MEMORANDUM FOR RECORD

FROM: 7 CONS/PKA

SUBJECT: Questions and Answers – beta.SAM.gov Solicitation Notice FA4661-20-R-0001 Dyess AFB Multiple Award Construction Contract (MACC)

The purpose of this memorandum for record is to answer the questions received in response to the posting of the solicitation documents and site visit (In-person and Virtual) for the Dyess AFB MACC. Interested parties were allowed to submit questions or suggestions until May 1, 2020.

The following questions were received:

Question #1 (Section L – Para 4.1) The paragraph 4.1. PART 1 – TECHNICAL PROPOSAL: States “Limited to no more than 40 pages as defined in para 6.1. Remark: We have submitted many of these and if there was only one Plan i.e. and overall management and work plan for the MACC it could be made to fit 40 pages but this requirement includes essentially 2 Management / Work plans one for the overall MACC Sub Factor 1 and Subfactor 2 Seed Project Work performance plan. QUESTION: can the page limitation for this Volume be increased to 60 pages??

Answer The page limit has been increased to 50 pages to accommodate all subfactors of the Technical Volume.

Question #2 (Section L, Part III – Price Proposal – Para 4.3.1) There is reference to an “original copy” of the SF1442 that should be “clearly marked under a separate cover.” Please provide clarification:

If an offeror submits their proposal via email using an electronic signature on the SF1442, is the offeror also required to send a hardcopy original (wet signature) to the government by mail, no later than the due date and time? Or is the emailed “original copy” sufficient?

Answer The email marked “Original Copy” is sufficient with an official electronic dated signature.

Question #3 (Section L, Part II -Past Performance and Section M – Section L Para 4.2.2.3 and Section M Para 2.3.2.2) Section L, para 4.2.2.3 states that a maximum of 5 different “contracts and/or task/delivery orders” can be provided. Please provide clarification:

1) Is an IDIQ contract (e.g., MACC, MATOC, SABER, JOC, etc.) an acceptable type of contract to submit for Past Performance, or is the requirement that each “contract” must be an individual project (e.g., stand-alone project, task order, delivery order, etc.)?

2) Section 2.3.2.2 of Section M states that each contract must have a minimum contract dollar value of $1,000,000. If IDIQ contracts can be submitted for the Past Performance factor, please clarify whether this minimum contract value requirement is for individual task/delivery orders awarded under the IDIQ, or if it can be for a combination of task/delivery orders awarded under the IDIQ.

Answer

1) IDIQ contracts are acceptable as long as it meets the recent/relevant criteria. In addition, you may provide individual task/delivery orders that meets the recent/relevant criteria.

2) Minimum contract value is met at contract or individual task/delivery order value. A combination of task/delivery orders in order to meet minimum contract value is not acceptable.

Question #4 (Section L Part II Past Performance – Section L Para 4.2.2.3) Reference Section 4.2.2.3: “Offerors shall provide information for a maximum of five (5) different contracts and/or task/delivery orders for which they have served as the prime contractor, a subcontractor, a partner or a Joint venture partner that are recent and relevant…”.

Question: If an Offeror includes contracts for which it had served as a Joint Venture partner, how will that Joint Venture experience be weighted in the evaluation? Will projects for which the Offeror was the sole prime contractor be given more weight than projects for which the Offeror was a Joint Venture partner?

Answer Past performance is not weighted. As per section M, paragraph 2.3.1, each Offeror will receive a performance confidence rating.

Question #5 (Section L – Para 6.1) The RFP states: *A redacted copy constitutes of a copy of your proposal with all company “information” and logos concealed. Want to confirm, so we meet the requirements of redacting correctly, that we are to change our company name to say “Our Company” while yet still providing you our company information?

Answer A redacted copy of the proposal has no company name, logos or information that would elude to your company specifically on it.

Question #6 (Section L – Para 6.6) Want to confirm that if we email our proposal that the Bid Bond is the only document we need to mail in separately by due date/time?

Answer As stated in Section L, Paragraph 6.6, the distribution of the Offerors bid must be delivered to the address provided or emailed by the date/time specified.

Question #7 (Section M – Para 2.2.1.1.1 & 2.2.4.1.2) Please clarify if you are wanting resumes in both Sub-factor 1 and Sub-factor 4?

Answer Yes.

Question #8 (General Conditions) Is the work at Dyess AFB, Texas exempt from sales and use taxes? In not tax exempt, What is the sales tax rate and any special use tax requirements?

Answer

This is a Government contract and is exempt from sales tax.

Question #9 (Section L – Para 4.1.4) Subfactor 4 – Seed Project Quality Control/Safety Plan and Certifications. Offerors are to provide a plan and certification and due to 40-page limitation offerors would have to condense company QC and Safety plans that are 200-300 pages down to 5-10 pages to allow for other Sub Factors to be discussed.

Question – Can QC and Safety plans be separate attachments for Subfactor 4 without page limitations?

Answer No, the QC and Safety plans are part to the total page count for Volume I, Technical. The total page limit is now 50 pages. Subfactor 4 requests summary plans; a finalized, more detailed Quality Control and Safety Plan may be required to be submitted and approved after contract award IAW the Statement of Work.

Question #10 (Section L – Para 4.2.3) The RFP calls for Past Performance Questionnaires (PPQs) to be sent to those agencies responsible for the administration of the identified projects in the FACTS Sheets. Due to the current COV-19 situation and the fact that many government agencies are working remotely, would the government allow Past Performance to be addressed using previously submitted materials, such as a previously completed PPQ, rather than having to reach out to past clients through email and potentially spotty communications for a new process? For example, our firm has received previous Past Performance evaluations for one of our feature projects on a different form.

Answer No. Previously submitted PPQs will not be accepted.

Question #11 The Cybersecurity Maturity Model Certification (CMMC) is scheduled to be implemented later this fall. Given the current COVID-19 situation and the inherent delays it will cause, will there be a requirement to comply with the CMMC certification during the course of this contract?

Answer At this time the CMMC is not mandatory and future requirements are not known.

Question #12 (Section L – Para 6.6) We intend to email our proposal following the instructions in the RFP, adhering to the specified email size limitation. Due to the impacts of the COVID-19 situation, some of our government customers have been experiencing a delay in receiving information via email and other electronic means (e.g., AMRDEC SAFE). In some instances, the agencies have not confirmed receipt until much later than the information was transmitted. This raises some concern with regards to receipt of our proposal submission, even if the proposal is emailed hours before the time it is due. The RFP states that “It is the contractor’s responsibility to ensure all emails were received”. What method would the government prefer contractors use to ensure timely receipt of their proposal?

The method for contractors to ensure timely receipt of their proposal is the contractor’s option.

If you choose to email your proposal “It is the contractor’s responsibility to ensure all emails were received.”

Question #13 (Section L/52.228-1 – Para 7.3) If emailing the proposal, are offerors also required to send a hardcopy original of the bid guarantee for receipt by 7CONS/PKA no later than the proposal due date and time?

Answer It is up to the Offeror how they are going to submit their bid. There is no requirement to submit a separate bid guarantee outside of your proposal package.

Question #14 (Section L – Para 4.2.2.4 and 6.1) Instructions for Attachment 10, Subcontractor Consent Form, are provided in Section L, Part II - Past Performance, para 4.2.2.4. However, the form is listed in Table 1, Proposal Organization, as a required item to be included in Part III, Price and Administrative Documents. Please confirm that the Subcontractor Consent Form should be included in proposal Part III rather than along with the past performance information in Part II.

Answer Attachment 10 is a “Subcontractor consent form for the release of past and present performance information to the prime contractor” and should be included in the proposal Part II for Past Performance. Proposal Organization table has been corrected to include this attachment in Volume II.

Question #15 (Attachment 6 – Pricing Worksheet) Under place for date it says:

Note: Due no later than 2 hours after official bid time Please clarify if this is correct and if so, how would that work?

Answer This has been removed, pricing worksheets shall be submitted by the due date/time included in the proposal.

Question #16 (FACTS Sheet) Fact Sheet, Question H States “For each of the applicable sub-factors under the Technical factor in Section M, illustrate how your experience on this program applies to that sub-factor.”

Since the fact sheet is for past performance should offerors illustrate how their experience applies to the Past Performance factor (recent and relevant) instead of the technical factors (Project Management Plan, Seed Project Performance Plan, Seed Project Work Schedule, and Seed Project Quality Control Plan)?

Answer The FACTS sheet is for past performance, question H is establishing how well you have performed in respect to the technical factors of this solicitation.

Question #17 (PPQs) Considering the current unprecedented conditions and restrictions imposed by the COVID-19 crisis, many government personnel are much more difficult to reach and more overloaded with critical priorities and have (when we can reach them) refused to fill out PPQ’s for projects they have already done so for. Will the government consider accepting previously completed PPQ’s for this factor?

Answer No, previously completed PPQs will be accepted.

Question #18 (PPQs) Given that most CPAR evaluations are geared toward the performance of the prime contractor and usually does not speak of the performance of the designer of record, will the government accept previously completed PPQ evaluations for the DOR performance even when a CPAR exists? If so, will this evaluation be given the same or more consideration than the CPAR evaluation?

Answer No, previously completed PPQs will be accepted.

Question #19 (General Conditions) What are the electricity rates (generation, transmission, distribution and delivery charges) for Dyess AFB?

Answer For the purpose of life cycle cost analysis, use $0.07/kWh.

Question #20 (Base Pricing Item 2) There are a lot of cubicle desk that will need to be disassembled to be moved out, when moved back, do we need to re-assembly them for re-use?

Answer If furniture is disassembled for removal and storage, reassembly would be required upon reinstallation.

Question #21 (Section L – Para 4.2.2) Section L, paragraph 4.2.2 states “A FACTS Sheet is provided with the solicitation for Offerors to send to a maximum of five (5) references/projects of their choice.” While we understand that our references need to complete and submit the PPQ, Attachment 8, directly back to the government, it is unclear why we need to “send” the FACTS Sheets to our references since we will be completing the entirety of the document. Can you confirm that offerors are only required to send the PPQ, Attachment 8, to project references?

Answer Corrected Para 4.2.2 to “A FACTS Sheet is provided with the solicitation for Offerors to send a maximum of five (5) references/projects of their choice”. FACTS Sheets are to be submitted in your proposal and doesn’t have to be submitted to project references.

Question #22 (Section L – Para 4.3.2) Section L, paragraph 4.3.2 provides directions for completing the Pricing Worksheet (Attachment 6) but also references “ The total price proposed on the Offer Schedule is the price that shall be honored by the Offeror who is awarded the resultant task order.” Is the Pricing Worksheet (Attachment 6) also considered to be the Offer Schedule? If not, can you please provide additional direction on what should be completed to satisfy the Offer Schedule requirement?

The pricing schedule is included in the Statement of Work Attachment G, these are your totals for the pricing worksheet (Attachment 6) shows a breakdown of your offer. Both must be completed and submitted in Volume III of the proposal.

Question #23 (Section L – Para 4.3.3) Section L, paragraph 4.3.3 requires the completion of fill-in and certifications in Section F through K; however, Table 1 provided under Section L, paragraph 6.1 (page 5) does not clearly indicate where these documents should be included within Volume III. Should these pages be included under an additional Tab (e.g. Tab 4)?

Answer Added new Tab to Proposal Organization Table. Place in Volume III, Tab 4: Fill in sheets from Section F-K.

Question #24 (Section L – Para 7.3) Section L, paragraph 7.3 requires bonding capacity documents according to FAR 52.228-1.

Based on the response to Question #15, it seems that a bid guarantee is required for the Seed Project. Since offerors are allowed to submit proposals electronically, is it acceptable to submit a digital scan of the bid guarantee? If not, please provide direction on submission of the original bid bond in hard copy to include the timeline for submission after the proposal due date. In other words, will offerors be allowed to submit the original bid bond within two business days of proposal submission?

Answer It is up to the Offeror how they are going to submit their bid. There is no requirement to submit a separate bid guarantee outside of your proposal package. All documents must be submitted on time, prior to proposal closing date and time.

Question #25 (Section L – Para 6.2.1) Section L, paragraph 6.2.1 requires pages to be numbered sequentially by volume. Please confirm that documents excluded from the page limitation (e.g., cover pages, table of contents, etc.) should still be numbered sequentially with the required contents of each volume?

Answer As per Section L, Paragraph 6.3, Cover page, Table of Content, List of Table or Figure, and the List of Appendices are not included in the page count and do not need to be numbered.

Question #26 (Section L/M – Para 4.1.4) Section L, paragraph 4.1.4 shows the title of Subfactor 4 as “Seed Project Quality Control/Safety Plan and Certifications.” However, Section M, paragraph 2.2.4 only references the Quality Control Plan and not Safety Plan and Certifications in the title of Subfactor 4. Based on the Measure of Merit listed in paragraph 2.2.4.1, please confirm that offerors are not required to provide Safety Plan and Certification information to receive an Acceptable rating for Subfactor 4.

Answer Subfactor 4 in Section M has been corrected to match Section L, additional information has been provided in L and M to clarify information requested.

Question #27 (Section L, Instructions, Conditions, and Notices to Offerors, page 5, 6.

Proposal Organization/Limits/Distribution, Table 1 Proposal Organization, Volume III Price and Administrative Documents: Tab 1 Pricing Worksheet) Are we to complete the form with our numbers and data and then safe to a pdf so it can be combined into the Volume III PDF for electronic submission or do we Send the Excel form itself as a separate attachment since an excel cannot be combined into a PDF bundle without converting it to PDF?

Answer The Pricing Worksheet must be submitted in Excel as provided. The excel worksheet maybe be a separate attachment since it cannot be combined with other PDF documents.

Question #28 (SOW Page 3, Section 4, Para 4) Are only NEW interior walls to be STC-55, or are all interior and exterior walls to be updated to meet STC-55?

Answer No, it is not possible to achieve STC-55 on interior walls framed with 3-5/8” framing at 16” o.c.

It is the Government’s intent to maximize available STC using 5/8” Gyp Bd, sound attenuation batt insulation, acoustic sealant at top and bottom of gyp bd to floor and deck, each side. Also stagger wall penetrations so only there is one penetration per stud cavity. Ensure all partitions extend to ceiling. Acoustic baffles would not be required for most wall penetrations.

Question #29 (SOW Page 4, Section 8.6.1) Please advise if RF filters are required. If so, please provide perimeter wall locations.

Answer RF Shielded areas will not be recertified in this facility. RF Filters would not be required.

Question #30 (SOW Page 3, Section 4, Para 4) What is the STC requirement for the exterior windows on the first and second floor of Bldg.

6030A?

Answer STC requirements woud only be relevant for new window installation. Existing windows to remain would not need to be modified.

Question #31 (SOW Page 3, Section 4, Para 4) Is there any STC requirements in the vestibule between building 6030A and 6030B?

Answer SOW 4.4 sets minimum STC ratings for NEW walls. SOW 4.5.29 provides requirements for existing wall, floor and ceiling openings. SOW 4.5.14 provides requirements for existing exterior wall insulation.

Question #32 (Drawing 5) Please confirm that no scope is required in the connecting corridor between Bldg. 6030A and 6030C?

With the exception of designing and constructing a new entrance to 6030C, which will affect the connecting corridor, the SOW makes no references to new work in the connecting corridor.

Question #33 (SOW Page 5, Section 4, Para 5.14) Please confirm if the exterior wall insulation is required for all exterior walls of Bldg. 6030A, 6030A 2nd floor, 6030c?

Answer All exterior walls are to receive additional exterior wall insulation, as required by SOW 4.5.14.

Question #34 (SOW Page 18, Section 9, Para 3) SOW asks to reduce slope of the concrete walkway connector between Bldg. 6030A and 6030C.

Is this scope in relation to the ramp outside of the south end of the enclosed connecting corridor or is the enclosed connecting corridors foundation sloped and the foundation slope needs to be reduced? Please clarify scope?

Answer The concrete walkway referenced is part of the new entance at the east end of the 6030A-6030C connector. Refer to SOW 3.1.2

Question #35 (SOW Page 11, Section 6) Please confirm if DDC system is required for the existing mechanical system that is remaining in Bldg. 6030C?

Answer A BACNet DDCS is required for complete HVAC System Control and monitoring of the HVAC equipment and utilities. The Existing Siemens BACNet system should be adequate; and expanded as necessary to provide control and monitoring of any new equipment.

Question #36 (SOW) Please confirm is Commissioning is required and if so, for what systems?

Answer Refer to Addenddum 1 for spec section 23 08 00 Commissioning. See also SOW spec section 23 09 23.

Question #37 (SOW) Please confirm if Commissioning and TAB is required for one or both of the mechanical systems in Bldg. 6030A and 6030C?

Answer Both Commissioning and TAB are required for the mechanical systems in 6030A and 6030C.

Question #38 (SOW Page 5, Section 4, Para 5.14) If exterior insulation is to be placed on interior side of exterior wall, is the government’s intent for it to be a continuous envelope? This would be an issue with the many existing interior partitions that tie into exterior wall.

Answer It is not possible to create a continuous envelope without extensive demolition. The intention of the added insulation is to provide a higher level of energy efficiency to an older building, to reduce energy usage in general. The added insulation will be broken up by the “Z” furring channels and any existing interior partitions scheduled to remain. We are attempting to improve the existing condition.

Question #39 (SOW) Please confirm if there are any air barrier requirements for this project?

Answer Not sure in what context the term “air barriers” is being used. But don’t know of any special needs for any type of barrier unless intended to be used during construction.

Question #40 (SOW Page 15, Section 8, Para 6.1) Please confirm if the intent is to have Main Electrical Room shared with Mechanical Room on the first floor of Bldg. 6030A?

Answer The existing Electrical and Mechanical Rooms are shared spaces in most facilities at Dyess. The Mechanical Room in 6030A will be expanded; and the Service Entrance and Distribution Panels will be relocated in that Room for better access and to meet NFPA required clearances.

Question #41 (SOW) Please confirm location of CPT Area and its function?

Answer CPT area is the Cockpit Procedures Training area in 6030A on the first floor where the cockpit simulators are.

Question #42 (SOW Page 16, Section 6, Para 8.2) For bidding purposes, how many outlets does the government estimate need new circuits as a result of nuisance tripping issues in Bldg. 6030C?

Answer The revised furniture plan will require reconfiguration of the receptacles for desktop equipment.

The using organization will provide a list of existing and/or proposed new electronic equipment that should include electrical requirements.

Question #43 (SOW Page 20, Section 11, Para 3) For bidding purposes, how many data drops does the end user anticipate according to the conceptual furniture plan provided by the government?

Answer The revised furniture plan will require reconfiguration of the receptacles for desktop equipment.

The using organization will provide a list of existing and/or proposed new electronic equipment that should include electrical requirements.

Question #44 (SOW Page 20, Section 11, Para 5) SOW mentions providing Access Control System and Intrusion Detection System rough-ins in Room 100 for duress buttons within a secure space. Can the government indicate where Room 100 is and where the secure space is located and its perimeter?

Answer There is to be a new egress door installed in the NE corner of the CPT area o the first floor of 6030A. This new door is the only door that should require access control and IDS with Duress buttons.

Question #45 (SOW Page 20, Section 11, Para 5) Can the government define the meaning of secure space as mentioned above?

Answer Secure Space generally refers to a room that is certified to secure and store classified information.

Question #46 (SOW Page 20, Section 11, Para 5) Can the government provide rough-in requirements for the selected Electronic Security System?

Answer Generally, there is a j-box adjacent to the door strike in the wall, one above the door, one in the ceiling near the center of the space, conduit with pull-string provided to all three locations, as well as from the ceiling jbox to the security system’s control panel, usually mounted in a remote location. However, I know of no reason that the existing Monaco Intrusion Detection System would not be adequate, be recommissioned, and be reused.

Question #47 (SOW Page 3, Section 4, Para 4) SOW mentions all interior walls to be STC-55. Is there any STC requirements for the floor/ceiling assemblies between the first and second floor of Bldg. 6030A?

Answer STC ratings shall apply only in areas of new construction, unless noted otherwise.

Question #48 (SOW Page 4, Section 21.1) It is indicated furrings on existing walls are to be designed for an STC of 55 or greater. Can the assumed STC rating of the exiting wall to be furred be inclusive of the furring rating to make a composite STC of 55 or greater?

Answer No, it is not possible to achieve STC-55 on interior walls framed with 3-5/8” framing at 16” o.c.

It is the Government’s intent to maximize available STC using 5/8” Gyp Bd, sound attenuation batt insulation, acoustic sealant at top and bottom of gyp bd to floor and deck, each side. Locate, detail, & stagger duct & conduit penetrations, outlet boxes, & intersections to reduce transfer of sound. Contractor shall infill existing openings to limit the transfer of sound. Ensure all partitions extend to ceiling. Acoustic baffles would not be required for most wall penetrations.

Question #49 (SOW Page 4, Section 21.1) Should not "UFC 3-101-01 CH5 Architecture" be a referenced Criteria?

Answer Yes, UFC 3-101-01, most recent edition, should be included in referenced criteria, Dyess AFB may have local changes that modify the UFC.

Question #50 (SOW) Please advise if RF shielding is required?

Answer No new RF shielding is anticipated. I know there is shielding in 6030B and believe there is existing shielding in 6030A that should appear on original construction drawings. I don’t think there are any additional requirements. But this is a question for the users.

Question #51 (SOW) Please advise if the design needs to meet ICD 705 design requirements?

Answer Areas within the facility will need to conform to ICD/ICS705 requirements.

Question #52 (SOW) Please provide the amount of comm networks to each desk?

Answer The revised furniture plan will require reconfiguration of the receptacles for desktop equipment.

The using organization will provide a list of existing and/or proposed new electronic equipment that should include electrical requirements.

Question #53 (SOW) Please provide the equipment heat loads for the occupants.

Answer The number of occupants can be be provided to us by the users. The occupant heat load should be based on sedentary working operations in the facility.

Question #54 (SOW) Please advise if the building has a secure perimeter?

Answer Yes, specific areas within the building will have secure perimeters.

Question #55 (SOW Page 4, Section 4.5.21) Please provide quantities for the self-leveling cementitious topping needed?

Answer Refer to SOW.

Question #56 (SOW Page 4, Section 6 of 11) The drawings show several folding partitions. Please advise on the STC rating for the partitions.

Answer UFC 3-101-01 specifies STC ratings for partitions in secure areas to meet the requirements of

ICD/ICS 705.

Question #57 (SOW Page 4, Section 6 of 11) The drawings show several folding partitions. Please advise if these are overhead partitions and if structural support steel is required?

Answer This will be determined by the folding partition selected. Refer to manufatcurer’s recommendations and structural engineer of record’s calculated requirements. The folding partition must meet ICD/ICS 705 requirements.

Question #58 (SOW Page 4, Section 11.3) Please provide networks and where they will be running so cable tray quality and length can be determined.

Answer The layout of the existing communications cabling should be investigated as part of the Design Build Survey. The functional operations and communications requirements should not change.

Question #59 (SOW Page 4, Section 11.2 & 11.4) Section 11.2 states “full IT/Telecomm design package” however, 11.4 states “Provide pull string for all conduits and rough-ins.” - where design is not needed but coordinated with the end user.

Please advise if the contractor needs to provide design?

Answer If I understand this question properly, there will likely be raceways with pull strings required for unspecified or future use. The size and routing will be provided by the using organization; and should require no design other than layout and presentation on the design drawings.

Question #60 (Attachment 8 Page 1) If Offeror has been issued a CPARS, CCASS, ACASS evaluation is the offeror required to submit a PPQ. The government will not fill out a PPQ if they have already provided an evaluation.

Answer The Government may but is not required to pull all CPARS, CCASS, ACASS evaluations. In accordance with Section L Para 4.2.3 the Offeror shall submit PPQs to those agencies responsible for the administration of the identified project in the FACTS Sheet.

Question #61 (SOW Page 18, Section 9, Para 4) Please advise a count and location of portable fire extinguishers that the Dyess AFB Fire Department shall request for pricing purposes.

Answer Fire extinguishers shall meet the quantities required by NFPA 101, IBC, and any applicable UFC. Refer to SOW 9.1. New carbon dioxide portable fire extinguishers and cabinets with minimum rating of 10B:C were provided as required in the computer area and other areas of the facility. The number and locations of the portable fire extinguishers can be found on drawings for FNWZ 10-0095.

Question #62 Drawing Sheet 4 of 11 shows the vault door to remain, please confirm. If replaced, please provide pricing information.

Answer Correct, vault door is to remain.

Question #63 (SOW, Section 6) On Sheet 6 of Attachment 4 of the RFP: The Existing Heritage Room in our opinion is an assembly area < 300 occupants and is more than 10%of the building area is a mixed-use occupancy. The occupant load for this room (@ 15 sq. ft. per person) is 81. This would require 2 exits more than the one half the diagonal of the room and doors to swing in the direction of travel. Will the conceptual drawings be modified to show compliance with the NFPA/ICC code?

Answer This is a design build project, concept drawings are just that… conceptual. Any modifications required as a result of the code analysis must be made to ensure compliance to the building code and life safety. The concept drawings will not be modified, but the changes will be reflected in the design documents provided by the designer of record.

Question #64 (SOW, Section 6) On Sheet 6 of Attachment 4 of the RFP: The Existing Heritage Room if the Government confirms it is a mixed occupancy, will it require a one-hour separation. In the as-built drawings this area was not a meeting room but a Contractors Office. Will this require the DB Contractor to upgrade the walls to an one hour fire assembly?

Question #67 (SOW Page 3, Para 4.4) "New gypsum board walls & furring on existing walls shall be designed with a Sound Transmission Class (STC) 55 or higher rating. Locate, detail, & stagger duct & conduit penetrations, outlet boxes, & intersections to reduce transfer of sound. Contractor shall infill existing openings to limit the transfer of sound." Some new walls & furrings that are indicated in the SoW Drawings are in/or bounding toilet areas. Is it the intent to have those walls meet an STC of 55? This could have a detrimental effect on the cost. Please identify those partitions that require this level of sound isolation. This also appears to be in conflict with drawing number 6 and 7, General Notes 2. that states "NEW WALLS TO MATCH EXISTING WALLS

CONSTRUCTION WHICH IS 3-5/8" (MIN.) METAL STUDS AT 16" O.C. WITH 5/8"

GYPSUM BOARD ON BOTH SIDES, PAINTED DB CONTRACTOR TO VERIFY FIRE

RATINGS AND REQUIRED WALL ASSEMBLY, INCLUDING DOOR AND DOOR

HARDWARE ASSEMBLY AND RATINGS.

No, it is not possible to achieve STC-55 on interior walls framed with 3-5/8” framing at 16” o.c.
