The instructions outline a two-part process: first, how to register for ProjNet Bidder Inquiry Access through the Quick Add feature, requiring users to provide personal/company information and create security credentials; second, how to enter bidder inquiries once registered. The document specifies that the ProjNet call center operates weekdays from 8AM to 5PM Central Time Zone, with support available at 1-217-367-3273 or 1-800-428-HELP. Users are instructed to review the RFP and existing inquiries before submitting new questions, and are advised that the Bidder Inquiry System becomes unavailable for new inquiries after a specified cutoff date to allow time for responses and potential solicitation changes.
