DTRA Integration, Test and Experimentation Center (DITEC) Task Order Two
Statement of Objectives March 17, 2008
1.0 BACKGROUND
The DTRA Integration, Test and Experimentation Center (DITEC) provides a focal point for Information Technology (IT) innovation, providing IT expertise and technology-based information solutions to the Agency in support of its business and warfighting missions and its Enterprise IT infrastructures. The principle DITEC infrastucture consists of a distributed suite of systems, networks and applications at the Defense Threat Reduction Center (DTRC).
Components of the DITEC include the DTRA Experimentation Laboratory (DEL) and the Computational Multi-Physics Center (CMPC). Contractor resources provide the necessary engineering expertise to design/build, operate, manage, and provide enhancements for this infrastructure.

3.0 OVERALL OBJECTIVE
The objective of this task order is to provide the engineering resources necessary for the day to day operation, maintenance, troubleshooting, and enhancements to the DTRA Integration, Test and Experimentation Center, and its associated infrastructure. The DITEC provides full life-cycle support to other DTRA information systems, including Research and Development, Procurement and Operations and Sustainment phases.
4.0 SPECIFIC OBJECTIVES
4.1 System Engineering
4.1.1 System Engineering – Research and Development
4.1.1.1 Design and engineer a unified technology environment to support all developmental phases of the system life-cycle, including but not limited to, requirements definition, design, development, integration, prototyping and testing.
4.1.1.2 Engineer a flexible systems and network capability to support development, Test and Evaluation (T&E) and Certification and Accreditation (C&A) that can dynamically utilize or simulate any DTRA supported system or environment.
4.1.1.3 Research, evaluate, and recommend improvements that enhance system interfaces and connectivity to classified and unclassified enclaves, systems and/or databases.
4.1.1.4 Engineer standards-based technology solutions, following generally accepted best practices for systems engineering, in support of all DTRA Enterprises, campaigns and optional or newly defined mission requirements.
4.1.1.5 Design and develop state-of-the-art technologies and tools to assist in exercise, gaming or experimental environments.
4.1.1.6 Design and develop IT capabilities in support of the DTRA Operations Center and STRATCOM Center for Combating Weapons of Mass Destruction (SCC), including, but not limited to, enhanced situational awareness and emergency response command and control capabilities.
4.1.1.7 Evaluate, recommend and design research and development systems to support new and emerging codes, models and tools.
4.1.1.8 Evaluate, recommend and support current state-of-the-art computer simulation technology supporting the in-house physics-based computational science research group.
4.1.2 System Engineering – Procurement and Fielding
4.1.2.1 Implement uniformly designed standards-based technologies across the full spectrum of the Agency’s IT Enterprise.
4.1.2.2 Implement state-of-the-art technologies and tools to assist in exercise, gaming or experimental environments.
4.1.2.3 Implement IT capabilities in support of the DTRA Operations Center and STRATCOM Center for Combating Weapons of Mass Destruction (SCC), including, but not limited to, enhanced situational awareness and emergency response command and control capabilities.
4.1.3 System Engineering – Operations and Sustainment
4.1.3.1 Operate and Maintain unified technology environment to support all phases of the system life-cycle, including but not limited to, requirements definition, design, development, prototyping testing, deployment and maintenance.
4.1.3.2 Maintain a flexible systems and network capability to support development, Test and Evaluation (T&E) and Certification and Accreditation (C&A) that can dynamically utilize or simulate any DTRA supported system or environment.
4.1.3.3 Implement approved recommendations to enhance system interfaces and connectivity to classified and unclassified enclaves, systems and/or databases.
4.1.3.4 Operate and maintain IT in support of exercise, gaming or experimental environments.
4.2 System Integration
4.2.1 System Integration – Research and Development
4.2.1.1 Facilitate adequate stakeholder participation in the requirements development process, and provide timely IT products in support of the Agency's business and warfighting missions.
4.2.1.2 Perform systems integration for DTRA’s research or developmental IT-based initiatives, including those where there are multiple performers and/or developers. This may require integration of systems at geographically disparate locations (both CONUS and
OCONUS).
4.1.2.3 Define system and subsystem interfaces and develop complete architecture artifacts that are compliant with DTRA’s Enterprise Architecture (EA) for the DITEC infrastructure and all associated developmental projects or tasks.
4.1.2.4 Facilitate communication and collaboration between other system or subsystem developers to define and control interfaces and integrate development and testing schedules.
4.1.2.5 Provide T&E of IT-based solutions (both hardware and software) for operational deployment and in support Independent Verification and Validation (IV&V) efforts.
4.2.2 System Integration – Operations and Sustainment
4.2.2.1 Ensure stakeholder needs and requirements are met transitioning IT products from development environments to operational support of the Agency's business and warfighting missions.
4.2.2.2 Perform systems integration for DTRA’s operational IT-based initiatives where there are multiple performers, suppliers and/or developers. This may require integration of systems at geographically disparate locations (both CONUS and OCONUS).
4.3 Exercise and Experimentation Support – Research and Development
4.3.1 Provide dedicated IT-resources to the DTRA Experimentation Lab (DEL) and support for associated experiments and technology demonstrations.
4.3.2 Manage and coordinate the appropriate insertion of merging Agency technology-based solutions into exercises and exercise environments.
4.3.3 Identify measures of effectiveness and measures of performance that may be used to assess system utility and develop operational demonstration/transition plans and upon approval by the Government, implement these measures.
4.4 Exercise Support – Operations and Sustainment
4.4.1 Manage and coordinate the appropriate insertion of Agency technology-based solutions into exercise environments.
4.4.2 Identify measures of effectiveness and measures of performance that may be used to assess system utility and develop operational demonstration/transition plans and upon approval by the Government, implement these measures.
4.5 Information Assurance
4.5.1 Information Assurance – Research and Development
4.5.1.1 Perform all required accreditation steps to meet the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) requirement for new DTRA systems and applications.
4.5.1.2 Coordinate with and support DTRA Network Operations and Security Center (NOSC) to ensure all developmental DITEC systems are in compliance with DTRA and higher-echelon security guidelines, the Departmental Vulnerability Management System (VMS), Security Technical Implementation Guidelines (STIG), and Information Assurance Vulnerability Assessments (IAVA).
4.5.2 Information Assurance – Operations and Sustainment
4.5.2.1 Assist DTRA program managers in Certification and Accreditation (C&A) of existing DTRA developed toolsets, systems and technologies.
4.5.2.2 Evaluate the extent to which clients of the DITEC conform to required information security and information assurance requirements.
4.6 DITEC Administration – Research and Development
