PROCUREMENT GOAL:

To provide an infrastructure that will foster a unified, collaborative approach that will integrate inputs from engineering and management specialists across the traditionally segregated phases of the acquisition life cycle – starting with concept refinement and encompassing technology development, development and demonstration, production and deployment through operations and support.

North American Industry Classification System (NAICS) Code 541330 Definition: This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems.

Size Standard: $38.5M

Small Business PRIME Contractor Requirements

Services (except construction), at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran-owned small business concerns as defined by FAR 52.219-27(d)(1).

Small Business Considerations

System for Award Management (SAM) will be used to determine and verify Service Disabled Veteran Owned Small Business (SDVOSB) size status including all subcategories of small business for small business primes

SAM registration must include the NAICS Code for all proposed work

SAM registration must be current

We will use the CCR database to determine if the SDB concern is certified. If the SDB does not show up in the database as a currently certified SDB then the prime needs to provide us with the documentation from SBA that the company they are proposing is a currently certified SDB. It is possible that a recently certified SDB may not show up in the database and a firm whose certification has recently been renewed may not show the new date. SBA just recently took back from DOD the process of inputting the data and we’re not sure how far behind they are on correcting or inputting new data. We have also found some mistakes in the database so primes need to be aware that you are responsible for insuring we have the correct data if the database is wrong.

Local Facilities

The contractor shall establish a facility within:

10 miles of the main gate at China Lake 25 miles of the main gate at Point Mugu

These facilities shall meet the security requirements as outlined in the contract DD Form 254

These facilities support:

Direct and indirect contractor employees and hardware testing Bi-weekly status meetings with Government Contracts and Technical Requirements Owner

We will use the CCR database to determine if the SDB concern is certified. If the SDB does not show up in the database as a currently certified SDB then the prime needs to provide us with the documentation from SBA that the company they are proposing is a currently certified SDB. It is possible that a recently certified SDB may not show up in the database and a firm whose certification has recently been renewed may not show the new date. SBA just recently took back from DOD the process of inputting the data and we’re not sure how far behind they are on correcting or inputting new data. We have also found some mistakes in the database so primes need to be aware that you are responsible for insuring we have the correct data if the database is wrong.

Local Facilities (cont.)

Approximately 83% of the work performed is projected to be conducted in an integrated government-contractor team environment, within Government work spaces, and work in accordance with Government processes

Approximately 17% of the work performed is projected to be at contractor’s facilities

Currently, approximately 62% of the work is at China Lake, 32% at Point Mugu, CA, 4% in British Columbia, Canada, and 2% PAX River MD

Past locations included: Tucson, AZ and Australia

Foreign owned, controlled, or influenced contractors cannot be permitted access to the information required for full performance of this contract
