About this file
This is a Request for Proposal (RFP) for the construction of a Munitions Storage Area (MSA) at Powidz Air Base, Poland, with an estimated value between $100-250 million. The project requires constructing 56 earth covered magazines (ECMs) with supporting maintenance buildings, operational pads, rail infrastructure, paving, fencing, utilities and appurtenances. The RFP will result in a single firm-fixed price contract with a 1,020 calendar day period of performance after Notice to Proceed.
The solicitation is restricted to firms from NATO member nations, with all prime contractors, subcontractors, manufacturers and labor being from NATO countries. The RFP uses Best Value Tradeoff evaluation criteria, with non-price factors (Past Performance, Technical Approach, Concrete Work Plan, and Schedule) approximately equal to price in importance. Key dates include a site visit scheduled for December 11-12, 2024, with registration required by November 22, 2024. The formal solicitation is expected to be advertised around December 5, 2024, with proposals due February 3, 2025. The contract includes multiple optional line items for additional ECMs that can be exercised within 365 days of NTP. Payment will be in Euros and a 23% Value Added Tax exemption applies for work in Poland.

k. Team Arrangements: As described in FAR Subpart 9.6, it is the Government’s policy to recognize the integrity and validity of contractor teaming arrangements.
