About this opportunity
The Department of the Army European Command has issued a Special Notice for a significant military construction project at Powidz Air Base in Poland. The notice pertains to the development of a Munitions Storage Area (MSA) involving the construction of 56 earth covered magazines (ECMs) and associated supporting infrastructure. The project is a stand-alone construction Design-Bid-Build (DBB) contract with a firm-fixed price structure. The anticipated construction magnitude ranges between $100 million and $250 million, with a projected completion period of 1,020 calendar days after the Notice to Proceed. The solicitation will be formally advertised around December 5, 2024, with the project located at Powidz Air Base in Poland.
Contractors interested in this opportunity must adhere to specific National Competitive Bidding Plus (NCB+) procedures, which restrict participation to firms from the 32 NATO member nations. Prospective bidders are required to complete a Base Access Request form and register for a mandatory site visit scheduled for December 11-12, 2024, with a registration cut-off date of November 22, 2024 at 1300 CET. Only one vehicle per prime contractor will be permitted at the site visit, and personal protective equipment is mandatory. Technical inquiries must be submitted through ProjNet, and all aspects of the project—including labor, services, materials, and equipment—must be sourced from NATO member nations. Small and Small Disadvantaged Business requirements are waived due to the project's location outside the contiguous United States. Contractors will be evaluated using a Best Value Tradeoff method, with non-price factors considered approximately equal to price in importance.
