L.1.2.2 Official DTRA Addresses in the National Capital Region (NCR)

Offerors are responsible for submitting proposals and any proposal modifications/revisions to the designated office by the date and time specified in the solicitation. Offerors may not HAND CARRY or HAND DELIVER proposals as they will not be accepted at the DTRC. Delivery to the addresses listed below is the only locations that constitute delivery of the official proposal. Failure to use the addresses listed below, including the point of contact and office symbol will result in delay in delivery.

Proposals received after this exact time will NOT be considered unless it meets one of the exceptions stated in Federal Acquisitions Regulation (FAR)52.215-1(c)(3).

DTRA has 2 official mailing addresses in the NCR. Due to heightened security measures, hand-carried proposals cannot be accepted, therefore offerors are to select one address below based on the method of mailing.

The official United States Postal Service (USPS) mailing address for DTRA:

Defense Threat Reduction Agency Attn: BE-BCBB/Temple Ferrell 8725 John J. Kingman Rd. Stop 6201 Fort Belvoir, VA 22060-6201

DTRA cannot accept packages delivered via commercial express and ground carrier to any address other than the one listed below. If mailing via USPS, offerors are cautioned to allow 1-2 days for processing and delivery of all proposal information to the designated office after it has been received at the DTRA mailroom. This mail processing delay is unavoidable, so offerors are encouraged to carefully select the mailing method to ensure timely receipt of proposals.

NOTE:

Mail sent without an office symbol may be misdirected within DTRA. Please use the most current office symbol assigned. If an office symbol changes during the term of this contract, the contracting officer may advise of this change via letter in lieu of a contract modification.

Refusal to provide a statement required by b. above, refusal to provide further relevant information required by the Contracting Officer, or the willful misrepresentation of any relevant information will result in disqualification of an offeror from further consideration for award of a contract under this solicitation.

d. Relevant information regarding possible organizational conflicts of interest will be considered as part of the review of proposals for award of a contract. Relevant information regarding each offeror will be analyzed by the Contracting Officer in accordance with FAR 9.5 in order to determine whether a potential conflict exists and if so, what actions are necessary to avoid or otherwise resolve the potential conflict.

e. The Contracting Officer will use all relevant information submitted by the offeror, and any other relevant information known to DTRA, to determine whether a potential conflict exists. If the Contracting Officer determines that a potential conflict exists, the offeror shall not receive an award unless the conflict can be avoided or otherwise resolved through the inclusion of a special contract clause or other appropriate means.

L.5.0 VOLUME IV– PRESENT AND PAST PERFORMANCE (FACTOR 5)

L.5.1 VOLUME IV ORGANIZATION

The volume shall be organized according to the following outline:

Table of Contents Glossary Section 1, Road Map

Section 2, Present and Past Performance Information, Form L-1

L.5.2 VOLUME IV, SECTION 1, ROADMAP

Many companies have acquired, been acquired by, or otherwise merged with other companies, and reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a "roadmap" describing all such changes in the organization of the Offeror for the past 5 years and also include a “roadmap” for all proposed team members. As part of this explanation, show how these changes impact the relevance of any efforts the Offeror identifies for past performance evaluation and performance confidence assessment. Since the Government intends to consider present and past performance information provided by other sources as well as that provided by the Offeror, these "roadmaps" should be both specifically applicable to the efforts the Offeror identifies and general enough to apply to efforts on which the Government receives information from other sources.

L.5.3 VOLUME IV, SECTION 2, PRESENT AND PAST PERFORMANCE INFORMATION (HDTRA1-08-

R-0001, Attachment Form L-1)

The offeror shall provide a maximum of five (5) relevant present and past performance references for the prime and a maximum of five (5) for each team member. Present and Past Performance Information shall include recent contracts that the offeror considers most relevant in demonstrating the offeror’s ability to perform the proposed effort. Include rationale supporting the assertion of relevance. For a description of the characteristics or aspects the Government will consider in determining relevance, see Section M.2.2.5, Factor 5: Past Performance.

For each Relevant Present and Past Performance reference, the offeror shall provide a Present and Past Performance Information Form (Attachment L-1). Each offeror is requested to submit the information shown in Attachment L-1 for each relevant contract ten (10) calendar days prior to the date set for receipt of proposals. Failure to submit L-1s early will not result in offeror disqualification.

In addition, offerors shall submit a consent letter, executed by each team member authorizing release of adverse past performance information to the offeror, so the offeror can respond to such information. For each identified effort for a commercial customer, the offeror shall submit a client authorization letter, authorizing release to the Government of requested information on the offeror's performance. These letters shall be submitted with Volume IV, Section 2.

However, they do not count against the page count limit identified in Table L.1-1.

L.5.4 PRESENT AND PAST PERFORMANCE QUESTIONNAIRE (PPPQ)

(HDTRA1-08-R-0001, Attachment Form L-2)

Each reference shall also be asked to complete a Present and Past Performance Questionnaire (PPPQ) (Attachment L-2). The responsibility to send out and track the completion of the PPPQs rests solely with the offeror. Completed PPPQs shall be either faxed to the Contract Specialist (CS) at (703) 767-4441 or emailed to: ITAT@acq.dtra.mil .

The offeror is responsible for ensuring the receipt of the PPPQs by contacting the CS identified in paragraph L.1.1.1 to confirm receipt. The questionnaires must be received directly from the offeror’s customer. Any questionnaires received from the offeror will not be considered.

L.6.0 VOLUME V – COST PROPOSAL (FACTOR 6)

L.6.1 GENERAL

The cost proposal should describe the costs associated with your company satisfying the requirements of this solicitation. These instructions are to assist the Offeror in submitting information other than cost or pricing data that is required to evaluate the reasonableness, realism and completeness of the proposed costs. Offers should be sufficiently detailed to demonstrate their reasonableness. The burden of proof of credibility of proposed costs and prices rests with the offeror.

Data beyond that required by this instruction shall not be submitted unless the Offeror considers it essential to document or support the cost position. All information relating to the proposed cost and price, including the required supporting documentation must be included in the Cost Volume (Volume V). With the exception of Attachment S-1, which is to be provided with Volume 1, under no circumstances shall this information and documentation be included elsewhere in the proposal.

In accordance with FAR 15.403-1(b) and 15.403-3(a) and as detailed below, information other than cost or pricing data is required. However, if after receipt of proposals it is determined that adequate price competition does not exist, cost or pricing data shall be required (reference FAR 15.406-2). The offeror shall provide current, complete and accurate cost or pricing data within the business days specified in the Contracting Officer’s request.

The Cost Narrative shall identify all assumptions derived by the Offeror relating to estimated cost and shall reference the applicable paragraph and page number in the overall and task order sections of the proposal that provides a corresponding discussion of the particular assumption.

L.6.3.2 Inconsistencies:

A cost proposal is presumed to represent an Offeror’s best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performances and cost, shall be explained in the cost narrative. For example, if the intended use of new and innovative techniques is the basis for an abnormally low or high estimate, the nature of these techniques and their impact on cost should be explained. Any significant inconsistency, if unexplained, which raises a question of the offeror’s fundamental understanding of the nature and scope of the work required may be grounds for rejection of the proposal or grounds for adjusting the probable cost. The burden of proof as to cost credibility rests with the offeror.

L.6.3.3 Government Furnished Property (GFP)/Government Furnished Equipment (GFE)

The cost narratives shall include a discussion of any GFP, GFE or base support that the offeror is assuming to be provided and timelines associated with receipt of GFP, GFE or base support.

Offeror responses to clarification requests, deficiencies identified, and the Final Proposal Revision (FPR), if any, will be considered in making the best value decision.
