About this opportunity

The Department of Energy's National Nuclear Security Administration (NNSA) has issued a Special Notice for the Clearance Action Tracking System (CATS) Development & Maintenance Support Services acquisition. This is a competitive small business 8(a) set-aside procurement with Request for Proposal number 89233125RNA000262, falling under the Custom Computer Programming Services NAICS category. The solicitation has undergone eight amendments, with the most recent revisions updating technical evaluation criteria and extending the proposal submission deadline. The notice represents a single award opportunity for a hybrid contract supporting NNSA's Office of Personnel and Facility Clearances and Classification operations. All work must be performed in accordance with a Performance Work Statement dated June 2, 2025.

The procurement seeks to establish a five-year Time and Materials contract running from March 9, 2026 to March 8, 2031, consisting of one base year and four option periods with pre-negotiated labor rates. Proposals are due September 8, 2025 at 8:00 AM Mountain Time, and the government intends to award without discussions based on best initial proposals. Eligible contractors must be registered in the System for Award Management (SAM) and obtain "Q" level security clearance to participate. The contract will be evaluated using a best value trade-off approach where Mission Suitability and Past Performance are significantly more important than Price. Offerors must demonstrate technical understanding, effective staffing approaches including qualified key personnel, and relevant past performance on similar contracts within the past five years. The government prioritizes obtaining superior proposals over lowest price but will not accept disproportionate price premiums for technical superiority.
