Information Technology Enterprise Architecture and Solutions Support to the DTRA Chief Architect

Task Order Three Statement of Objectives

March 17, 2008

1.0 BACKGROUND

The Defense Threat Reduction Agency (DTRA), hereinafter is referred to as “Agency”, is involved in an ongoing effort to develop and maintain an Information Technology Enterprise Architecture (ITEA). DTRA IT Capital Planning and Investment Control (CPIC), IT Portfolio Management, Net-Centric Transformation, Planning, Programming, Budgeting, and Execution (PPBE), Knowledge Management Transformation, and IT Acquisition decisions are based on authoritative data and information derived from the ITEA. The ITEA provides the "roadmap" for aligning Information Technology planning and resources with Agency mission, business and campaign goals and objectives to enhance mission effectiveness.. The ITEA ensures DTRA is aligned with DoD’s Global Information Grid Architecture, Net-Centric service strategy goals, Integrated Segment Architectures, Service Oriented Architecture (SOA), and 5 year IT Infrastructure Line of Business (ITI LOB) Optimization Plan, as well as IT/Information Management policy and guidance.

The ITEA consists of tools, data/information, and processes that can be used for management decision making. DTRA has created the initial framework of the ITEA consisting of DoD and DTRA-unique architecture products and utilizing best practice processes found in the architecture efforts of other Federal agencies and published guidance.

3.0 OVERALL OBJECTIVE

The objective is to address the need for strategic management of Information Technology (IT) as well as high-level planning, solutions development, and implementing and engineering review activities. It provides for IT Architecture and IT Solutions and Implementation activities supporting the DTRA Chief Architect in the Office of the Chief Information Officer (CIO). This resource is required to seamlessly bridge the Agency’s developmental IT efforts and initiatives with the operational requirements and environments within DTRA.

4.0 SPECIFIC OBJECTIVES

4.1 Information Technology Enterprise Architecture Program Support

Provide support for an Information Technology Enterprise Architecture (ITEA) development and maintenance to include creating actionable ITEA transition plans. DTRA’s ITEA efforts are focused on information technology improvements and new capabilities to support changing or growing missions for reducing the threat from weapons of mass destruction. The contractor is expected to:

4.1.1 Provide innovative, actionable and accessible EA in support of the Chief Architect to oversee, guide and manage an ITEA program for DTRA.

4.1.2 Develop and/or update, maintain EA program management plans, modernize/transformation strategies, ITEA guidance documents, transition plans, data standards, communications plans, performance metrics, presentations, and other ITEA program support documents.

4.1.3 Document “As-Is” and “To-Be” architectures utilizing the current/latest version of the DoD Architectural Framework (DoDAF) views and DTRA-specific architecture artifacts.

4.1.4 Review, analyze, and assess architecture documents and plans submitted by DTRA mission area enterprises that segment component architectures and provide timely feedback on compliance to the ITEA.

4.1.5 Federate or integrate segment architectures from various DTRA elements into the DTRA

ITEA.

4.1.6 Develop, update, and/or maintain an innovative DTRA architecture database and repository that is compliant with DoD Net-Centric Services Strategy goals. Make recommendations on automated tools to manage the DTRA ITEA.

4.1.7 Provide guidance and assistance to other elements in DTRA developing or maintaining their segment architectures that are compliant with DoD Segment Architecture guidance.

4.1.8 Coordinate with, verify and validate Agency-wide Information Technology initiatives and its Solutions Development and Implementation activities to ensure they are in compliance with the ITEA.

4.1.9 Perform Annual Agency-wide EA program EA Assessments Framework utilizing OMB methodology adopted to measure EA value through all three phases of an IT’s life-cycle – architecture, invest, and execute.

4.1.10 Have proven expertise in DoD’s Global Information Grid (GIG) architecture development including Net-Centric services, strategy, goals, objectives and incorporate appropriate requirements into the ITEA.

4.1.11 Review and provide comments and recommendations on DoD information technology-related activities (i.e. architecture, GIG, Net-Centricity).

4.1.12 Attend external meetings (with or without Government representative) to include travel to meet customers/key personnel and to attend conferences related to supporting architecture, standards, GIG/Net-Centric, and related information technology activities.

4.1.13 Make recommendations on industry best practices in architecture development and maintenance in order to enhance the DTRA ITEA program and to create business agility for both “As-Is” and “To-Be” architectures that focus on mission capabilities.

4.1.14 Design, plan, develop, and implement (a) Service Oriented Enterprise (SOE) practices,

(b) Service Oriented Architecture (SOA), program plan, roadmap, design, engineering processes, and best practices, as well as (c) Services Oriented Infrastructure (SOI) capabilities including technology, standards that enable collaboration of operational IT services that are compliant with DoD segment architecture requirements upon request of the government..
