents not generally available to the contractor as required in this SOW and individual task order requirements. Throughout the life of the contract, if any instruction or document is replaced or superseded, the replacement or superseding instruction or document shall be applicable to the requirement defined in this SOW and individual task order requirements.

2.3 Standards:

National and international standards are fundamental to the acceptable performance of this requirement. American National Standards Institute (ANSI) and International Standards Organization (ISO) standards may be invoked under individual task orders. All commercially available hardware and software to be acquired by the contractor in response to a Government requirement shall comply with the appropriate standards specified in the task order SOW. Additional standards and specifications with a variety of origins, and DoD standards will be utilized to the extent necessary to promote maximum utility, flexibility, and economy.

3.0 REQUIREMENTS

The following paragraphs describe technical task areas to be performed by the contractor. Work to be performed, required data deliverables, and applicable governing documents shall be specifically described in task orders to be issued by the Contracting Officer and shall be within the parameters of one or more of the tasks listed below. This work may be performed on assigned systems, subsystems, equipment and components. Technical tasking progress shall be summarized to include accomplishments, compliance to schedules, issues, problems, and risks to completion of the task order effort.

3.1 SYSTEMS ENGINEERING

The contractor shall provide engineering design, design review, analysis, and services as defined by the following requirements.

3.1.1 Design Engineering and Review. The contractor shall provide engineering designs, fabricate production prototypes, modify original designs, identify and complete design validation testing, and prepare technical data packages of systems, subsystems, equipment, and components (CDRL A00B). The contractor shall review and assist the Government with evaluation of designs provided as Government Furnished Information (GFI) to establish compliance with mission and other specified requirements. This includes analyses to identify potential impacts on performance, reliability, maintainability, user interface, logistics, schedule, and cost. The contractor shall perform integration, verification, and validation reviews of systems, equipment, assemblies, or modules to ensure that these items perform as specified by individual design specifications. 3.1.2 Engineering Analyses . The contractor shall perform engineering analyses and studies for systems development, production, and in-service support activities. The contractor shall assist the Government by delivering procedures, processes, designs, and design changes for cost savings (CDRL A005). The contractor shall perform reverse engineering, when necessary, on existing, obsolescent Government equipment, and deliver to the Government a design disclosure Technical Data Package including details concerning the substitution of piece parts and requirements concerning equivalency (exact reproductions) (CDRL A00B). The contractor shall produce technology demonstrations, prototypes or mock-ups of hardware resulting from reverse engineering performed on Government equipment.

3.1.3 Operation Research Services . The contractor shall construct, modify and/or perform statistical and/or analytical investigations of, and with, mathematical simulation models. These services may include aerodynamic modeling, tactics investigation through simulation, establishment of optimization techniques, control system analysis, derivation of decision theories, development of inventory control models, conducting probability and statistical theories, and providing independent analytical assessments of systems and other organizational structures. The contractor shall provide decision support systems and capabilities to correlate decision support applicability and their ability to support current needs and requirements. (CDRL A005)

3.1.4 Field Engineering Analysis. The contractor shall assist the Government in planning, organizing, and responding to Fleet requests to resolve problems and improve performance. The contractor shall perform analyses of system performance through an assessment of data generated during fleet operations, maintenance, testing, trials, or training exercises. The contractor shall perform field engineering tasks related to maintaining g and enhancing deployed development equipment in accordance with the equipment's operational specifications or improved specifications. The contractor shall perform system or equipment alterations in accordance with the applicable installation specifications, guidelines and alteration instructions. The contractor shall conduct the associated operational verification tests to assure the operational integrity of the system or equipment. The contractor shall identify existing Government sources of information, collect available maintenance data, edit and analyze this data, identify trends or problems affecting mission requirements, and submit recommendations with associated rationale for changes to design or maintenance requirements to improve availability and performance. The contractor shall investigate failures of components and systems to isolate the causative defect and recommend to the Government possible corrective actions. (CDRL A005)

3.1.5 Chemical Analyses . The contractor shall plan, execute, analyze, interpret, and report the results of chemical investigations. These may include research and design of thermodynamics, energy transfer phenomena, solid-state mechanisms, molecular dynamics, kinetics, and spectroscopy of energetic reactions, molecular synthesis, environmental studies, metallurgical analysis, or other chemical properties. 3.1.6 Physics Analyses . The contractor shall plan, execute, analyze, interpret, and report the results of investigations on such items as the design of missile seeker performance, kinetics, ballistics, atmospheric optics, smoke modeling, radiation transfer, light scattering, electro-optics and geometrical and physical optics. (CDRL A005)

3.1.7 Electromagnetic Analyses . The contractor shall perform and document engineering analyses, studies, and testing concerning the areas of Electromagnetic Interference (EMI), Electromagnetic Compatibility (EMC), and Electromagnetic Pulse (EMP). The contractor shall provide reports with supporting rationale for any assumptions made during the preparation of these reports. Engineering investigations in this area may include mechanical and electronic packaging technology, mechanical and thermal modeling, item packaging and mounting technologies, component design and integration, system, subsystem, equipment and component testing (electronic and mechanical), EMC control plans, and EMC test plans/test reports. 3.1.8 Environmental Analysis . The contractor shall prepare, conduct analysis, and review studies that support NAWCWD Range objectives relative to range mission, and potential operational considerations as they relate to weapons systems engineering, and conduct of range operational tests. The contractor shall provide written reports on findings with assumptions and recommendations. (CDRL A005)

3.1.9 Production Engineering Analysis. The contractor shall analyze production costs and manufacturing problems; review production changes, waivers, and deviations; attend quality assurance audits and surveys; and identify problems and progress concerning production, costs, and product assurance (CDRL A005). The contractor shall monitor, track, and report status and cost of systems, assemblies, equipment or components in various stages of production, repair or test. The contractor shall develop, prepare, assemble, validate, review, analyze, assess, and deliver Engineering Change Proposals (ECPs) and Notice of Revision (NORs) with supporting rationale for ECPs. 3.1.10 Technology Studies: The contractor shall perform engineering analyses and conduct technical studies to support research and development of systems engineering and test evaluation technology. The contractor shall survey advanced technology approaches to similar problems both in Government and the private sector and document recommendations. The contractor shall identify manufacturers of, and the availability and suitability, of Commercial Off-the-Shelf (COTS) equipment. The contractor shall perform engineering investigations to assist the Government with evaluation of COTS item reliability, maintainability, availability, logistics support, and configuration status in accordance with applicable drawing specifications and appropriate support and configuration documents. The contractor shall report the results of such investigations along with recommendations and the basis for those recommendations. (CDRL A005)

3.1.11 Test Laboratory Design Studies. The contractor shall perform design, review, documentation, and provide input for potential upgrades to the design of test laboratories. The contractor shall review and provide response to Government provided test laboratories designs with recommended changes to documentation and drawings. (CDRL A00D)

3.1.12 Human Engineering. The contractor shall prepare, annotate, and assist the Government with evaluation of human engineering program plans, analysis reports, test plans and procedures, and other human engineering related documentation. The contractor shall attend human engineering reviews and demonstrations, testing, and mockup or model reviews, record discrepancies, and formulate recommendations for resolution. (CDRL A009)

3.2 TEST ENGINEERING

The contractor shall provide testing, and support in test planning, test performance, test data analysis and documentation as defined by the following requirements.

3.2.1 Test Plans and Procedures. The contractor shall provide pre and post-test simulations of expected system performance in test scenarios. The contractor shall develop test exercise geometry and constraints necessary to implement test scenarios. The contractor shall develop and assist the Government with evaluation of test plans and procedures and provide comments. The contractor shall submit an evaluation report on the adequacy of such plans and provide rationale and assumptions. The contractor shall provide inputs to detailed test procedures implementing test plan requirements. (CDRL A00A)

3.2.2 Test and Test Support. The contractor shall provide development testing to investigate technical approaches, verify interface interoperability, and assist the Government with evaluation of technical performance under controlled conditions and in representative operations environments. The contractor shall plan, coordinate and perform test and evaluation of completed hardware designs. The contractor shall provide data capture and data retrieval for testing support, telemetry analysis, operations support, maintenance support and data capture and data retrieval support. The contractor shall attend tests performed at both Government and private test sites to review the appropriate test requirements, provide participate in analytical support evaluations during testing and procedures, monitor the test being conducted, and document the test results. (CDRL A005)

3.2.3 Test Analyses and Reports. The contractor shall review test data and perform analyses of the performance of units under test. The contractor shall formulate recommendations, with justification, to correct any test item performance, quality, maintenance, or problems impacting mission. The contractor shall recommend improvements, with justification, to design, configuration, materials, construction, or other criteria. The contractor shall collect test data and documents, review test documents, and prepare and produce test documents and reports. The contractor shall assist the Government with evaluation of test report content and recommend changes with supporting rationale. (CDRL A005)

3.3 TRANSITION ENGINEERING

The contractor shall provide transition production, installation, interim operation, and training for the transition of development systems, commodities, prototype, and LRIP items as defined by the following requirements.

3.3.1 Development Item and Prototype Production. The contractor shall produce prototypes and development items in accordance with the authorization and specification package.

3.3.2 Installation Studies. The contractor shall identify and document installation requirements to ensure system compatibility; identify and provide recommended solutions to interface problems; review and monitor system tolerances; and perform system tests to assess performance, safety, operability, reliability and maintainability, for impact on systems interface. The contractor shall perform checks in accordance with installation drawings and specifications in preparation for installation of new equipment. The contractor shall be responsible for site planning and preparation for equipment installation. The contractor shall perform the installation of new test equipment in accordance with the applicable installation drawings and procedures not to include building modifications. The contractor shall conduct associated operational verification tests to assure operational integrity of the installed equipment. (CDRL A00B)

3.3.3 Interim Assistance. The contractor shall provide interim operation for development, pre-production, prototype, and LRIP equipment or components, production material, and modification kits during development and deployment. The contractor shall perform overhaul, repair, and maintenance actions on the above items as needed to support weapons systems research, development, testing, and evaluation. The contractor shall perform systems and equipment alterations. The contractor shall conduct the associated operational verification tests to assure the operational integrity of the system or equipment. The contractor shall review, maintain, update, and assist the Government with evaluation of data and associated documentation on fielded systems, subsystems, and components. The contractor shall provide and/or support inactivation and disposal to ensure that critical equipment removed is safeguarded and destroyed in accordance with the appropriate Government instructions and directives.

3.4 MANAGEMENT ANALYSIS

The contractor shall provide management analysis services as defined by the following requirements.

3.4.1 Technical Administrative Services: The contractor shall perform administrative support of the technical organizations to meet NAWCWD mission requirements. The contractor shall use Government furnished data to provide various technical administrative services including office administration, briefings and presentations, project reports, illustrations, display artwork, static electronic displays, exhibits, patent drawings, displays, viewgraphs, schematic diagrams, logic diagrams, pictorial illustrations, illustrated parts breakdowns, brochures, logo designs, flip charts, and project highlights; and perform data management, data maintenance and distribution. (CDRL A005)

3.4.2 Project Planning Services. The contractor shall analyze, make recommendations, provide rationale for the recommendations, and provide technical administrative services in preparing assigned project plans, schedules, cost estimates, and risk analyses. (CDRL A005)

3.4.3 Management Evaluation, Status Reviews and Reports: The Contractor shall review program and project management processes and analyze effectiveness to report on compliance with mission objectives and life cycle requirements. (CDRL A005)

3.5 TRAINING SERVICES

The Contractor shall develop, prepare and present training courses. These courses shall include an overview of general engineering related topics and an overview of Systems, Systems Engineering, Systems Engineering Process, and Project Management Practices. This training shall address program management disciplines and activities including planning, Work Breakdown Structures, risk management, integrated program teams, Earned Value Management, and problem identification, analysis and resolution. (CDRL A00C)

4.0 SPECIAL CONSIDERATIONS

4.1 Common Access Cards (CAC) & SAAR-N Forms:

All personnel in support of this contract with requirements for accessing Government IT systems shall provide a completed System Authorization Access Request – Navy (SAAR-N) form (OPNAV 5239/14 (Rev 9/2011) or latest version thereof) and a completed DOD-IAA-V11.0 DOD Cyber Awareness Challenge V1 training certificate or latest version thereof. This training is available at the following locations: http://iatraining.disa.mil/eta/cyberchallenge/launchPage.htm , https://www.nko.navy.mil/ , or https://www.us.army.mil. The contractor shall establish a CAC/SAAR-N Point of Contact (POC) to coordinate with the Government in such matters. The CAC/SAAR-N POC shall deliver completed Trusted Associate Sponsorship Program (TASS) and SAAR-N forms electronically for approval and processing by the Government COR. SAAR-N forms should be digitally signed by all signatories using either their DOD or External Certificate Authority (ECA) issued Public Key Infrastructure (PKI) certificate.

4.2 Travel:

The Contractor shall be required to travel in the performance of this contract. The Contractor shall be responsible for all transportation, billeting, and messing for the Contractor personnel except in those cases where Government transportation, billeting, and messing are the only services available. All travel costs will be in accordance with the Joint Travel Regulations. The Government anticipates travel to the following locations: Hood River, OR; Crane, IN; Sunnyvale, CA; Washington, DC; Patuxent River, MD; Point Mugu, CA; Norfolk, VA; and White Sands, NM. Other destinations will be defined based on individual task order requirements.

4.3 Material Purchasing:

The contractor shall manage material and consumable supplies at levels to meet mission requirements. The contractor must obtain prior approval from the COR for any purchases valued over $500. All COR-approved purchases shall be submitted to the Contracting Officer for post action review within 3-5 business days. The contractor must obtain prior approval from the Contracting Officer for any purchases valued over $3,000. To receive approval for the purchases, the contractor shall submit a consent package providing a description, price, evidence of adequate price competition, or if unavailable, a justification for use of a single source and a determination that the price is fair and reasonable. These requirements apply to all contractor purchases.

4.4 Vehicles:

The contractor shall provide all vehicles required for the performance of this contract unless shared access is authorized by the Government. Contractor personnel may use Government owned vehicles managed through the Transportation Office, NAVFAC Southwest, Code 270, on an as available basis under the following conditions: Contracting Officer’s Representative (COR) concurrence with the contractor’s need to use Government owned vehicle(s); COR oversight to ensure compliance with DoD 4500.36-R; clause 5252.228-9501, LIABILITY INSURANCE is included in this contract and applies to the use of Government owned vehicles; the contractor shall meet all training and licensing requirements to operate Government owned vehicles and equipment, as defined in NAVFAC P-300; the contractor need for Government owned vehicles and equipment must be less than full time and shall not interfere with Government use of those vehicles and equipment; and use of Government owned vehicles is for work on a Government site and is for official use only for specific Task Order requirements.

4.5 Information Assurance:

The contractor shall comply with the IA security requirements for accessing U.S. Government Information Technology systems. The contractor shall adhere to the Department of the Navy’s (DON) Information Assurance Program prescribed methodologies for the protection of information to support DON Missions

4.6 Public Release:

Any controlled unclassified information pertaining to this contract shall not be released for public dissemination, including posting to any social media sites such as Facebook or Twitter, unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for approval prior to release through the Procuring Contracting Officer, in accordance with clause 252.204-7000, and Commander, Code 4L0000D, Naval Air Warfare Center, Weapons Division, 1 Administration Circle STOP 6305, China Lake, California 93555-6100.

In order to support invoice reviews conducted as part of proper surveillance, the contractor shall report incurred cost and progress in accordance with NAVAIR clause 5252.232-9529, “Incurred Cost and Progress Reporting for Services,” CDRL A00E, and the contract attachment identified in Exhibit A.

6.0 LABOR QUALIFICATIONS

The Offeror shall be responsible for employing personnel having the levels of education, professional and technical experience as shown in the table below. Functional responsibilities shall include the principal duties to be performed under that labor category on the proposed contract. The Government may check educational background to verify degrees or certifications received.

6.1 Definitions

As used in the minimum personnel qualification descriptions herein, the terms indicated shall be defined or their meaning qualified as follows:

academic year - a full or complete year of study at a post-secondary educational institution (i.e., junior college, college, university, technical trade, or professional school) toward which at least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of postgraduate study, were completed.

accredited institution - a post-secondary educational institution which was approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education.

accredited program - an educational program or course of study offered by an accredited institution.

degree - an academic title conferred by an accredited institution upon completion of a unified course of study; if not otherwise qualified, the term shall mean a degree at the bachelor’s, master’s, or doctoral levels only.

engineering or engineering discipline - when used in relation to educational or work experience requirements, “engineering” shall mean any of the following specific subjects, disciplines, or areas of work experience, including: aerospace, aeronautical, chemical, civil, computer, electrical, electronics, environmental, industrial, mechanical, or nuclear engineering.

experience and years of experience - when used in relation to requirements for past participation in professional work or employment activities, “experience” shall mean full-time (on the basis of a standard forty hour work week) participation, at least one-half of which time was spent performing qualifying functions as practitioner or employee.

- When used in relation to requirements for a particular term or period of participation, “years of experience” shall mean full, productive years of participation. Productive years are work years of fifty-two weeks reduced by reasonable amounts of time for holiday, annual, and sick leave. If participation was part-time, or if less than one-half of the standard work week was spent performing qualifying functions, the actual time spent performing qualifying g functions may be cumulated to arrive at full years (or years and months) of experience. For example, only the actual number of full days (or full-day equivalents) of duty or drills completed during a year of military reserve participation, or in other qualifying part-time employment or practice may be cumulated toward years of experience. Qualifying part-time experience performed in addition to other full-time qualifying employment during the same period of time may be cumulated on a full-time equivalent basis and added to the full-time experience to satisfy a total experience requirement.

postgraduate degree - a master’s, Ph.D., or other professional degree from an accredited institution for which completion of an undergraduate curriculum for receipt of a bachelor’s degree was a prerequisite.

technical discipline – when used in relation to educational or work experience requirements, “technical discipline” shall mean a degree in the field of Mathematics or Sciences.

Drafter/CAD Operator, Journey
This operator prepares complete sets of complex drawings or computer models that include multiple views, detail drawings, and assembly drawings. Drawings or models include complex design features that require considerable drafting skill to visualize and portray. Assignments regularly require the use of mathematical formulas to draw land contours or to compute weights, center of gravity, load capacities, dimensions, quantities of material, etc. The Draft/CAD Operator works from sketches, computer models, and verbal information supplied by an engineer, architect, or designer to determine the most appropriate views, detail drawings, and supplementary information needed to complete assignments. This operator selects required information from computer programs, and internet sites, precedents, manufacturers' catalogs, and technical guides. This operator independently resolves most of the problems encountered. Supervisor or design originator may suggest methods of approach or provide advice on unusually difficult problems. Typical assignments include:

a. Prepares complete sets of drawings of test equipment to be manufactured from layouts, models, or sketches. Several cross-sectional and subassembly drawings are required. From information supplied by the design originator and from technical handbooks and manuals, this operator describes dimensions, tolerances, fits, fabrication techniques, and standard parts to use in manufacturing the equipment.

b. From electronic schematics, information as to maximum size, and manuals giving dimensions of standard parts, determines the arrangement and prepares drawing of printed circuit boards.

c. From precedents, drafting standards, and established practices, prepares final construction drawings for floodgates, navigation locks, dams, bridges, culverts, levees, channel excavations, dikes and berms, prepares boring profiles, typical cross-sections, and land profiles; and delineates related topographical details as required.

d. Prepares final drawings for street paving and widening or for water and sewer lines having complex trunk lines; reduces field notes and calculates true grades. From engineering designs, lays out plan, profile and detail appur- tenances required; and notifies supervisor of conflicting details in design.

Drafter/CAD Operator, Senior
This operator works closely with design originators, preparing drawings or computer models of unusual, complex, or original designs that require a high degree of precision, performs unusually difficult assignments requiring considerable initiative, resourcefulness, and drafting expertise. This incumbent assures that anticipated problems in manufacture, assembly, installation, and operation are resolved by the drawing produced, exercises independent judgment in selecting and interpreting data based on knowledge of the design intent. Although working primarily as a drafter, this worker may occasionally interpret general designs prepared by others to complete minor details, may provide advice and guidance to lower level drafters or serve as coordinator and planner for large and complex drafting projects.
