Q# Question Answer
1 It appears that C006 is a duplicate of C005 and C007 is a duplicate of C004. Is this true?
Amended CDRLs will be posted
2 C005 & C007 references CDRL A018 which doesn't exist. Do they mean A008? Amended CDRLs will be posted
3 Section L.6.1 says In accordance with FAR 15.403-1(b) and 15.403-3(a) and as detailed below, information other than cost or pricing data is required. However, if after receipt of proposals it is determined that adequate price competition does not exist, cost or pricing data shall be required (FAR 15.406-2). Then in Section L.6.2, L.6.5, L.6.6 and L.6.7 there is reference to cost or pricing information and supporting data. Can the Government please clarify if Cost or pricing data is required for the prime and its subcontractors?
Certified cost and pricing data is not required with proposal submission. The Government requires a cost proposal for each of the three task orders. See FAR 15.403 for the difference between cost and pricing data and information other than cost or pricing data.
4 Given the contract type of the task orders (CPFF), does the customer expect to be billed by the Labor Category Rates? If no, and given the contract type (CPFF), can a labor category have multiple rates? Or can an average rate per each task order be presented for the same labor categories?
The Government expects to be billed in accordance with the offeror's approved cost accounting system. The Government will not constrain the methodology by which the offerors construct their rate structures.
5 If the contract type for future task orders is different from Task Orders 1, 2 & 3, will the contractor be able to adjust labor rates to cover contractor’s increased risks inherent in a FFP or T&M type contract?
Rates for non-CPFF task orders will be negotiated as new task orders arise.
6 If T&M or FFP task orders are asked for, will the customer provide detail education and work experience qualifications?
T&M is not an available task order type under this contract. The Government may provide specific education and work experience qualifications, as requirements dictate, in future task orders.
7 Whom from DTRA will have authority of each individual Task Order and the Master
ID/IQ?
The Contracting Officer shall maintain full authority.
8 There are two sets of CDRL Transition Plans and Communications Plans in Task Order 3: C004 – C007. C005 indicates it is dependent on a non-existent CDRL, A018. Please clarify.
Amended CDRLs will be posted
Q# Question Answer
9 Reference section L.5.3, Volume IV, Section 2, Present and Past Performance Information, Paragraph 2, states - "Each offeror is requested to submit the information shown in Attachment L-1 for each relevant contract ten (10) calendar days prior to the date set for receipt of proposals.” Is the government requesting early submission of the entire Volume IV, Present and Past Performance Information, or only the Attachment L- 1s? If only the Attachment L-1s are being requested, what is the government’s desire for this submittal in terms of a cover letter/transmittal document, binding of the documents, etc.?
The Government requests only the L-1s be submitted 10 days prior to the proposal due date. However, submitting the L-1s early is not a requirement. The remainder of Volume IV is due by the proposal submission date. L-1s submitted early should have a simple cover letter identifying the offeror and number of L-1s included.
10 In the Task Order 1 SOO, Sub Task 1 – Enterprise IT Services, section 5.1.1.7 indicates the requirement to propose a Help Desk Management and tracking system and implement within the transition period, which is 60 days in duration. Later, in section 5.3.4, 5th bullet, it indicates “no later than one month after contract award.” Please clarify.
Section 5.3.4 is a 30-day requirement. The Government desires the successful offeror to run the help-desk system (as proposed) for a minimum of 30 days prior to assuming full operational responsibility (i.e. end of 60-day transition period).
11 Will the government allow a two page introduction to the Past Performance Volume? No. The offeror is permitted five pages for the roadmap to allocate as necessary.
12 Reference Section L.1.2.2 Official DTRA Addresses in the National Capital Region (NCR), will the government allow delivery via Commercial Courier Services, such as (e.g. Hot Shot)
Yes. However, courier services need to be aware of requirements to access Fort Belvoir for delivery.
13 The National Defense Authorization Act for Fiscal Year 2008 – SEC 843 – Enhanced Competition Requirements for Task and Delivery Order Contracts was signed by the President 28 January 2008. One of the elements included in this Act was a limitation on single award contracts. As such, no task or delivery order in an amount estimated to exceed $100,000,000 (including all options) may be awarded to a single source unless the head of the agency justifies in accordance with the provision. SEC 843 becomes affective on 28 May 2008. Will this new provision effect the current solicitation?
No.
14 Section M appears twice in the solicitation. Which version should be deleted? The corrected RFP will be posted.
Q# Question Answer
15 Can the Government shed any light on the length of time anticipated between the Award Announcement and Contract Start Date (the effective start date of the Task Orders)?
The Government anticipates a contract and task order(s) start date within one week of award announcement.
16 Regarding the present DTRA IT environment, how many TBs of data are on each network, Unet, Snet and Tnet?
Any technical information or system-specific information the Government has chosen to release has been included in the Information Technology (IT) Infrastructure/Information Disc.
17 Regarding the issue of System Backups: (a) How much data is backed up each night? (a) How much data is backed up each night?
Any technical information or system-specific information the Government has chosen to release has been included in the Information Technology (IT) Infrastructure/Information Disc.
18 Regarding the Mainframe Support: (a) Is there a scheduling package available and in use today? If so, what is it? (b) How many batch jobs are run monthly? (c) Is the environment JES2/JES3?
Any technical information or system-specific information the Government has chosen to release has been included in the Information Technology (IT) Infrastructure/Information Disc.
19 Reference page 62 – Clause 252.230-9000 requires that a CASB-CMF form be submitted as part of the cost volume. The outline for Volume V does not show where this form should be included. Please clarify in which section of the cost volume this form should be included.
Volume V, Section 5.
20 Section L.6.3, "Cost Narratives (Volume V, Sections 1.0, 2.1, 3.1 and 4.1)" requires the offeror to provide a response to paragraphs L.6.3.1 Assumptions, L.6.3.2 Inconsistencies, L.6.3.3 GFP, and L.6.3.4 Contractor Systems. Does the government want a response to all of those paragraphs, including L.6.3.4 Contractor Systems, in each section 1.0, 2.1, 3.1 and 4.1 or just in Section 1.0?
The Government requires a response to all these paragraphs in each section. If not applicable or completely repetitive with an earlier section, so state.
21 Regarding the delivery instructions, the Final RFP states, in relevant part, at L.1.2.2: If mailing via USPS, offerors are cautioned to allow 1-2 days for processing and delivery of all proposal information to the designated office after it has been received at the DTRA mailroom. If a proposal packet is sent via NON – USPS means, is there still a DTRA organizational processing and delivery delay involved?
No.
Q# Question Answer
22 When reviewing Government Question #118, regarding GFE Equipment (tools and supporting infrastructure), we assume the Service Provider will only provide pricing for the new and innovative solutions recommended in the proposal and not include pricing for the already existing maintenance, warranty and O&M costs since we were not provided that information? Please confirm.
Correct.
23 In providing innovative solutions, we assume the existing server rooms have the appropriate rack space, floor space, and facility support (electrical, HVAC, etc.) if incidental equipment (like additional servers) is required?
Offerors should propose their best solution based upon the information provided in the Information Technology (IT) Infrastructure/Information Disc, using that information as a baseline for any innovation.
24 In regard to Paragraph, L.5.3 Each offeror is requested to submit the information shown in Attachment L-1 for each relevant contract ten (10) calendar days prior to the date set for receipt of proposals. Failure to submit early proposal information will not result in offeror disqualification.
Does the Government require all of Volume IV information to be submitted 10 days prior to proposal due date or only the L-1 attachment forms?
If only the L-1 Attachments forms are required, can these be sent to the Contracting POC via email method?
The Government requested only the L-1s be submitted 10 days prior to the proposal due date. However, submitting the L-1s early is not a requirement. The remainder of Volume IV is due by the proposal submission date. L-1s submitted early should have a simple cover letter identifying the offeror and number of L-1s included. The L-1s cannot be submitted via email.
25 If a future task order is not CPFF/CPAF, will the offeror’s initial rate list be used again for future task orders?
Rates for non-CPFF task orders will be negotiated as new task orders arise.
26 If a future task order is CPFF/CPAF, will the offeror’s initial rate list be treated as ceiling rates for future task orders?
The CPFF rates proposed for T.O. #1, #2, #3 will be utilized for any future CPFF task orders.
27 Does the Government require a cost build up from each subcontractor? No, offeror should provide subcontractor labor rates and overall subcontractor cost.
28 The data requested in Section L.6.3.4 is considered to be proprietary. Can the subcontractors for each team separately submit their pricing information directly to the government in a sealed package?
L.6.3.4 will be amended to remove the requirement for contractor systems information from team members. This requirement only applies to the prime contractor.
Q# Question Answer
29 Section L.6.4 asks the offeror “to provide a complete list and description of proposed labor categories”, however the descriptions are not mentioned in Section L.6.2 – Volume Organization. Can the Offeror provide these descriptions directly following the Labor Category and Rate List?
Yes.
30 To assist in the evaluation process, can a compliance matrix be provided and considered outside the page count?
All the material the Government has requested is listed in Section L.
If offerors wish to submit a "compliance matrix", it must be done within the page count limitations identified in Section L.1.2.
31 Data Item No. C004 and C007 both define the requirements for the Information Technology Enterprise Architecture (ITEA) Transition Plan. They are essentially the same except for the date of first submission (12 MACA for C004 and 18 MACA for C007). Should one of these two Data Items be deleted?
Amended CDRLs will be posted.
32 Data Item No. C005 and C006 both define the requirements for the Information Technology Enterprise Architecture (ITEA) Communications Plan. They are essentially the same except for the date of first submission (90 days ACDRL18 for C005 and 6 MACA for C006). Should one of these two Data Items be deleted?
Amended CDRLs will be posted.
33 The date of first submission for Data Item No. C005 is tied to CDRL A018. There is no Data Item A018. Is the intended reference C004?
Amended CDRLs will be posted.
34 This section requires the offeror to provide “a list of deliverable documents with a corresponding schedule of delivery. Will the Government consider the list to be included as part of the PWS/SOW for each Task Order rather than as part of the Task Order Narratives? This provides more space for narrative content and places the deliverables list and schedule with the associated PWS/SOW, for ultimate placement in the contract.
Alternately, will the Government consider exempting this list from the 20-page limit for the narrative?
The requirement for "a list of deliverable documents with a corresponding schedule of delivery" will be removed from Section L.4.3.
Q# Question Answer
35 In this section of the RFP, it states that “Each offeror is requested to submit the information shown in Attachment L-1 for each relevant contract ten calendar days prior to the date set for receipt of the proposal.” Thus, this information is due April 25 by our calculations. Does the Government wish for us to submit all of Volume IV at this time or just L-1 forms, and the remainder of Vol IV on the proposal due date of May 5?
The Government requested only the L-1s be submitted 10 days prior to the proposal due date. However, submitting the L-1s early is not a requirement. The remainder of Volume IV is due by the proposal submission date.
36 There is no stated due date for the questionnaires to be received by the Government.
Please provide a due date for receipt of the completed questionnaires from our past performance clients.
There is no due date. However, ideally they will be returned to the Government by May 5.
37 Pages 80 through 84 provide Section M. Pages 85 through 90 provide a second version of Section M. Although nearly the same, there are differences in paragraphs M.2.1.2, M.2.2.3, M.2.2.4, and M.2.2.5. Which version is applicable?
The corrected RFP will be posted.
38 Our company currently holds a secret security clearance. We have been sponsored for security clearances in the past by U.S. Government agencies so my question is whether or not DTRA would sponsor top secret clearance applications for the awarded company and/or companies.
No. The contractor shall have final Top Secret Facility Clearance per Section L.2.5.5 prior to submission of proposal.
39 Is the preference of the CIO to document the “strategy” for the organization or to build DoDAF (architecture) artifacts, i.e. document the EA?
The CIO requires both to develop an actionable architecture.
40 How many segment (component) architectures currently exist in DTRA? The Government does not currently have segment architectures.
The successful offeror will be expected to help define our segments and segment/component architectures.
Q# Question Answer
41 L.6.1 (PG 76) states: All information relating to the proposed cost and price, including the required supporting documentation must be included in the Cost Volume (Volume V). Under no circumstances shall this information and documentation be included elsewhere in the proposal. L.2.5.9 (PG 72) Small business Commitment Template requires the completion of Attachment S-1. The subcontracting plan, and attachment S- 1, are in Volume I. Attachment S-1 requires the Total Contract Value proposed in dollars as well as the breakout of work between SB and SDVOSB. Is it the government’s intension for Attachment S-1 to be included in Volume I?
Yes. Section L.6.1 will be modified.
42 L.1.3.5.1 states that "Pages shall be numbered sequentially by Volume". Vol I - Proposal/Contract Documentation and Vol V - Cost Proposal are both unlimited in page limit. Regarding Volume 1 and Volume V, may Contractors be permitted to page number by section?
Pages shall be numbered sequentially for volumes II, III and IV.
Volumes I and V may be numbered at the contractors discretion.
Section L.1.3.5.1 will be modified.
43 L.6.3 – Cost Narratives have a requirement for a cost narrative consisting of: L.6.3.1 Assumptions, L.6.3.2 Inconsistencies, L.6.3.3 GFP/GFE, L.6.3.4 Contractor Systems L.6.3.4.1 Estimating System L.6.3.4.2 Purchasing System L.6.3.4.3 Accounting System L.6.3.4.4 Compensation System The above requirement is for Section 1.0, the overall cost narrative; and Sections 2.1; 3.1; 4.1 for Task orders 1, 2, and 3 respectively. Including Contractor Systems in Task Orders 1, 2, and 3 and would be repetitive with material presented in Overall Cost Narrative Section 1.0. Would the government consider allowing L.6.3.4 Contractor Systems (L.6.3.4.1 Estimating System; L.6.3.4.2 Purchasing System; L.6.3.4.3 Accounting System; and L.6.3.4.4 Compensation System) only in Section 1.0?
The Government requires a response to all these paragraphs in each section. If not applicable or completely repetitive with an earlier section, so state.
44 This offeror assumes that Interim Secret clearances are acceptable in relation to the Government’s answer to question 31 from the earlier released Q&A: “Any employee who has access to a DTRA system or who requires regular access to a DTRA facility is required to at minimum have a Secret clearance.” Is our assumption correct? If no, please clarify.
Your assumption is correct. Interim personnel security clearances are acceptable.

L.6.3 – Cost Narratives have a requirement for a cost narrative consisting of: L.6.3.1 Assumptions, L.6.3.2 Inconsistencies, L.6.3.3 GFP/GFE, L.6.3.4 Contractor Systems L.6.3.4.1 Estimating System L.6.3.4.2 Purchasing System L.6.3.4.3 Accounting System L.6.3.4.4 Compensation System The above requirement is for Section 1.0, the overall cost narrative; and Sections 2.1; 3.1; 4.1 for Task orders 1, 2, and 3 respectively.
This offeror assumes that Interim Secret clearances are acceptable in relation to the Government’s answer to question 31 from the earlier released Q&A: “Any employee who has access to a DTRA system or who requires regular access to a DTRA facility is required to at minimum have a Secret clearance.” Is our assumption correct? If no, please clarify.
Your assumption is correct. Interim personnel security clearances are acceptable.
