About this opportunity
The Department of Energy's National Nuclear Security Administration (NNSA) is seeking a contractor to provide development and maintenance support services for the Clearance Action Tracking System (CATS), an enterprise application used to manage personnel vetting requirements for cleared and uncleared federal and contractor workforce across NNSA field sites. The NA-74 Office of Personnel and Facility Clearances and Classification (OPFCC) requires comprehensive support including system modernization, cloud migration to Microsoft Azure, implementation of Trusted Workforce 2.0 reforms, and continuous vetting capabilities. Contractors must possess Q-level security clearances and demonstrate expertise in Agile Scrum methodology, Azure DevOps integration, and cybersecurity protocols. Proposals will be evaluated using a best value trade-off approach with three factors: Mission Suitability (most important, comprising Technical Approach and Staffing Approach), Past Performance, and Price. Questions are due by 8:00 AM Mountain Time on August 7, 2025, with proposals due by 2:00 PM Mountain Time on August 28, 2025.
This opportunity is designated as a competitive small business 8(a) set-aside under NAICS code 541511 with a $34 million size standard, and the incumbent contractor is identified as Chenega Professional & Technical Services, LLC. The government anticipates awarding a single hybrid contract combining Time and Materials (T&M) and Fixed-Price (FP) elements with a five-year performance period from March 9, 2026, to March 8, 2031, consisting of one 12-month base period and four 12-month option periods. The contract includes a transition period from March 9-26, 2026, and provisions for a potential six-month extension. Work will be performed to support NNSA field sites with core support hours between 9:00 AM and 3:00 PM Mountain Standard Time, accommodating both on-site and remote work arrangements. The total evaluated contract price includes all periods and the optional extension, with contractor teams required to include key personnel such as Project Managers, Solutions Architects, Business Analysts, Software Engineers, Quality Assurance Specialists, and Cyber Security Analysts.
