About this opportunity
The Department of Energy's National Nuclear Security Administration (NNSA) has issued Amendment #5 to Request for Proposal No. 89233125RNA000262 for the Clearance Action Tracking System (CATS) Development & Maintenance acquisition. This is a competitive 8(a) set-aside procurement under NAICS code 541511 (Custom Computer Programming Services) with a $34 million small business size standard. The solicitation has undergone multiple amendments, with Amendment #5 revising specific Contract Line Items Numbers (CLINs) 02001 and 03002, while previous amendments extended deadlines, incorporated revised attachments, and addressed system errors that initially prevented release on SAM.gov. The NNSA Contracting Operations Division is seeking contractors to support the Office of Personnel and Facility Clearances and Classification through this specialized tracking system. This procurement represents a significant information technology initiative for the nation's nuclear security enterprise.
The primary objective is to award a single hybrid contract combining Time and Material and Fixed-Price elements for a five-year performance period from March 9, 2026, to March 8, 2031, including one base year and four option years. Contractors must submit proposals by 2:00 PM Mountain Time on August 28, 2025, and the solicitation specifies that no questions will be accepted beyond the established deadline, with any late submissions being automatically disqualified. Eligibility requires registration in the System for Award Management (SAM), qualification under the 8(a) small business program, and the ability to obtain "Q" level security clearances for personnel. Offerors must also provide Foreign Ownership, Control, or Influence (FOCI) information as part of their proposal submissions. The contract will operate on pre-negotiated, fixed, and fully burdened labor rates covering all personnel, facilities, services, materials, and supplies necessary for developing and maintaining the critical clearance tracking system that supports NNSA's security operations.
