About this opportunity

NASA's Goddard Space Flight Center is soliciting responses to a Draft Request for Proposal for the design, development, fabrication, integration, testing, and post-delivery support of Sounder for Microwave-Based Applications (SMBA) instruments under the Near Earth Orbit Network (NEON) program. The procurement seeks a contractor to develop up to eight SMBA Flight Model instruments, which are passive microwave radiometric sensors designed to collect hyperspectral atmospheric data across frequencies from 20-300 GHz for weather forecasting and climate monitoring applications. Key contract requirements include systems engineering, comprehensive environmental testing, mission assurance activities, software development, ground support equipment provision, and sustained engineering support through the contract period. The evaluation will employ a 1,000-point Mission Suitability scoring framework weighted as follows: Technical Approach (500 points), Management Approach (400 points), and Small Business Utilization (100 points), with evaluation criteria addressing system performance, instrument design, manufacturing capabilities, and contractor risk management abilities. The deadline for submitting comments and questions on the Draft RFP is May 9, 2025 at 5:00 PM Eastern Time, with responses directed to Bruce Tsai at Bruce.B.Tsai@nasa.gov and referenced as DRFP-NEON-SMBA-2025; the final RFP is anticipated for release in late Q1 or early Q2 of 2026, with proposals due 45-60 calendar days after release and contract award targeted for Q2-Q3 of 2027.

This procurement carries no small business set-aside designation and does not identify any current incumbents. The total estimated contract value ranges from $500,000 to $40,900,000, with a base period funding profile of $12 million in Government Fiscal Year 2026, $60 million in GFY 2027, and $60 million in GFY 2028. The contract structure includes three base Contract Line Item Numbers: CLIN 0001 is a Cost Plus Fixed Fee with Schedule Incentive covering Flight Model 1 non-recurring engineering and production through launch plus six months; CLIN 0002 is Firm Fixed Price for Flight Models 2 and 3 production; and CLIN 0003 is Time and Material for task orders including special studies and post-commissioning support. Flight Model deliveries are staggered annually from July 1, 2032 (FM1) through July 1, 2034 (FM3), with corresponding planned launch dates of October 1, 2034, 2037, and 2040. The NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees, and the Product Service Code is 1675 (Space Vehicle Components).
