About this file
This document is a Questions and Answers (Q&A) document for a Draft Request for Proposal (RFP) for the Sounder for Microwave Based Applications (Solicitation Number 80GSFC25R7005). The Q&A addresses four key topics: the rationale for a Fixed Price contract type, flexibility in generating heritage channels, potential for future RFP updates, and the funding profile approach. The government, citing Executive Order 14271, is seeking commercially available solutions and will release a funding profile for the first three years. The document encourages industry feedback on implementation details, with the government committed to providing updates through RFP amendments and being receptive to alternative approaches from potential contractors.

Sounder for Microwave Based Applicaons
Dra Request for Proposal (80GSFC25R7005)
Quesons and Answers 1-4
1. Why is the Government considering a Fixed Price contract type?
Execuve Order 14271, “Ensuring Commercial, Cost-Effecve Soluons in Federal Contracts,” states, “It is the policy of my Administraon that agencies shall procure commercially available products and services, including those that can be modified to fill agencies’ needs, to the maximum extent praccable…”
2. Must the heritage channels be generated from hyperspectral data?
The Government prefers not to dictate implementaon. The heritage channels can be generated from hyperspectral data. They can also be generated by an alternave design.
3. Will the Government release another Dra RFP?
The Government will provide updates on decisions as quickly as possible through amendments to this Dra RFP. Whether the implementaon of these decisions is performed through another Dra RFP or Final RFP, the Government will factor in the me required to deliver a quality proposal given the updates.
4. Will a full funding profile be provided?
The current plan is to release a funding profile for the first three years to understand Industry Partners’ best esmates for the contract’s true cost while containing costs within near term limitaons. That said, the Government welcomes and encourages feedback on the funding profile for those years. If an Industry Partner believes another funding profile is more realisc, please suggest this funding profile (along with raonale) in a one-on-one discussion and/or in the Dra RFP writen response.
