About this opportunity
Veterans Affairs Network Contracting Office 16 is conducting market research to identify qualified vendors for an Emergency Management Mass Notification System at the Fayetteville VA Medical Center in Fayetteville, Arkansas, with responses due June 23, 2026. This is a Sources Sought Notice, not a binding solicitation; VA indicates a sole-source procurement is under consideration based on compatibility, standardization, continuity of operations, and interoperability requirements with currently deployed VA alerting components.
The system must integrate seamlessly with existing VA emergency communication infrastructure: Motorola UHF/VHF analog radio systems, IP-network infrastructure, Cisco-based VoIP components, and desktop alerting capabilities. Required components include high-power outdoor speaker arrays (300W–2400W), centralized communication control units, DC backup battery systems (standard and high-capacity versions), seismic-rated roof-mount hardware, IP-based communication interfaces, operator consoles with live-voice paging, and desktop alerting licensing for workstations. The vendor must provide procurement, installation, configuration, commissioning, testing, training, spare parts kit, preventive maintenance, and warranty support. All work must comply with Life Safety and OSHA codes and VA guidelines.
The project is turn-key with kickoff required within 10 business days of award and installation completion within 4–6 weeks. Vendors must hold GSA Schedule or NASA SEWP V contract status (if applicable) and certify socioeconomic status and small business designation under NAICS 561621 (Security Systems Services; $25.0 million size standard). Responses must include company information, UEI number, federal contract history, service provider authorization documentation, estimated market research pricing, and designated distributor information if applicable. Submit responses to Caleb Parker, Contracting Officer, at caleb.parker@va.gov.
