Addendum One (AD1)

PROJECT TITLE: Repair 28th Bomb Sq./Simulator Bldg 6030A/C

PROJECT NUMBER: FNWZ 13-0068

This Addendum forms a part of the Contract Documents and modifies the original Bidding Documents.

SERIES 100 – SCOPE of WORK (CSOW)

Item 101 AD1 1.2 & 21.1; refer to Attachment J for Dyess Communications Requirements Standard.

Item 102 AD1 1.3; delete sentence stating “No new square footage shall be added to the footprint of either Building.” Drawing Sequence 9 indicates new covered entry to 6030C.

Item 103 AD1 1.4; delete sentence stating; “Upon completion of the design, the contractor will have complete & concurrent access to both facilities for the project duration.”

Item 104 AD1 4.4; change STC from “55” to “49“. Basis of design is USG GA File No. WP 1072 or equal, but using studs & spacing as indicated in SoW.

Item 105 AD1 4.4; Add the following sentences, “In each room paint all walls Color A with a single wall with an accent Color B. Color B & plan location to be determined in design. The painted walls in the Heritage Room in Bldg 6030C (except for wall at new cabinets) & the wall graphic at the 6030C Front Desk; those shall remain unaltered.

Item 106 AD1 4.5.1, change “UFC 4-010-01” to “industry standards”.

Item 107 AD1 4.5.2, clarification; Best locksets shall be 626 finish (satin chromium plated brass base material) while all other door accessories are 630 – satin stainless steel, unless noted otherwise.

Item 108 AD1 4.5.5, change “Provide new LVT floor finishes to infill disturbed floor finish areas as a result of existing and new auditorium seating hardware installation work.” to the following: “Remove existing floor anchors, patch flooring, & prepare for new LVT floor finish (refer to Addendum 4.5.25 for LVT basis of design). Conceptual drawings indicate 164 chairs. Contractor shall provide the Code required clearances for aisles & install the number of chairs to fill the Auditorium using the following basis of design:

Mercury Auditorium Chair, oversized tablet arm, trapezoid end panels, lumbar support cushion, row letters, seat panel black poly, back panel laminate, end panel laminate, with high back & 23" center to center spacing. Southwest Solutions Group, www.southwestsolutions.com, Kristen Crock 1-800-803-1083, or approved equal.”

Item 109 AD1 4.5.7, change entire paragraph to “Interior Doors: Premium grade, plastic-laminate faced, interior 1-3/4 inch, 5 ply bonded structural composite lumber core with exterior type 1 PVA laminate adhesive. Provide rated doors where required by code analysis.

Pemko S88, or equal, door seals to match door frame color on head & jambs. Door bottoms, seals, or thresholds shall not be required on bottoms of interior doors. All doors shall be 36” width, typical if possible & 7’-0” minimum height. Laminate shall match Wilsonart “Wild Cherry” 7054-60. Field seal any cuts on tops/bottoms of doors that damages the factory seal.

Item 110 AD1 4.5.13, change “UFC 4-010-01” to “industry standards”.

Item 111 AD1 4.5.20, change entire paragraph to “Relocate existing fire extinguishers & cabinets as required to comply with Code distances & locations. New extinguishers or cabinets are not required under this contract”.

Item 112 AD1 4.5.25, change “glue down carpet tile” to “Six Degrees Radius LVT Planks on AP-520 acrylic roll-on pressure sensitive adhesive or equal”. Clarification, this paragraph describes the typical room finishes, unless noted otherwise.

Item 113 AD1 4.5.6, the basis of design: Construction Specialties Acrovyn SSM series 2” wide, or equal in standard color.

Item 114 AD1 4.9, add the following, “Contractor shall provide horizontal blinds in dark bronze finish for all exterior windows in Bldg 6030A & 6030C (none in building connector hallway).

Provide solid surface, equal to Corian or Wilsonart, at interior (sill & apron) window openings to match countertops. Sills shall be fabricated from 1/2" nominal thickness material. Ease exposed edges of solid surface. Typical material is Wilsonart, Gibraltar, Marzipan Mirage, 9130MG.

Contractor shall reseal all exterior glazing & door framing.

Item 115 AD1 6.1, add the following Mechanical Code requirements – UFC 3-600-01, ETL 01-18, &

NFPA 13, 72, 75, & 76

Item 116 AD1 6.1, add the following paragraph:

6.1.1, “Designers shall provide an Air Flow Balance Diagram consisting of a simplified one line building floor plan showing all air handling unit that supply air into the space with an arrow and cfm. Show the return air with an arrow and quantity from each space. Show air flow through transfer grilles, exterior wall relief louvers or barometric dampers. Show estimated exfiltration with arrows through exterior doors and ceilings. The sum total net air flow shown on the Diagram to be supplied into the building and that exhausted, relieved, infiltrated, or exfiltrated out of the building shall be equal to zero.”

Item 117 AD1 6.21, Add the following Contractor option:

Par 6.21.1 Contractor Option: [6030A New HVAC] A DDCS option will be allowed to reuse the existing Siemens BACNet DDCS control system; and alter the existing system as necessary with the following requirements:

Par 6.21.2. Provide a detail showing a Block diagram of the DDCS System that includes 1) each of the Equipment Controllers, 2) a BUILDING SYSTEMS CONTROLLER, and 3) a single point, single address connection to the Building 6030A&C Router/Switch.

Par 6.21.3. The BUILDING SYSTEMS CONTROLLER shall 1) utilize a single building Operating Schedule for occupied, unoccupied, economizer, and emergency shutdown modes, 2) coordinate that Schedule and shared bus I/O data with all of the

Equipment Controllers and 3) convert the BACNet Bus Protocol into an Ethernet Bus Protocol to require a single point connection to the building Ethernet Router, and 4) require a single IP Address at Bldg. 6030A to communicate with the BACNet Host Workstation located at Bldg. 8007.

Par 6.21.4. Tying multiple ports for multiple Equipment Controllers for each system (Chilled Water, Hot Water, Outside Air, FCUs, etc.); will not be allowed. This would tie up limited available ports in the building router. All shall be routed through the SINGLE data port to communicate to Bldg 8007.

Item 118 AD1 6.24, [6030A New HVAC] Change “Thermostat” to “Sensor”.

Item 119 AD1 6.28, Add the following: “h. [6030A Existing HVAC] Chilled Water Booster Pump provided and maintained by Siemens in Bldg 6030A. (Not to be confused with primary Chilled Water Pumps located in Bldg 6030B Mechanical Room.)

Item 120 AD1 6.29, delete the following sentence, “Currently there is no additional capacity in the cooling system to accommodate an increased cooling load in the building.”

Clarification, Contractor shall assume there is sufficient cooling capacity from the Central Ice Plant to support Bldgs 6030A & 6030C renovations.

Item 121 AD1 6.35, Add the following Par 6.35.1 [6030A Existing HVAC] Inline (and Roof Mounted) Exhaust (and Supply) Fans for Restrooms and Roof Mounted down-Blast Fans for building air pressurization Smoke Evacuation. Asbuilt room numbers indicated.

Item 122 AD1 6.50, Replace with the following: “[6030A New HVAC] Provide one new CRAC Unit to replace the existing 26T Chilled Water/Hot Water CRAC-1 Unit located on the plan West wall of Existing Procedural Trainer (Computer Room 116A). There is sufficient chilled water Ice Plant (75 Ton, 281 GPM) capacity & hot water Boiler B-1 (480 MBH, 30 GPM) capacity to serve water supplied CRAC-1 (new) & CRAC-2 (existing to remain). “

Item 123 AD1 6.51, Delete the following; “Contractor shall verify”.

Item 124 AD1 6.53, All pumps require VFD’s & connection to DDCS.

Item 125 AD1 6.54, Add the following Par 6.54.1 [6030A New HVAC] Provide a room temperature sensor in the space to be conditioned by each new Fan Coil Unit. The DDCS shall modulate a three way chilled and hot water valve on each FCU to control space temperature.

Item 126 AD1 6.56, Change “55 degrees” to “space temperature (~75 Deg. F.) & the FCU should be sized to take care of the Room Total Sensible Heat”.

Item 127 AD1 6.57, d., Add the following “Contractor may clean and reuse existing copper CW and HW piping.”

Item 128 AD1 6.60, Add the following, “Contractor shall Test & Balance and Recommission complete HVAC system.”

Item 129 AD1 7.14, Change “floor mounted” to “floor mounted, rear discharge”.

Item 130 AD1 7.18, Add the following Par 7.18.1, “Gas Meter: Provide new natural gas regulator and meter with pulse output. Gas meter shall use appropriate pressure compensation.

Provide underground conduit from gas meter output to the buildings’ Communication room LAN backboard. Locate & secure exposed conduit to gas riser entrance or exit to prevent accidental maintenance damage. Provide 3 strand wire & pull string in conduit. Provide 3 foot of extra wire at LAN backboard. Provide 15 amp convenience outlet adjacent to LAN backboard for connection to Siemens equipment. All Siemens equipment & connections (for this gas meter) shall be performed by others, not in contract.”

Item 131 AD1 7.20, Clarification, a PEX domestic water system is preferred. Refer to Section 22 11 16 - PEX Domestic Water Piping.

Item 132 AD1 7.22, Change “cast iron no-hub” to “Sched 40 PVC sanitary sewer piping above and below”.

Item 133 AD1 7.28, Contractor Option: Contractor has the option to CIPP the existing sewer lines.

Camera documentation of clear lines at the project completion is required.

Item 134 AD1 7.31, Change “floor mounted” to “floor mounted, rear discharge”.

Item 135 AD1 7.38, Clarification, a PEX domestic water system is preferred. Refer to Section 22 11 16 - PEX Domestic Water Piping.

Item 136 AD1 7.45, add the following requirement; “7.45 Color Coding Labels: Provide color coded permanent pins on lay-in ceilings for valve locations. Provide permanent wall mounted board in each Mechanical room with pin legend. Provide permanent adhesive labels on piping indicating direction of flow, pipe usage, etc. Use ANSI pipe marking standards.”

Item 137 AD1 7.46, add the following requirement; “7.46 Provide identifying embossed metal tags attached to all valves with copper wire or metal chain. Emboss with label that corresponds to plan or riser diagram number. Contractor shall note location & label number on as-built drawing all existing valves remaining in the new construction. As-builts shall contain a comprehensive accounting for all valves in the completed project.

Item 138 AD1 7.47, add the following requirement; “7.47 Condensate Drains: All drains shall be 3/4 inch minimum Uponor AquaPex Pex-a piping, or equal. All drains shall be gravity drains with a minimum slope of 1/8 inch per foot slope to drain without pumps.

Provide cleanouts at each 90 degree bend and provide lay-in tiles or 12 inch x 12 inch access panels in drywall construction at each cleanout. Plastic drain pans are not allowed. Provide union at drain pan for cleaning; the first 12” (maximum length) shall be clear plastic tubing with a minimum 3/4 inch I.D. Provisions shall be made to collect condensation from all cooling equipment and utilize for yard irrigation. Any exposed condensate drains to the exterior of the building shall be run in type “L” copper (1” minimum size). Coordinate and detail drains to be routed as tight as possible to the structure above. Condensate for yard irrigation shall be run to an outer column & down to a concrete spashblock at grade level (cut first floor concrete as required).

Condensate shall flow to an existing landscaped area.”

Item 139 AD1 7.48, add the following requirement; “7.48 Janitor Closets shall be provided with a minimum 24”x24”x12” terrazzo floor mounted sink with S.S. strainer. Provide Kohler Kinlock service sink faucet “K-8907” or approved equal. Provide tile wall & floor finishes within 48” of all sides of sink. Provide S.S. utility shelf and mop rack near sink. Provide 3 foot 3/4 inch diameter hose attached to faucet.

Item 140 AD1 8.6.1, change “CPT” to “Existing Procedural Trainer” in First Floor, Bldg 6030A.

Item 141 AD1 8.13 & 8.13.1, Delete both paragraphs. PV system or study not required for this project.

Item 142 AD1 9.1, add the following Fire Protection Engineering design criteria - UFC 3-600-01, ETL 01-18, AFI 91-203, & NFPA 13, 72, 75, & 76.

Item 143 AD1 9.1, add the following background information, “Bldg 6030A is a ~136’L x 72’W x 42’H two story structure with a 9800SF First Floor and a 9800SF Second Floor constructed in 1984 as a B-1B Combat Crew Training Squadron facility. After a recent renovation, the facility is fully sprinkled with an existing wet pipe sprinkler system.

The Halon System originally installed to protect the first floor Computer Data Room (~400SF) was replaced with a wet pipe sprinkler system. All portions of the raised computer floor sprinkler system was demolished. A new Untra-sensitive Smoke Detection System (USDS) and a Smoke Exhaust System (SES) was provided for all raised floor and ceiling cavity areas in the computer area. A new Fire suppression and fire detection system was provided for the computer area defined as Mission-Essential equipment in accordance with UFC 3-600-01, AFI 91-203, ETL 01-18, NFPA 13, 72, 75, & 76. A new carbon dioxide portable fire extinguishers and cabinets with minimum rating of 10B:C as required in the computer area and other areas of the facility. An Emergency Power Management Shutdown System (EPSMS) with accessible wall mounted Emergency Power Pushbuttons was provided to manually disconnect power to the electronic equipment and to the HVAC equipment serving the computer area.”

Item 144 AD1 9.3, Clarification on required new exterior exit door; “Contractor shall provide a new exterior emergency egress door on the plan NorthWest side of the room. Provide painted & polyurethane or polyisocyanurate insulated exterior hollow metal doors, American National Standards Institute/Steel Door Institute, ANSI/SDI-100, Grade III, extra heavy-duty, Model 2 (Seamless), minimum 16 gauge galvanized steel faces.

Provide doors fabricated with thermal resistance value (R-value) of not less than 10.0 when tested according to American Society for Testing and Materials, ASTM C 1363.

Provide exterior gasketing, door bottom, rain drip, door hook & aluminum threshold (Hager 782SMIL, Pemko 66A, Pemko #145A, Pemko subsill w/ sealant end dams, or equal) in clear anodized finish. Ease edges & corners of any exposed trim. Doors shall be 36 inch width. Grouting of exterior frames is not required, desired, or allowed.

Spray foam fill the frames prior to caulking. Provide interior panic device with no exterior trim. Provide 5’x5’ reinforced concrete landing and 3’ wide reinforced sidewalk connecting to existing walk. Provide conduit, box, & pullstring for intrusion detection alarm. Extend conduit to nearest alarm junction box.”

Item 145 AD1 9.5, Refer to the following Hydrant Site Plan & Flow Data.

Item 146 AD1 9.11, Add the following, “The existing Intrusion Detection System and Duress Alarm initiating devices shall remain and be operable during construction.

Item 154 AD1 20.1, Phasing Plan: change “TBD” to “Phase 1: Bldg 6030A shall be renovated first with a beneficial occupancy occurring at end of renovation. Phase 2: A one-week user transition/move will occur while the contractor shifts to work in 6030C.

NTP will be issued for design of 180 days. NTP will be issued for procurement of long lead items such as mechanical equipment & contractor mobilization. NTP will be issued for construction period of 420 days (both Phases). Once the construction period is complete, the contractor will have 90 days to complete the O&M's, asbuilts, & other contract closeout documents.”

SERIES 200 – PRICING SCHEDULE

Item 201 AD1 0004 Base Pricing – Photo-Voltaic System, delete from project.

SERIES 300 – DRAWINGS

Item 301 AD1 Seq 2, in rooms MIPR, Simulator Training Room, Student Study Area, STRG, delete Keynote #2 & insert new Keynote #2B, “Chemically strip & clean existing tile floors, & reseal. Remove any vinyl wall covering & retexture walls. Existing raised floor system to remain.”

Item 302 AD1 Seq 2, in room Procedural Trainer, change “Keynote #3” to “Keynote #2A”

Item 303 AD1 Seq 2, 3, & 4; clarification on Keynote #2, “substructure” in these notes refer to the surface of the gypsum board. Contractor shall prepare the surface to receive new texture, paint, & wall base.

Item 304 AD1 Seq 2, 3, & 4; Keynote #2A, change “tire” to “tile”.

Item 305 AD1 Seq 2, 3, & 4; delete Keynote #7A.

Item 306 AD1 Seq 2, at first floor Existing Mechanical Yard, Contractor shall remove all existing abandoned HVAC units, conduits, piping, stands, & racks. Contractor shall seal existing wall penetrations with construction matching adjacent.

Item 307 AD1 Seq 4, change entire Keynote #14, “Contractor shall remove existing non-load bearing wall.”

Item 308 AD1 Seq 5; In Existing Procedural Trainer, delete Keynote #3. Note: Area must remain in full operation throughout all phases of construction. Provide temporary power as required. The existing operational chilled water CRAC unit located on the plan East wall shall remain in operation throughout construction.

Item 309 AD1 Seq 5; in Existing Procedural Trainer, the existing standalone DX CRAC mechanical unit in plan Northeast corner of the room shall be repaired under this contract & brought back into full operation. The interior unit is a Compu-Aire, Inc model CAA- 2032, SN 9537SY166-9486. The exterior unit is a KeepRite, model KCL032-T3A- C12V-1683, SN 172100475. These units were replaced two years ago.

Item 310 AD1 Seq 5, add Keynote #22 to Director of OPS room.

Item 311 AD1 Seq 6, expand note “Canopy O.H.” to the following: “Provide Avadek, or approved equal, entry canopy in prefinished dark bronze at 6030C entrance. Canopy design shall prevent ledges for birds. Approximate width 32’-0” approximate depth 17’-0”.

Provide cast stone sill on brick base at support columns. Tie prefinished flashing back into existing building. Provide LED lighting beneath canopy with concealed conduit.

Provide 6” high cast alum numbers/letters on face of canopy – 28th Bomb Squadron, Bldg 6030C.”

Item 312 AD1 Seq 6, Keynote #8A, expand note to include “These openings ARE NOT blast resistant.

Provide tinted Low-E insulated glazing, interior pane 0.030-inch (0.75mm) laminated, exterior pane bronze tinted, Low-E coating on the #2 surface. Doors shall contain bronze tinted laminated glass only; not insulated glass. Doors shall have ABA compliant clear anodized aluminum standard commercial thresholds set in sealant.

Provide horizontal mullions in all sidelights at 3’-0” aff to prevent impact. Basis of design is Kawneer 450T, dark bronze aluminum, with matching subsills & end dams.

Item 313 AD1 Seq 6, Keynote #17, expand with “Electric Water Cooler: Provide wall mounted electric water cooler & bottle filler; Elkay Models LZSG8WSSK, LKAPREZL cane apron, & WSF6000R-2PK water filter kit, or equal. Provide 4 extra filters for each unit & submit at final inspection.”

Item 314 AD1 Seq 7, change entire Keynote #21, “Contractor shall remove existing non-load bearing wall.”

Item 315 AD1 Seq 7, add Keynote #22 to the following rooms: Flight MED, SOC1, SOC2 & Computer Learning Center.

Contractor shall INCLUDE the review of the DDCS for the entire HVAC system & controls to include:

pumps, motors, actuators, VFD’s, etc. Contractor shall coordinate with the 7CES / HVAC office for signal activation & any required software corrections.

PART 1 GENERAL

1.1 REFERENCES

1.1.1 The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only. Unless other wise noted, the latest published version and/or revision shall be used.

1.2 SUBMITTALS

1.2.1 Government approval may be required on any of the following items. Items requiring submittals will be listed on the Submittal Register. Provide copies of all submittals per the requirements in Section 01 33 00, Submittal Procedures, or as listed on the Submittal Register.

1.2.1.1 SD-02 Shop Drawings

a. Commissioning Plan

(1) Commissioning Plan prepared in accordance with Commissioning Standard, no later than 14 days after the approval of the Commissioning Specialist.

1.2.1.2 SD-03 Product Data

a. Pre-Functional Performance Test Checklists

(1) At least 14 days prior to the start of Pre-Functional Performance Test Checks. The schedule for the test checks shall be submitted at least 14 days prior to the start of Pre-Functional Performance Test Checks.

b. Functional Performance Tests

(1) Test procedures at least 14 days prior to the start of Functional Performance Tests. The schedule for the tests at least 14 days prior to the start of Functional Performance Tests.

1.2.1.4 SD-07 Certificates

a. Commissioning Firm

(1) Certification of the proposed Commissioning Firm's qualifications by one of the following ACG, NEBB, or TABB to perform the duties specified herein and in other related Sections, no later than 21 days after the Notice to Proceed. The documentation shall include the date that the Certification was initially granted and the date that the current Certification expires.

Any lapses in Certification of the proposed Commissioning Firm or disciplinary action taken by ACG, NEBB, or TABB against the proposed Commissioning Firm shall be described in detail.

b. Commissioning Specialist

(1) Certification of the proposed Commissioning Specialist's qualifications by one of the following ACG, NEBB, or TABB to perform the duties specified herein and in other related Sections, no later than 21 days after the Notice to Proceed. The documentation shall include the date that the Certification was initially granted and the date that the current Certification expires. Any lapses in Certification of the proposed Commissioning Specialist or disciplinary action taken by ACG, NEBB, or TABB against the proposed Commissioning Specialist shall be described in detail.

1.3 SIMILAR TERMS

1.3.1 In some instances, terminology differs between the Contract and the Commissioning Standard primarily because the intent of this Section is to use the industry standards specified, along with additional requirements listed herein to produce optimal results. The following table of similar terms is provided for clarification only. Contract requirements take precedent over the corresponding ACG, NEBB, or TABB requirements where differences exist.

1.4 COMMISSIONING STANDARDS

1.4.1 Commissioning shall be performed in accordance with the requirements of the standard under which the Commissioning Firm's qualifications are approved, i.e., ACG Commissioning Guideline, NEBB Commissioning Standard, or SMACNA Commissioning Manual unless otherwise stated herein. All recommendations and suggested practices contained in the Commissioning Standard shall be considered mandatory. The Commissioning Standard shall be used for all aspects of

Commissioning, including qualifications for the Commissioning Firm and Specialist and calibration of Commissioning instruments. Where the instrument manufacturer calibration recommendations are more stringent than those listed in the Commissioning Standard, the manufacturer's recommendations shall be adhered to. All quality assurance provisions of the Commissioning Standard such as performance guarantees shall be part of this contract. For systems or system components not covered in the Commissioning Standard, Commissioning procedures shall be developed by the Commissioning Specialist. Where new procedures, requirements, etc., applicable to the Contract requirements have been published or adopted by the body responsible for the Commissioning Standard used (ACG, NEBB, or TABB), the requirements and recommendations contained in these procedures and requirements shall be considered mandatory.

1.5 QUALIFICATIONS

1.5.1 Commissioning Firm

1.5.1.1 The Commissioning Firm shall be either a member of ACG or certified by the NEBB or the TABB and certified in all categories and functions where measurements or performance are specified on the plans and specifications. The certification shall be maintained for the entire duration of duties specified herein. If, for any reason, the firm loses subject certification during this period, the Contractor shall immediately notify the Contracting Officer and submit another Commissioning Firm for approval. Any firm that has been the subject of disciplinary action by the ACG, the NEBB, or the TABB within the five years preceding Project Solicitation shall not be eligible to perform any duties related to the HVAC systems, including Commissioning. All work specified in this Section and in other related Sections to be performed by the Commissioning Firm shall be considered invalid if the Commissioning Firm loses its certification prior to Contract completion and must be performed by an approved successor. These Commissioning services are to assist the prime Contractor in performing the quality oversight for which it is responsible. The Commissioning Firm shall be a subcontractor of the prime Contractor and shall be financially and corporately independent of all other subContractors. The Commissioning Firm shall report to and be paid by the prime Contractor.

1.5.2 Commissioning Specialist

1.5.2.1 The Commissioning Specialist shall be an ACG Certified Commissioning Agent, a NEBB Qualified Commissioning Administrator, or a TABB Certified Commissioning Supervisor and shall be an employee of the approved Commissioning Firm. The certification shall be maintained for the entire duration of duties specified herein. If, for any reason, the Commissioning Specialist loses subject certification during this period, the Contractor shall immediately notify the Contracting Officer and submit another Commissioning Specialist for approval. Any individual that has been the subject of disciplinary action by the ACG, the NEBB, or the TABB within the five years preceding Contract Award shall not be eligible to perform any duties related to the HVAC systems, including Commissioning. All work specified in this Section and in other related Sections performed by the Commissioning Specialist shall be considered invalid if the Commissioning Specialist loses his certification prior to Contract completion and must be performed by the approved successor.

1.6 COMMISSIONING SPECIALIST RESPONSIBILITIES

1.6.1 All Commissioning work specified herein and in related sections shall be performed under the direct guidance of the Commissioning Specialist. The Commissioning Specialist shall prepare the Commissioning Plan, which will be a comprehensive schedule and shall include all submittal

Retro-Commissioning of HVAC Systems – Section 23 08 00 - page 4 of 63 requirements for procedures, notifications, reports and the Commissioning Report. After approval of the Commissioning Plan, the Contractor shall revise the Contract NAS schedule to reflect the schedule requirements in the Commissioning Plan.

1.7 SEQUENCING AND SCHEDULING

1.7.1 The work described in this Section shall begin only after all work required in related Sections has been successfully completed, and all test and inspection reports and operation and maintenance manuals required in these Sections have been submitted and approved. Pre-Functional Performance Test Checklists shall be performed at appropriate times during the construction phase of the Contract.

PART 2 PRODUCTS (Not Applicable)

PART 3 EXECUTION

3.1 COMMISSIONING TEAM AND TEST FORMS AND CHECKLISTS

3.1.1 The Contractor shall designate Contractor team members to participate in the Pre- Functional Performance Test Checklists and the Functional Performance Tests specified herein. In addition, the Government team members will include a representative of the Contracting Officer, the CE's Representative, and the Using Agency's Representative. The team members shall be as follows:

3.1.1.2 Appendices A and B shall be completed by the commissioning team. Acceptance by each commissioning team member of each Pre- Functional Performance Test Checklist item shall be indicated by initials and date unless an "X" is shown indicating that participation by that individual is not required. Acceptance by each commissioning team member of each functional performance test item shall be indicated by signature and date.

3.2 TESTS

The pre-functional performance test checklists and functional performance tests shall be performed in a manner that essentially duplicates the checking, testing, and inspection methods established in the related Sections. Where checking, testing, and inspection methods are not specified in other Sections, methods shall be established which will provide the information required. Testing and

Retro-Commissioning of HVAC Systems – Section 23 08 00 - page 5 of 63 verification required by this section shall be performed during the Commissioning phase.

Requirements in related Sections are independent from the requirements of this Section and shall not be used to satisfy any of the requirements specified in this Section. The Contractor shall provide all materials, services, and labor required to perform the pre- functional performance tests checks and functional performance tests. A functional performance test shall be aborted if any system deficiency prevents the successful completion of the test or if any participating non-Government commissioning team member of which participation is specified is not present for the test.

3.2.1 Pre-Functional Performance Test Checklists

3.2.1.1 Pre-Functional Performance Test Checklists shall be performed for the items indicated in Appendix A. Deficiencies discovered during these checks shall be corrected and re-inspected in accordance with the applicable contract requirements.

3.2.2 Functional Performance Tests

3.2.2.1 Functional Performance Tests shall be performed for the items indicated in Appendix B.

Functional Performance Tests shall begin only after all Pre-Functional Performance Test Checklists have been successfully completed. Tests shall prove all modes of the sequences of operation, and shall verify all other relevant contract requirements. Tests shall begin with equipment or components and shall progress through subsystems to complete systems. Upon failure of any Functional Performance Test item, the Contractor shall correct all deficiencies in accordance with the applicable contract requirements. The item shall then be retested until it has been completed with no errors.

3.3 COMMISSIONING REPORT

3.3.1 The Commissioning Report shall consist of completed Pre- Functional Performance Test Checklists and completed Functional Performance Tests organized by system and by subsystem and submitted as one package. The Commissioning Report shall also include all HVAC systems test reports, inspection reports (Preparatory, Initial and Follow-up inspections), start-up reports, TAB report, TAB verification report, Controls start-up test reports and Controls Performance Verification Test (PVT) report. The results of failed tests shall be included along with a description of the corrective action taken.
