BACKGROUND: The Defense Threat Reduction Agency (DTRA) Chief Information Officer (CIO) is responsible for providing Agency-wide information management services and support to the Agency, supporting in excess of 2,500 customers Agency-wide, and utilizing Unclassified, Secret and Top Secret /Special Compartmented Information Networks world-wide.
Since September 11, 2001, DTRA's mission has evolved to a more complex and robust mission, that requires a more integrated approach to delivering IT. DTRA recently consolidated the majority of its personnel and IT infrastructure within the Defense Threat Reduction Center (DTRC) located on the Fort Belvoir military reservation. In addition to the DTRC, the CIO provides IT services to several smaller field offices in the National Capitol Region (NCR), the DTRA Albuquerque office and other CONUS and OCONUS sites.
REQUIREMENTS: DTRA intends to acquire services of an IT contractor that will become a performing partner for DTRA and the CIO, as well as an IT management team to support the CIO and the Agency's IT managers. The Agency needs a seasoned IT performer to focus on the integrated delivery of IT services and solutions supporting IT requirements across the Agency.
The Agency requires the provider(s) to integrate the current IT environment into a centrally managed enterprise system capable of providing 24/7/365 IT functional support to all DTRA facilities, both CONUS and OCONUS along with providing built-in capabilities to address future enhancement, modernization and technology changes.
Potential sources will be required to satisfy organizational conflict of interest requirements.
The following provides a list of IT capabilities that DTRA seeks to obtain. These capabilities need to be available to support all of the Agency's developmental, operational, and business system networks at all classification levels from Unclassified to TS/SCI.
