About this opportunity
The Bureau of Reclamation's Eastern Colorado Area Office seeks supply and incidental installation of a commercially available water-cooled chiller to replace an existing unit, with quotations due June 12, 2026 at 2:00 PM MDT. This is a total small business set-aside under NAICS 333415 with a 1,250-employee size standard, awarded as firm-fixed-price under FAR Part 13 and FAR Subpart 12.6 for commercial products.
Place of performance is Loveland, Colorado. The replacement chiller must be a nominal 50-ton water-cooled unit suitable for 100% duty cycle operation on 460 VAC, 3-phase, 60 Hz power within existing electrical limits of 75 amps minimum supply circuit and 100 amps maximum overcurrent protection. The unit must fit within 9 feet length, 5 feet width, and 6 feet 6 inches height. Refrigerant must comply with ASHRAE Standard 34 with A1 classification preferred; if A2L is proposed, a detection system compliant with UL 60335-2-40 must be provided. The chiller must meet Federal Energy Management Program efficiency requirements and ASHRAE Standard 90.1, produce maximum noise of 70 dB or less, and include manufacturer-integrated controls with operational monitoring. All work must be completed within 90 calendar days after contract award. The contractor is responsible for recovering and disposing of the existing R-22 refrigerant using EPA-certified technicians, performing mechanical and electrical tie-ins, integrating with the existing Schneider Electric PLC system, and providing startup, testing, commissioning, and on-site training. A minimum one-year warranty covering equipment, parts, and installation is required.
A mandatory site visit is scheduled for April 8, 2026 at 10:00 AM MT; technical questions are due June 5, 2026 by 2:00 PM MDT. Evaluation criteria are technical capability and SOW compliance, energy efficiency and environmental characteristics, price, and past performance (acceptable/unacceptable basis), with non-price factors weighted equally to price. Vendors must be registered in SAM at time of award and must submit product data, specifications, refrigerant information, technical narratives demonstrating compliance, delivery lead time, and past performance on up to three similar projects. Amendment 0002 (effective May 29, 2026) clarified technical documentation requirements and extended the quotation deadline from May 4 to June 12, 2026; vendors may submit revised quotations, with only the most recent submission evaluated.
