About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 seeks a turnkey Emergency Management Mass Notification System for the Fayetteville VA Medical Center and six community-based outpatient clinics across Arkansas, Oklahoma, and Missouri, with proposals due July 27, 2026 at 12:00 PM CDT and technical questions due July 20 at 12:00 PM CDT. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses under NAICS 561621 (Security Systems Services).

Place of performance includes the Fayetteville VA Medical Center at 1100 North College Avenue, Fayetteville, AR 72703-1944, with subordinate facilities at CBOCs in Fort Smith, Ozark, Jay, Branson, and Joplin. A mandatory site visit is scheduled for July 13, 2026, 10:00 AM to 2:30 PM CDT at the Fayetteville VAMC.

The contractor must deliver a fully operational MNS integrating Cisco VoIP, BlackBerry AtHoc, Vocera, fire alarm systems, two-way radio networks, and desktop alerting for 3,000 endpoints. Hardware installations include 300W to 2400W outdoor speaker arrays, visual alert beacons, LED/text displays, communication control units, batteries, seismic roof mounts, Wi-Fi panic buttons (8 units), and related cabling. All proposed MNS software components must hold current VA Technical Reference Model authorization. Contractors must preserve existing emergency activation workflows without redesign and comply with NFPA, NEC, FCC, BICSI, TIA/EIA, OSHA, and ADA standards.

Installation is required by November 17, 2026, approximately 12 weeks from award, with performance start date August 17, 2026. Contractor personnel require VA background checks, VA Police registration, and credentialing prior to performance start (typically six weeks post-award). All contractors must register with O.R. TRAX for facility badging at https://app.ortrax.com at least 15–20 days prior to site visit attendance.

Evaluation criteria include Technical Capability (Acceptable/Unacceptable), Past Performance (three references required; rated Acceptable/Neutral/Unacceptable), and Price (fairness and reasonableness). Quotations rated Unacceptable under Technical or Past Performance are ineligible for award. The solicitation uses Simplified Acquisition Procedures under FAR Part 13 and commercial item procedures under FAR Part 12, with award anticipated as Firm-Fixed-Price. No separately priced option periods exist. Amendment 0002 (dated July 21, 2026) provides updated Statement of Work, Questions and Answers, and floor plans; contractors must acknowledge receipt before the due date to remain eligible.
