About this file
This document is a Questions and Answers (Q&A) draft amendment for the Near Earth Orbit Network's Sounder for Microwave-Based Applications (SMBA) Request for Proposal (RFP). The document addresses two key clarification points: the Technology Readiness Level (TRL) achievement timeline and reporting requirements for Firm Fixed Price subcontracts.
The first question clarifies the TRL 6 achievement timeline, with the government indicating that the offeror should describe how prototype models are used to achieve TRL6 for SMBA instrument technologies by the Critical Design Review (CDR), rather than the Preliminary Design Review (PDR). The second question addresses reporting requirements, with the government planning to revise Attachment B to exempt Firm Fixed Price subcontracts from detailed reporting of hours, rates, and other typically non-required contract details. The document emphasizes that final contract clauses and attachments will take precedence over the provided answers.

Near Earth Orbit Network’s
Sounder for Microwave-Based Applications
Draft Request for Proposal, Amendment 13
Questions and Answers The final contract clauses, attachments, and applicable documents shall take precedence over the answers below.
Question 1: Can you clarify whether Technology Readiness Level (TRL) 6 is required by Preliminary Design Review (PDR) or Critical Design Review (CDR)?
Answer:
The Draft Request for Proposal, page L-24, states, “The Offeror shall also describe how these prototype models are used to achieve TRL6 for the SMBA instrument technologies by PDR, how they will inform the CDR design, how they will inform the manufacturing process, and how they will be used after FM1 delivery.” It should say, “The Offeror shall also describe how these prototype models are used to achieve TRL6 for the SMBA instrument technologies by CDR, how they will inform the manufacturing process, and how they will be used after FM1 delivery.”
Question 2: Can you clarify the 533 reporting requirements for Firm Fixed Price subcontracts?
Answer:
The Government intends to revise Attachment B, Financial Management Reporting Requirements, to exempt from reporting Firm Fixed Price subcontract hours, rates, or other details not typically required for a Firm Fixed Price contract.
