About this file
This is a Questions and Answers (Q&A) document for Solicitation #140R6026Q0037 concerning the ECAO Chiller Compressor Replacement project.
The document addresses three key clarifications regarding the chiller replacement requirements. First, regarding electrical specifications, contractors must submit a chiller with a nominal 50-ton rating that does not exceed 100 Amps for maximum steady state operation, as the existing electrical service consists of a 100A 3-pole breaker and 100A disconnect switch. Second, the project does not require a building modification permit due to the work being performed on federal property; however, installation must comply with current Larimer County, Colorado electrical code requirements, and all equipment will be inspected by Reclamation engineers and journeyman-level crafts for acceptance. Third, the 70 dBA noise requirement applies to measurements inside the mechanical room with the entry door shut and the main air handler off, measured at a point 5 feet above the floor adjacent to the mechanical room entry door. The contractor's chiller package must be rated at no more than 70 dBA on the manufacturer's standard product specification sheet, with reference to AHRI Standard 1280-2014 (R2022) for water-cooled chiller sound measurement techniques. The project involves replacement of an existing chiller system and is under the authority of the federal Reclamation agency.

Solicitation # 140R6026Q0037 – ECAO Chiller Compressor Replacement – Q&A
Question #1: Given the refrigeration on the newly manufactured chillers, the power MOCP might be more than the allowable 100 Amps that was notated in the SOW. Can ECAO verify the use of more amps?
Answer: The as-found electrical service to the existing chiller consists of a 100A 3-pole breaker and a local 100A disconnect switch. Since the SOW salient characteristics require a “nominal
50-ton rating” submit the product closest to the 50-ton rating that does not exceed 100A requirement for maximum steady state operation (not in rush current).
Question #2: Does this project require permits and who would they be pulled from?
Answer: A building modification permit should not be requested due to the state and county not having work site jurisdiction since the work is being performed on federal property. However, the installation should comply with current Larimer County, Colorado electrical code requirements which are available at https://www.larimer.gov/building/codes. All installed equipment shall be inspected by Reclamation engineers and journeyman level crafts for acceptance. Questions regarding interpretation or application of specific code requirements shall be answered by Reclamation staff.
Question #3: What location does ECAO want no more than 70 dB (upstairs, hallway, etc)?
Units can have compressor blankets and possibly a cover, but a 70 dB or less in the actual mechanical room seems unachievable.
Answer: Market research indicated that 70 dBA is achievable if all other noise generating equipment in the mechanical room is shut off, which was noted as a measurement condition in the SOW. Two conditions must be met: 1) The manufacturer must state their chiller package is rated at no more than 70 dBA on their standard product “specification sheet”, and 2) no more than 70 dBA shall be present inside the mechanical room with the entry door shut and the main air handler off at a point 5-feet above the floor adjacent to the shut mechanical room entry door. Air-Conditioning, Heating, and Refrigeration Institute AHRI Standard 1280-2014 (R2022) (SI/I-P) may be referred to for information on water cooled chiller sound measurement techniques.
