About this file
This is Amendment 20 to the Draft Request for Proposal (RFP) for Sounder for Microwave-Based Applications (80GSFC25R7005) issued by NASA Goddard Space Flight Center. The amendment updates the acquisition strategy for this space instrument procurement.
The contract structure includes four base CLINs and one option CLIN covering five flight models (FM1-FM5). CLIN 0001 is Cost Plus Fixed Fee with Schedule Incentive for FM1 non-recurring engineering, development, and production through launch plus six months. CLINs 0002 and 0003 are Firm Fixed Price and Time and Material, respectively, for FM2-FM3 production and post-acceptance support. Option CLIN 0004 is Firm Fixed Price for FM4-FM5 parts and production. Delivery dates are staggered annually from July 1, 2032 (FM1) through July 1, 2036 (FM5), with acceptance occurring at post-commissioning or launch plus six months for FM1, and post-bench acceptance test at the spacecraft vendor facility for remaining flight models.
The evaluation criteria allocate 1,000 Mission Suitability points distributed as follows: Technical Approach (500 points), Management Approach (400 points), and Small Business Utilization (100 points). The Government increased Management Approach weighting to emphasize contractor-managed processes, risk and schedule management capabilities, and vendor effectiveness. Technical Approach evaluation addresses system performance, instrument design, manufacturing/integration/test, and safety/mission assurance. The contractor must comply with Buy American and Trade Act requirements and an Economic Price Adjustment clause limited to regulatory flexibilities. Updated Statement of Work and Contract Data Requirements List accompany this amendment, with the Performance Requirements Document to follow upon approval.

Draft Request for Proposal – Sounder for Microwave-Based Applications
80GSFC25R7005
Amendment 20 – Acquisition Strategy Update
Below are updates to the Acquisition Strategy for the Sounder for Microwave-Based Applications procurement. In the event of any conflict, the final Request for Proposal provisions and contract terms will take precedence.
1. CLIN Structure
Base or Option CLIN Contract Type Description Base 0001 Cost Plus Fixed Fee with Schedule Incentive for Flight Model (FM) 1
Non-Recurring Engineering, Engineering Development Program, FM1 Production through Launch + 6 Months, FM 1-3 Parts
Base 0002 Firm Fixed Price FM2 and FM3
Production through Bench Acceptance Test at the Spacecraft Vendor Facility
Base 0003 Time and Material Task Orders for: Special Studies, Post Commissioning Support (FM1), Post-Bench Acceptance Test at the Spacecraft Vendor Facility Support (Remaining FMs)
Option 0004 Firm Fixed Price FM 4 and FM5 Parts and Production
2. Mission Suitability Point Distribution
Mission Suitability Subfactors
a. Technical Approach: 500 Points
b. Management Approach: 400 Points
c. Small Business Utilization: 100 Points
d. Total: 1,000 Points
Rationale for the point increase to Management Approach:
The Management Approach is weighted more heavily than past procurements to reflect increased reliance on contractor-managed processes. As contractor processes will play a larger role in execution, the Government places greater emphasis on the quality, maturity, and proven effectiveness of those processes. Additionally, risk and schedule management are key elements of the Management Approach, and increased weighting allows for more meaningful evaluation of the vendor’s ability to identify and mitigate risk, manage schedule performance, and ensure timely and successful delivery.

The Government will post the updated Statement of Work and Contract Data Requirements List with this amendment. The Government plans on posting the updated Performance Requirements Document upon approval.
5. Delivery Dates/Acceptance Point and Transition to Time and Material Task Orders
Delivery Dates to the Spacecraft Vendor
FM1 – July 1, 2032; FM2 – July 1, 2033; FM3 – July 1, 2034; FM4 – July 1, 2035; FM5 – July 1, 2036
Acceptance Events
FM1 – Post-Commissioning or Launch + 6 months, whichever is later; Remaining FMs: Post- Bench Acceptance Test at the Spacecraft Vendor Facility
Transition Point to Time and Material Task Order Mechanism
The transition to the Time and Material Task Order mechanism will occur at the same point as the Acceptance Events described above. All work performed prior to Acceptance will be completed under the core requirements and not under Time and Material Task Orders.
6. Buy American/Trade Act Considerations
The contractor is responsible for complying with all Buy American and Trade Act clauses in the contract, as well as all applicable laws. The Government will not predetermine applicability or specify which portions of the work are covered by each requirement.
7. Economic Price Adjustment Clause
The Government will include an Economic Price Adjustment clause, limited to the flexibilities permitted by regulation. No deviations from the standard clause language or prescribed fill-ins will be considered.
