This is a Statement of Work (SOW) for the replacement of a water-cooled chiller system at the Bureau of Reclamation's Eastern Colorado Area Office (ECAO) in Loveland, Colorado. The procurement is for supply with incidental installation services and will be awarded as a Firm-Fixed-Price contract.

The existing chiller is a 50-ton Carrier Model 30HK-050-D-610 reciprocating unit that cools the office HVAC system using lake water. The replacement chiller must be a commercially available, water-cooled unit with 50-ton nominal cooling capacity suitable for 100% duty cycle operation. The chiller must operate on 460 VAC, 3-phase, 60 Hz power and must not exceed the existing electrical limits of 75 amps minimum supply circuit and 100 amps maximum overcurrent protection. The unit must fit within available space dimensions of 9 feet length, 5 feet width, and 6 feet 6 inches height. Refrigerant must comply with ASHRAE Standard 34 with A1 classification preferred; if A2L is proposed, a detection system compliant with UL 60335-2-40 must be provided. The chiller must meet Federal Energy Management Program (FEMP) efficiency requirements and ASHRAE Standard 90.1, produce maximum noise of 70 dB or less, include manufacturer-integrated controls with operational monitoring and diagnostic capabilities, and provide maintenance access to heat exchanger water sides without unit removal.

The contractor must attend a mandatory site verification visit to verify electrical supply, control wiring, water piping connections, space limitations, and access routes. All work must be completed within 90 calendar days after contract award. The contractor is responsible for recovering and disposing of the existing R-22 refrigerant using EPA-certified technicians in accordance with Clean Air Act Section 608 and 40 CFR Part 82 Subpart F, performing all mechanical and electrical tie-ins, integrating the new chiller with the existing Schneider Electric PLC system, and performing startup, testing, and commissioning. The contractor must provide on-site training covering system operation, maintenance procedures, heat exchanger cleaning, and troubleshooting. Required submittals include product data sheets, equipment specifications demonstrating compliance, refrigerant information, Safety Data Sheets for hazardous materials, and post-installation commissioning reports, O&M manuals, and warranty documentation. A minimum one-year warranty covering equipment, parts, and installation workmanship is required, with manufacturer warranties transferred to the Government. The Government will provide site access, technical oversight, utility coordination, and 110-volt power for contractor tools. Work hours are Monday through Friday, 6:30 AM to 3:00 PM, with no weekend or Federal holiday work permitted without prior approval. The contractor is responsible for repairing or replacing any Government property damaged during performance at no additional cost.

STATEMENT OF WORK (SOW)

ECAO Chiller Assembly Replacement

Supply Purchase with Incidental Installation

1. Overview

The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), requires the supply and incidental installation of a new commercially available water-cooled chiller equivalent in function and performance to the existing unit currently serving the facility.

The existing chiller is a 50-ton raw water-cooled reciprocating liquid chiller:

Carrier Model: 30HK-050-D-610 Serial Number: 2801Q00606

The chiller provides cooling for the ECAO office HVAC system. Heat is removed through piped lake water which passes through the condenser and is discharged back to the lake. Water cooled by the chiller is circulated to office spaces for temperature conditioning.

The ECAO main office is located at:

Bureau of Reclamation – Eastern Colorado Area Office 11056 West County Road 18E Loveland, Colorado 80537

This procurement is a purchase of supply with incidental installation services and will be awarded as a Firm-Fixed-Price contract.

The Contractor shall furnish all labor, supervision, equipment, tools, materials, transportation, and incidentals necessary to:

• Supply a new water-cooled chiller meeting the specifications in this Statement of Work

• Remove the existing chiller and associated components

• Recover and dispose of refrigerant in accordance with EPA regulations

• Perform mechanical and electrical tie-ins to existing building systems

• Integrate the new chiller with the existing HVAC control system

• Perform startup, testing, and commissioning

• Provide system documentation and operator training

• Provide warranty support for installed equipment

Site Verification Visit

Offerors shall attend a site verification visit prior to submitting a quotation.

The purpose of the visit is to allow offerors to verify field conditions that may affect equipment selection, installation, and pricing.

Offerors shall verify, at a minimum:

• Electrical power supply and breaker capacity

• Control wiring and PLC interface points

• Supply and return water piping connections and flow rates

• Physical space limitations within the mechanical room

• Access routes for removal of existing equipment and installation of the new chiller

• Installation clearances and service access

Failure of the Contractor to verify existing site conditions prior to quotation submission shall not constitute grounds for additional compensation after award.

3. Salient Characteristics

The replacement chiller shall meet the following minimum requirements.

General

• Water-cooled chiller

• Nominal 50-ton cooling capacity

• Suitable for commercial HVAC applications

• Designed for 100% duty cycle operation during peak cooling demand

• Installed in an indoor mechanical room
