About this opportunity

The Department of Energy's National Nuclear Security Administration (NNSA) has issued a Special Notice for the Clearance Action Tracking System (CATS) Development & Maintenance Support Services acquisition through RFP No. 89233125RNA000262. This is a competitive small business 8(a) set-aside procurement under NAICS code 541511 for Custom Computer Programming Services with a $34 million size standard. The solicitation has undergone six amendments, with the most recent Amendment #6 incorporating revised attachment L-1 and extending the proposal submission deadline to September 8, 2025 at 0800 Mountain Time. Previous amendments addressed various technical revisions, extended deadlines, and incorporated questions and answers to support potential offerors in developing their proposals.

The procurement seeks to award a single hybrid contract combining Time and Material and Fixed-Price line items for developing and maintaining a tracking system that supports NNSA's Office of Personnel and Facility Clearances and Classification. The contract will span five years from March 9, 2026 to March 8, 2031, structured as one 12-month base period followed by four 12-month option periods with a potential six-month extension. Eligible contractors must be qualified under the Small Business Administration's 8(a) Business Development Program and submit three-volume proposals addressing technical approach, past performance, and pricing. The evaluation will employ a trade-off process requiring at least satisfactory ratings across all criteria, with specific page limits imposed on technical submissions including 30 pages for Mission Suitability and 9 pages for Past Performance documentation.
