The Department of the Air Force Global Strike Command seeks to establish multiple indefinite delivery indefinite quantity construction contracts to provide repair, maintenance, and construction services at Dyess Air Force Base. The purpose of this notice is to:
1) Post Questions and Answers (Q&As) Memorandum for Solicitation FA4661-20-R-0001 Dyess AFB MACC; and Amendment FA4661-20-R-0001-0005 SF30.
2) Post updated Solicitation FA4661-20-R-0001, previous document in beta.SAM.gov notice will be removed and replaced by the new document. This updated document includes: the correct PoP for the seed project in Block 10, includes new proposal due date in Block 13, lists all Amendments in Block 19, and corrects FAR 52.211-10 and removes duplicate of the same clause.
3) Post updated Attachment 2 "MACC Solicitation Sections L and M", previous document in beta.SAM.gov will be removed and replaced by the new document. Changes to this document are in response to the Q&As memorandum.
4) Post updated Attachment 4 "Seed Project SOW" and add new document "Seed Project SOW Addendum One". Seed Project SOW Addendum One contains the majority of changes in response to the Q&A memorandum. This document will become part of the awarded task order. The updated Seed Project SOW only has minor changes which are: updated Para 1.5 to remove mention of contractor having to use MS Excel AF Form 3064/3065 (only PDF required), removed any mention of documents allowed to be submitted 2 hours after bid time, and matched Pricing Schedule CLINS to Pricing Breakdown Worksheet (Solicitation Attachment 6).
5) Post updated Attachment 6 "Pricing Worksheet (SOW att G)", previous document in beta.SAM.gov will be removed and replaced by the new document. Changes to this document are in response to the Q&As memorandum.
6) Post updated Attachment 1 "MACC Solicitation Sections F-H", previous document in beta.SAM.gov will be removed and replaced by the new document. Changes were made to Off-Ramp Procedures.
7) Past Performance Questionnaires (PPQ) will be accepted until proposal due date/time. An updated document will not be included with this amendment. Offerors shall inform PPQ POCs of the final date/time to submit these to 7CONS.Team.SourceSelection@us.af.mil, if not submitted already.
8) No further questions will be accepted at this time.
* Shortly after posting Amendment FA4661-20-R-0001-0005 to this notice, it was discovered the SF30 Form Block 11 boxes regarding proposal extensions were both checked due to a system glitch. The SF30 has been re-uploaded with the correct information.

The purpose of this notice is to post Amendent 4 to Solicitation FA4661-20-R-0001:
1) Add visitors erroneously omitted from the In-person Site Visit Memorandum for Record (MFR) published with FA461-20-R-0001-0003 on May 5, 2020. The updated memorandum is included with this amendment as "FA4661-20-R-0001-0004 Attachment 1 Site Visit MFR". The previous MFR will be removed from the beta.SAM.gov notice.

The purpose of this notice is to post Amendent 3 to Solicitation FA4661-20-R-000:
1) Extend the current proposal due date from 2:00 PM CST 5 May 2020 to 2:00 PM CST 19 May 2020. The Government is currently working on answering the questions received for this project, no further questions will be accepted at this time. The Government will post all Questions and Answers via amendment in the near future.
2) Past Performance Questionnaires (PPQ) will be accepted until the final proposal due date.
3) Post the in-person Site Visit memorandum.

The purpose of this notice is to post Amendent 2 to Solicitation FA4661-20-R-000:
1) The site visit video can be found in the following link: https://www.dvidshub.net/video/749166/28thbomb-squadron-video-walkthrough. The video timeline and plan locations are attached to FA466120R00010002 SF30 for guidance.
2) FA4661-20-R-0001 Attachment 12, Question Form, is amended to reflect new question deadline. The previous document version will be removed from beta.SAM.gov and replaced with the updated version. Questions already submitted do not have to be re-submitted in the updated document. ALL questions must be submitted by 4:00 PM CST May 1st, 2020. Questions and Answers (Q&A) will be posted shortly after this deadline.
The Government is aware the current proposal due date is fast approaching. A new due date will be announced when Q&As are posted. It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents (i.e., issued amendments, changes to the Statement of Work, etc.).

The purpose of this notice is to post Amendent 1 to Solicitation FA4661-20-R-0001.
1) A video walk-through of Building 6030 (seed project) will be made on the day of the scheduled site visit for all those not able to travel due to COVID-19. This video will be uploaded to dvidshub.net, and a direct link will be published in beta.SAM.gov following the final editing of the video. The video is anticipated be released between 20 April 2020 and 24 April 2020. Question submission deadline will be 3 days after the video is released, a specific deadline date and time will be posted at that time.
2) The in-person site visit is still scheduled for 17 April 2020, the deadlines provided in the Site Visit Registration Form did not change. Points of Contact submitted in the registration forms will be contacted if it's cancelled due to further restrictions. In accordance with Department of Defense and Dyess AFB Guidance, visitors shall use cloth face covering while in the installation. The Government WILL NOT provide cloth face coverings, the visitor is responsible for their own covering.
3) Offerors no longer have to request As-builts via email. The Statement of Work now includes a link where these documents can be downloaded.
4) The following attachments have been updated: SOW and Question Submission Form. Previous document versions will not be available for download. All solicitations amendments shall be signed and submitted with your proposal.
It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents (i.e., issued amendments, changes to the Statement of Work, etc.); and verify the number of amendments issued prior to the due date for proposals.

The purpose of this notice is to post the FINAL Request for Proposal (RFP) for the Multiple Award Construction Contract Indefinite Delivery Indefinite Quantity (MACC IDIQ) Solicitation: FA4661-20-R-0001.
The Government anticipates conducting a Site Visit on 17 April, 2020. The Site Visit Registration Form must be completed and returned by 1400 CST 9 April, 2020 if you wish to attend.
Offeror's proposals shall be prepared and submitted in accordance with the MACC IDIQ Proposal Instructions identified in FA4661-20-R-0001, Section J Attachment #2 "Section L Instructions, Conditions and Notices to Offerors"
Offeror's proposals submitted to the Goverment in response to this notice will be evaluated in accordance with the "Section M Evaluation Factors for Award" in the same attachment.
It is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents (i.e., issued amendments, changes to the Statement of Work, etc.); and verify the number of amendments issued prior to the due date for proposals.
Existing As-Builts must be requested via email to 7CONS.Team.SourceSelection@us.af.mil. Any requests in response to the pre-solicitation notice for this requirement shall be resubmited to 7CONS.Team.SourceSelection@us.af.mil. Answers to the Questions received during the pre-solicitation phase are included in this notice as an attachment.
Notice to Offerors: AFFARS Mandatory Procedure 5332.7 “Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs”.
