MEMORANDUM FOR RECORD

SUBJECT: Questions and Answers – Beta.sam.gov Pre-solicitation Notice FA4661-20-R-0001 Dyess AFB MACC
The purpose of this memorandum for record is to document and answer the questions received in response to the posting of the draft solicitation documents for the Dyess AFB MACC. The draft documents were posted in beta.sam.gov on 9 March, 2020. Interested parties were allowed to submit questions or suggestions until March 16, 2020. The following questions were received:
Question #1 (Section L – Para 4.2.1 and 4.2.2.3) Section 4.2.1 states that the offeror shall provide a list of five (5) of their most recent and relevant present and/or past performance data. However, Section 4.2.2.3 states that “Offerors may provide information for a maximum of three (3) different contracts and/or task/delivery orders…” Please provide clarification:
(1) What is the maximum number of projects an offeror can submit?
Are projects from design team members (subcontractors) included in the stated maximum number of projects? (for example, three projects for the prime construction contractor and two projects for the design firm for a total of 5 projects) Answer Paragraph 4.2.2.3 has been changed to clarify confusion, Offeror shall provide a maximum of 5 FACTS Sheets containing recent and relevant past performance data. A maximum of 3 of these FACTS Sheets may be from a subcontractor or Joint Venture partner. The example mentioned in the questions is correct, an Offeror may submit 3 projects as the prime contractor and 2 for their subcontractor for a total of 5.
Question #2 (Cover Letter, SF1442, FAR 52.11-10) 365 calendar days is not realistic for a design-build project of this magnitude and complexity Answer Concur, changed to: Notice to Proceed (NTP) will be issued for design of 180 days. NTP will be issued for procurement of long lead items such as mechanical equipment & contractor mobilization. NTP will be issued for construction period of 420 days. Once the construction period is complete, the contractor will have 90 days to complete the O&M's, asbuilts, & other contract closeout documents. New period of performance is 690 days total.
Question #3 (Cover Letter, SF1442, FAR 52.11-10) Section B - What is the purpose of Section B? Pricing will not be provided on this form.
Answer This section will be filled out by the Government to reflect $150M ceiling once awards are made.
Question #4 (Cover Letter, SF1442, FAR 52.11-10) Section C - Section C is the Statement of Work, but it is also Attachment 4 in Section J. This is confusing.
Answer Section J Attachment 4 is the Statement of Work (SOW) for the seed project, a new SOW will be issued with each project Task Order under the MACC. This information will be added under Section C of the 1442.
Question #5 (Cover Letter, SF1442, FAR 52.11-10) Section J - It would be helpful if each Attachment was titled with the attachment number. As examples, see 'Wage Determination', 'Facts Sheet', 'Financial Reference Form', 'Sub Consent Form', 'Site Visit Form', 'Question Form', etc.
Answer Attachments now titled with attachment number.
Question #6 (Cover Letter, SF1442, FAR 52.11-10) Section J & attachments to SOW - Section J, Attachment 3 and SOW, Attachment 'E need to be reconciled. Some sections in Section J, Attachment 3 are also in SOW, Attachment 'E'' and vice versa. This is confusing. As an example, Section J, Attachment 6 is the 'Pricing Worksheet'. That worksheet is also included in SOW, Attachment 'G'. Also, the sections in SOW, Attachment 'E' need to be titled.
Answer Attachment 3, MACC Blanket Special Conditions, will be added to the MACC main contract.
These special conditions are tailored to fit a project’s SOW, this is why you see a lot of Attachment 3 within the seed project SOW. Attachments within the SOW are listed A-G, while the solicitation attachments are numbered. The Government is requesting Pricing Breakdown (Part of SOW Attachment G) in an excel format; therefore, this had to be a separate document since the SOW is an Adobe document.
Question #7 (Section L, Page 2, Para 4.1) Please specifically define “surge management” Answer A description of the organization’s approach addressing surges in multiple work sites on separate task orders concurrently without causing undue delay of completion of these multiple task orders. This approach will also indicate the management of surges that may occur based on end of the year government finances.
Question #8 (Section M, Page 4, Para 2.2.1.1.2) Please specifically define “surges in multiple work sites” Answer How does your company and its subcontractors intend to manage multiple work sites and potential multiple contracts concurrently.
Question #9 (Section L, Page 3, Para 4.2.1) Please state under what circumstance a Prime Contractor offeror would submit a FACTS sheet with present and past performance information on a particular 'subcontractor'. Two questions: 1) Would this possibly apply to the Offeror's design consultant subcontractor? 2) Also, if a contract is awarded to an Offeror, is the Offeror obligated to employ the subject subcontractor on all MACC task orders that involve the type of work performed by the subject subcontractor since that was a factor in determining award?
Answer For question 1, yes. Question 2, the intent of the proposal is to demonstrate capability that the offeror is hiring the proper subcontractor.
Question #10 (Section L, Page 3, Para 4.2.2.3) This states, "Offerors may provide information for a maximum of three (3) different contracts ........they have served as the prime contractor." This is confusing as it relates to Section L, para
4.2.1. If a Prime Contractor offeror has five (5) projects that demonstrates its most recent and relevant performance data, does para 4.2.2.3 prohibit the Prime Contractor offeror from presenting those five (5) contracts? Please explain.
Answer Please see Question #1, Offerors shall submit a maximum of 5 references for Past Performance.
Out of these 5, all may be from the prime contractor. A maximum of 3 out of the 5, may be submitted from their subcontractors/Joint Venture partner.
Question #11 (Section L, Page 4, Para 4.2.2.4) If an Offeror submits a subcontractor in response to para 4.2.1 or 4.2.2.3, is that when Attachment 10, Subcontractor Consent Form, is used? Please confirm the intent is not to submit a 'Subcontractor Consent Form' on any or all subcontractors the Prime Contractor may or may not employ during construction of the seed project or future task orders.
Answer Only when a Prime contractor is submitting past performance information for a subcontractor will Attachment 10 be required.
Question #12 (Section L, Page 4, Para 4.3.3) Is it necessary to fill in and submit Section K if the Offeror is current in S.A.M.?
Answer It is not necessary; however, in order for your proposal to be considered complete please include a statement stating your company’s SAM is current as of proposal due date.
Question #13 (Section L, Para 5.2, 5.8, 6.6) Please confirm the dates in these paragraphs are not actual dates as stated in the most current pre-solicitation notice. We assume the dates will change when the solicitation is issued.
Answer The beta.sam.gov notice that included the draft solicitation documents stated the dates included were not actual dates.
Question #14 (Section L, Page 7, Para 6.6) Are email proposals allowed?
Answer Yes, these are to be submitted to 7CONS.Team.SourceSelection@us.af.mil. Para 6.6 also states the following:
If an Offeror chooses to submit a proposal via email, the Offeror must be aware the email size limitation of the email server is 15 megabytes. It is the Offeror’s responsibility to ensure email proposals are within this size limitation. An Offeror may send multiple emails to submit a proposal, if it exceeds 15 megabytes. Emailed proposals must be received by the 7th Contracting Squadron no later than 2:00pm CST, 5 May 2020. It is the contractor’s responsibility to ensure all emails were received.
Question #15 (Section L, Page 8, Para 7.3) Paragraph states, "....submit bonding capacity documents......" FAR Clause 52.228-1 addresses a bid guarantee. Is the Air Force asking for something else like, perhaps, a letter from the Offeror's surety stating single project and aggregate bonding capacity limits? A letter of that type would give the Air Force some assurance the Offeror has the capacity to perform task orders on a MACC of this magnitude.
AnswerThe seed project bonding capacity document must be provided in accordance with 52.228-1 and all future bonding requirements will be at the task order level.
Question #16 (Section M, Page 2, Para 1.5.3 and 1.5.4 Steps 3&4) If Evaluation Factors, when combined, are significantly more important than price, why is price being evaluated before the Offeror's past performance?
Answer The price must be evaluated only for realistic, fair, and reasonable. If an Offeror’s price is not realistic, fair, and reasonable they will be eliminated from competition before evaluating past performance.

Question #17 (Section M, Page 3, Para 1.5.3 and 1.5.4 Steps 3&4) Consistent with a 'best value' procurement, the relative importance of factors and subfactors would appear to be: Technical, Past Performance and then Price. If Price is evaluated in Step 3, is it conceivable that a 'superior' past performance proposal might not ever be reviewed if the offeror's price is slightly higher than the "no less than eight proposals" stated in Step 4? It appears that Price is more important than Past Performance if our interpretation of the 'Proposal Evaluation Approach' is correct. Please clarify.
Answer The Government will evaluate no less than eight proposals since the target number of awards is 5 and the on-ramp pool selectee target is 3. However, this does not mean the Government will only evaluate the 8 lowest priced proposals. The Government intends to evaluate the greatest number of proposals that allows for trade-off to obtain best value while maintaining efficiency.
Question #18 (Section M, Page 3, Para 2.1) Under Evaluation Factors, are the technical subfactors and Factors 1, 2 and 3 listed in order of importance and evaluation? This speaks to the questions above.
Answer Evaluation factors as listed in Para 2.1 are not in order of importance. All evaluation factors other than price, when combined, are significantly more important than price. The technical factors are evaluated on acceptable/unacceptable criteria and all factors must be acceptable to move on in the competition.
Question #19 (Section M, Page 4, Para 4.2.2.1.1.1) Is the intent to identify required key personnel that will be assigned to the seed project?
Answer Key personnel is part of Subfactor 1 – Project Management Plan/Organizational Structure, this factor is for the overall MACC.
Question #20 Is the furniture to be included in the price?
Answer Yes. Basis of design is Mercury Auditorium Chair, oversized tablet arm, trapezoid end panels, lumbar support cushion, row letters, seat panel black poly, back panel laminate, end panel laminate, with high back & 23" center to center spacing. Question #21 The Asbestos survey was done in 2014 do we need to do a new survey?
Answer An additional survey is not required by the government.

Question #22 Will all work be completed at Dyess AFB?
Answer Yes.
Question #23 Can CPARS be considered in place of PPQ’s?
Answer Agencies responsible for the administration of the identified projects in the FACTS Sheets will be responsible for submitting the PPQs to the Contracting Officer. If these agencies do not submit the PPQs on time; the Government will use CPARS, FAPIIS, PPIRS, and other data to evaluate past performance.
Question #24 Can previously filled out PPQ’s be submitted?
Answer No.
Question #25 Will you consider the due date to fall on a Wed, Thurs, or Friday?
Answer The Contracting Officer will provide a reasonable amount for proposal submission regardless of the due date weekday.
Question #26 Is there a minimum single bonding capacity?
Answer Bonds will be required for each task order, please refer to FAR 52.228-15 for amounts. Bonding capacity for the overall MACC ceiling is not required.
Question #27 Is there a minimum aggregate bonding capacity?
Answer All bonding minimums will be at the task order level.
Question #28 Can the government consider giving three weeks from when all RFI’s are answered for due date of proposal?
Answer The Contracting Officer will provide a reasonable amount of time depending in the complexity of changes resulting from any amendment to the solicitation.
Question #29 Do we have to submit complete resumes for the key personnel?
Answer Key personnel should have a single page resume that indicates their professional qualifications & experience related to performing similar projects.
Question #30 Are their minimum requirements for key personnel?
Answer See Section M 2.2.1.1.1.
Question #31 Are there minimum requirements for any personnel?
Answer See Question 30.
Question #32 There is a request for certifications, can this be in a list format?
Answer Certifications in list format would be preferred.
Question #33 Is there a requirement to display all certifications?
Answer See Question 32.
Question #34 (Section L, Para 4.2.1 and 4.2.2 Part II Past Performance) Clarify: Is the # of Past Performance reference/projects five (5), or is it maximum of five (5)?
Reason I ask b/c section 4.2.1 reads: “….the offeror shall provide a list of five (5)…”, but then in
4.2.2 it reads…..”offerors to send to a maximum of five (5) references/projects…” Answer Offeror shall provide a maximum of 5 references, changed Para 4.2.1 to clarify.
Question #35 (Section M, Para 1.2 and 1.5.6) Define “on-ramp pool”. Clarify the # of awardees. Is it five (5) or eight (8) max awardees?
Section 1.2 reads the target number of contracts is five (5) SB, …. Additionally up to three (3) SB…Section 1.5.6 … target of five (5) and up to three (3) for on-ramp pool.
Answer An “on-ramp pool” is a list of offerors that will be considered for award due to an existing MACC contractor’s lack of participation in competition, poor performance, change of ownership, etc. Please refer to Section H-10 in “Attachment 1 – MACC solicitation Section F- H”, for more details regarding on/off ramp procedures. The Government’s target number of awards is five (5) and for the target for the on-ramp pool is three (3). These numbers may change if the Contracting Officer determines it is in the best interest of the Government to award more or less than these targets.
